Drainage System #70 Discussion
Rick West, Interim Ditch Inspector, introduced Chris Steffen and Tim Risbrudt and began discussion
regarding County Ditch #70. He obtained an estimate of $130,000 from Ricky Leitch, an area Contractor,
for a total repair on Ditch #70. The repair estimate is for about 8,000’ of 12” tile running from Sewell Lake
south to County Ditch #52. Mr. West also reported that there is a group of property owners on the Ditch
who have expressed interest in pursuing an improvement on the Ditch.
Lengthy discussion took place with Mr. Steffen and Mr. Risbrudt regarding the differences between a repair
and an improvement. An improvement requires a petition and posting a bond for the costs, including
engineering services. Discussion took place regarding the Ordinary High Water Level, issues with the
current outlet, the as constructed elevation requirements, and the responsibilities of the petitioners in the
case of an improvement. Mr. Risbrudt stated that he is in favor of an improvement for a better long term
solution and requested more time from the County Board for property owners to submit a petition before
they move forward with repair work. Motion by Lindquist, second by Johnson, and unanimously carried to
delay repair work on County Ditch #70 and allow more time for property owners to submit a petition for
improvement. They indicated November 27, 2012 as a target date for submission of a petition. Delay of
repair at this time will move work on Ditch #70 to next spring.
Application for Exempt Permit
Motion by Huebsch, second by Johnson, and unanimously carried to approve, with no waiting period, the
LG220 Application for Exempt Permit as submitted by the Perham Area Jaycees for an event scheduled
for Saturday, October 13, 2012 at The Cactus located at 43521 Fort Thunder Road, Perham, MN.
Planning Commission Recommendations
Conditional Use Permit - Carol Jacobson:
Motion by Froemming, second by Lindquist, and unanimously carried to approve a Conditional Use Permit
to build a rental storage building based on the revised plan received at the October 10, 2012 Planning
Commission meeting. This approval is subject to 1) allowing earthmoving up to November 1, 2012
provided appropriate erosion control measures are implemented; and 2) construction of the building
addition is to be completed by October 1, 2015. The project is located in the NW'A NE% & NE% NW% ex
trs (40.45 AC), Section 20 of Girard Township: Beauty Shore Lake (56-195), NE.
Conditional Use Permit - David & Cheryl Doelv:
Motion by Froemming, second by Lindquist, and unanimously carried to approve a Conditional Use Permit
for earthmoving and constructing sioped-rock terraced retaining structure(s) as submitted in a detailed plan
to the Land & Resource office on October 16, 2012. The CUP is also subject to 1) the excavation and
material does not exceed the requested amount in the original application, and 2) the project is completed
by November 15, 2012. The project is located in Parcel 9 in GL 3 (2.52 AC), Section 36 of Girard
Township: East Battle Lake (56-138), RD.
Aguatic Invasive Species Task Force
Bill Kalar, Land & Resource Administrator, submitted the Otter Tail County Aquatic Invasive Species Task
force minutes dated October 3, 2012. He outlined the Regional Coordination concept in the minutes. The
Task Force is recommending that an AIS Regional Coordinator is not necessary as the Task Force is
currently working on the aquatic invasive species issue on a County level. Motion by Huebsch, second by
Johnson, and unanimously carried to approve the recommendation of the Aquatic Invasive Species Task
Force regarding the AIS Regional Coordinator concept. The document included the 2012 Task Force
budget and expenses. Mr. Kalar will update the Board again when the final dollar amounts are available.

Meeting of the Otter Tail County Planning Commission was held on October 10, 2012 at
6:30 P.M. in the Commissioner's Room, Government Services Center, Fergus Falls,
Minnesota.
Roll Call:
Members Present; Rod Boyer, Ken Erickson, Marion Gill, Bert Kinzier, Joe Maske, Bert
Olson, Robert Schwartz, David Trites, Rick Wilson and Leona Zimmerman.
Members Absent: None.
David Hauser represented the County Attorney's Office and Bill Kalar represented the Land
& Resource Management Office.
Minutes of September 12, 2012: A motion by Schwartz, second by Erickson to approve
the September 12, 2012 Minutes as presented. Voting: All members in favor.
Carol Jacobson - Approved Revised Plan With Conditions:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Requesting
permission to build a rental storage building in phases, beginning with a 50’ x 60’ building,
with a possible 50’ x 120’ addition completed in two phases. Also requesting to complete
site work for this building with earth work done onsite. Approx. 3,500 cu. yds. Request to
construct building pad and access road - pad size 90’ x 220’ and road width 20’ with class 5
gravel top. Borrow area size - approx. 250’ x 100’. Quantities - strip borrow area 740 yds,
strip building site 733 yds & fill from borrow area 1800 yds. The project is located in the
NW1/4 NE1/4 & NE1/4 NW1/4 ex trs (40.45 AC), Section 20 of Girard Township: Beauty
Shore Lake (56-195), NE.
Carol Jacobson and John Christensen (contractor) represented the Application. The
Applicant provided a revised plan that showed a reduction in size of the building pad and the
building.
Motion: A motion by Trites, second by Kinzier to approve the revised plan (received at the
10/10/2012 Meeting) as presented: 1. May do the earthmoving up to November 1, 2012,
provided appropriate erosion control measures are implemented. 2. Construction of the
building addition is to be completed by October 1, 2015. Voting: All Members in favor.
