The Otter Tail County Board of Adjustment met Thursday, August 2,
1990 with the following persons in attendanoe:
John Everts
Craig Anderson
George Walter
Carl Johxson
Dan Oehler
Victor Petterson, Jr.
Chairran Walter called the meeting to order at 6:30, and hearing no
c±ijections or corrections to the minutes of the July meeting, declared
same approved as mailed.
CALL TO ORDER
MINUTES APPROVED
The following requests for variance were heard:
Mary J. Shirley, Hopkins, MN, requested permission to have a second
dwelling on Lot 13, Roniez Beach, Otter Tail Lake in Amor Tewnship.
After consideration, motion was made by Craig Anderson, seconded by
Carl Johnson and carried, Petterson absent during vote, to deny, no
adequate hardship shewn.
SHIRLEi' - DENIED
Elroy L. Koenen, I'test Fargo, ND, requested permission to put trailer
or bunkhouse, as a second dwelling on Lot 2, Block 1, Putnam Add'n
Durn Township on the Pelican River. APter consideration, motion was
made by Craig Ancterson, seconded by John Everts and carried, Petterson
absent during vote, to deny, no adequate hardship shown.
KOENEN - DENIED
Mariam 0. lain, Dent, MN, requested permission to build a 24' x 18'
garage approxitutely 2' from the road ri'^t-of-way on Lot 1, Engstrem
Beach, 3rd Adi'n, Edna Tewnship on West McDonald Lake,
sideration, motion was made by Craig Anderson, seconded by Carl Johnson and carried, petlarson abst, to approve, hardship being able to enjey
the same rights and privileges as the neighbors enjoy, on a substandard
lot of record in a congested area, and no precedent being set.

Lewis 0. Berge, Scandia, MN, requested pennissian to build a 26' x 38'
garage with living area on Parcel #1 of G.L. 3, Section 36, Girard
Township on East Battle Lake, and eventually subdivide property into
two lots, one with 40,000 square feet and 150 feet of shoreline, the
other 2‘j acres. After consideration, notion was made bv Dan Oehler,
seconded by John Everts and carried, Petterson & Jehnson abstaining,
to grant approval, no hardship necessary, making two lots which are
standard according to lakeshore requirements, subject to providing a
surveyor's drawing.

Craig & Brad Colenan, Fargo, ND, request permission to replace existing
screen porch, 10' from Little Pelican Lake, in the NWa of Section 2,
Dunn Tewnship. After consideration, motion was made by Victor Petter
son, secontb-d by Craig ,Anderson and unanimously ceurried, to grant
approval, substandard lot of record, no size change in existing porch,
requiring that a site permit be obtained.
COLEKAN - APPROVED
William & Agnes Wallace, Bamesvillc, I^, request a variance to build
a 12' X 16' screen porch addition to the side and rear of home, on a
paroel in C.I. 3, Section 9, Pine Lake Tewnship cn Big Pine Lake.
After oonsiefcration, notion was made by John Everts to deny. "Ihe
notion failed for lack of a second. Motion was then made by Craig
Anderson to approre, subject to ap: lying the "string test", or no clcser
to the lake than the neighbors on either side, hardship being a sub
standard let of record. The motion was seconded by Carl JOhnson and
carried unanimously.

The variance requested is:
When applying for site permit on 06/08/90, Was given the new ammendments of 04/01/90.
Planned to build a 26'x38' garage with living area and loft. Total structure height
of 24 ft., to be used as summer living quarters and storage v»rtiile building a retirement
home on the same lot. After the retirement home is completed the garage with the loft
would be used as storage area and for occasional guest sleeping. These plans are not
legal under the new ammendment. Would like a meet & bounds variance to divide the lot
in two legal size lots to make original plans legal.
The parcel # 1 is 2^^ acres or 110,00 sq. ft. with over 400 feet of shoreline.
Parcel lA would be a little over 40,000 sq. ft. with over 150 feet of shoreline.
This would leave the original parcel #1 with over 250 feet of shoreline and about
70,000 sq. ft. or an acre & H-
