Planning Commission Recommendations
Conditional Use Permit - Bernard A. & Ha K. Larson:
Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to install a new driveway with a condition as recommended by the Planning
Commission. The property is described as Lot 2 BIk 1 Tri-Lakes Addition, Section 9 of
Lida Township; Lake Lida (56-747).
Conditional Use Permit - Todd Broyles C/0 AI Broyles:
Motion by Mosher, second by Nelson, and unanimously carried to approve a Conditional Use
Permit for a riprap and reshaping project as presented. The property is described as
Canterbury Sands Lot 11 BIk 1, Section 28 of Everts Township; Silver Lake (56-302).
Conditional Use Permit - James W. & Marion Miller:
Motion by Mosher, second by Lee, and carried, with Froemming opposed, to approve a
Conditional Use Permit to approve fill for construction of a new home with conditions as
recommended by the Planning Commission. The property is described as Lot 2 Walkers
North Shore Addition, Section 5 of Otter Tail Township; Otter Tail Lake (56-242).
Conditional Use Permit - Tollefson Trust:
Motion by Lee, second by Mosher, and unanimously carried approve a Conditional Use
Permit to build a retaining wall and to place fill in several areas as presented. The property is
described as Lots 11 & 12 BIk 2 & vac rd adj and Lots 4 & 5 BIk 2 & vac rd adj, Pelican
Beach, Section 2 of Scambler Township; Pelican Lake (56-786).
Conditional Use Permit - Jeffrey Klimp:
Motion by Froemming, second by Nelson, and unanimously carried to approve a Conditional
Use Permit to utilize this property as a commercial building site for animal housing, grooming,
and care, with a condition as recommended by the Planning Commission. The property is
described as Pt NW% NW/i ..(15 AC) Section 2 of Girard Township; Tamarack Lake
(56-^2).
Conditional Use Permit - Larry Hilton:
Motion by Froemming, second by Mosher, and unanimously carried to deny a Conditional
Use Permit to fill low areas and remove fallen trees and stumps for the reasons stated by the
Planning Commission in their June 15, 2005 minutes. The property is described as Parcels
19 & 20 in GL 4 (5 AC), Section 36 of Girard Township; East Battle Lake (56-138).
Conditional Use Permit - Darrell & Margaret Nulph:
Motion by Mosher, second by Nelson, and unanimously carried to deny a Conditional Use
Permit to create a sand area along the shore for the reasons stated by the Planning
Commission in their June 15, 2005 minutes. The property is described as Lot 23 Crystal
Beach, Section 24 of Clitherall Township; Clitherall Lake (56-238).
Conditional Use Permit - Warren & Marlene Keefe:
Motion by Nelson, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to construct a driveway and level a site for building with conditions as
recommended by the Planning Commission. The property is described as W 440’ of GL 6
laying S of St. Hwy #228 (9 AC), Section 22 of Hobart Township; Long Lake (56-388).

Doug & Jeff VanderBerq - Tabled to August 10. 2005:
Conditional Use Permit Application (as stated by the Applicant): We are requesting 12” of fill on
our lot in the corner so the water will not be trapped on our lot. We are requesting fill so
the water will flow its’ natural way through the culvert. 12” of fill will be added tapering to 0"
(195 cy). The water from the neighbor runs down and pools on the lawn because the lawn
is lower than the culvert. The lawn is lower than both neighbors. The land and culverts
were designed to drain from one neighbor, across our lawn, to the next neighbor, then to
the wetlands area. The property is described as Sunnyside 5‘^ Addition Lot 10, Section 36
of Girard Township; East Battle Lake (56-138), RD.
Doug VanderBerg represented the Application.
Merlyn & Kathleen Lokken presented (read) a letter expressing concern regarding surface
water run-off onto their property. Gene Albers expressed concerns regarding drainage &
damage to the Township Road. Dan Voss expressed concerns regarding the area of
proposed fill & proposal for run-off to culverts. Bernard Voss stated that an existing culvert
is already in place, should be located & used.
Motion: A motion by Trites, second by Boyer to table, at the Applicant’s request, to
August 10, 2005 in order to allow grades & elevations to be determined and provide time to
di^uss an area drainage plan with the Township. Voting: All Members in favor.

areas from west lot east to wetland 60’ and all the way down point 12’ wide to 6’ wide, 1” in
depth. Rip rap both sides of point removing fallen trees, not stumps, and flopping roots
back down. Fill sand - 300 yds; Rip rap - 140 yds; top soil - 80 yds (to re-grow
vegetation) and blanket with fiber mat for stabilization. The property is described as
Parcels 19 & 20 in GL 4 (5 AC), Section 36 of Girard Township; East Battle Lake (56-138),
RD.

Conditional Use Permit Application (as stated by the Applicant): This project involves an
improvement to the shore area of the lot with a project size of 30’ x 20’. The description of
the improvement is that we would like to create a sand area along the shore. Currently the
shore is a mixture of rock, dirt and grasses that is slowly eroding at a rate of about 2-4
inches per year. We would like to lay down some landscaping fabric, place rip rap along
the shore and then cover the entire area with about 8” of sand. This area of 30’ x 20’
would also be contained by a perimeter of 6” x 8” x 12” landscaping block topped with a 2”
cap block. The proposed improvement area would not require any excavating and would
only require that sand be placed on top the existing terrain. There also would not be any
modifications to the shore line except the removal of the existing rock to place the fabric
down. The rock would then be replaced and finally covered with sand that would extend
down to the water. The maximum depth of fill will be no greater than 12” with a total of no
more than 30 cubic yards. The property is described as Lot 23 Crystal Beach, Section 24
of Clitherall Township; Clitherall Lake (56-238), RD.
