The meeting was reconvened at 11:01 a.m. Planning Commission Recommendations Conditional Use Permit - Dora Township: Motion by Lee, second by Nelson, and unanimously carried to approve a Conditional Use Permit to repair a road (no. T-758) because of safety problems relative to visibility near Shallow Lake (Sec. 26 & 27, Twp. 136N, R. 41W, Dora Township, Lake No. 56-515) with conditions as recommended by the Planning Commission. Conditional Use Permit - Dale Pierce: Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional Use Permit to build a driveway from a township road to a lake lot on Lake Lida (Sec. 27, Twp. 136, R. 42, Lida Township, Lake No. 56-747) with conditions as recommended by the Planning Commission. Motion: A motion by Sha, second by Schwartz to approve, requiring a 24’ top (18’ top requested) as additional lots might be served in the future.Donald Schroeder (contractor) represented the Application. Voting: All members in favor.Ernest Hovland (Nonwegian Grove Townboard) indicated that the Township has no objections to this project.Donald Klaksvik - Approved With A Condition: A Conditional Use Permit Application stating: My neighbor to the south, Howard J. Costello (Sec. 30, Twp 133 Range 41W Lot 1 Ex Tract) has an easement over my property to access his property. The easement is along a wagon trail 1360 ft. long and 16 ft. wide and is not easily accessible during inclement weather. The maintenance of the easement is the responsibility of Mr. Costello. He wishes to upgrade the present trail by grading, ditching, installing a 12” PVC culvert and placing 4” Class 5 gravel (400 yds) on the surface of the road. I am totally in agreement with this project. The property is described as GL 4 Ex S 50' and All GL 3, Section 19 of Sverdrup Township; Non/vay Lake (56-569), RD. Motion: A motion by Zimmerman, second by Maske to approve as requested, it will better enable the site owner to access the property. Voting: All members in favor. Break: At 7:55 P.M., the Commission took a 10 minute break. Mavis Madsen - Approved As Requested: A Conditional Use Permit Application to fill-in 50’ x 50' x 2.5’ of wetland for garage and parking, to be replaced with approximately 60' x 115' 2’ high area that will be excavated to create wetland. Volume of fill will be 231.5 cubic yards, excavation will be 511 cubic yards. The property is described as Pt of GL 4 (2.54 Ac), Section 29 of Dunn Township; Lake Lizzie (56-760), RD. Howard Costello represented the Application. Doug Green spoke in favor of the request, recommending approval. A motion by Lachowitzer, second by Maske to approve as requested.Motion: appropriate erosion control measures must be implemented; reason for approval includes the road needs rebuilding to give access. The new road will be approximately 800’ of road, 24’ top, cul-de-sac on road. We will also construct a new driveway to my garage (300’ long). This, also, should help prevent erosion. The property is described as Lots 1, 2 & 3 Ex Trs (117.56 Ac) & E 200' of GL 1 (5.2 Ac), Section 34 of Girard Township; East Battle Lake (56-138), RD. Gary Spies & Tom Greenagel represented the Application. Girard Township has taken no formal action to accept the extension as a township road. If the road meets township requirements, after inspection of the Town Board, then it could be accepted as a township road and maintained by the township. Motion by Trites to approve the minutes from the regular monthly meeting held January 15, 2000. Seconded by Olson. Carried unanimously. No Treasurer's report due to Board of Audit. Motion by Olson to accept the Board of Audit Report with beginning balances of: General Revenue - $39,316.28, Road and Bridge - $1,752.38, Fire - $4,033.51, Road Assessment - $15,341.37 and Equipment - $6,196.46 and ending balances of: General Revenue - $50,161.15, Road and Bridge - -$12,508.63, Fire - $8008.14, Road Assessment - $22,826.22 and Equipment - $7,998.05. Greenagel and Spies would like to extend Blackjack Drive approximately 600' past the cul-de-sac. It must be built tp meet Township requirements so it could be accepted as a township road in the future. Discussion of Girard Beach Drive - Garland Lane project. Will try to set meeting with Everts Township. Should meet with Everts Township before setting date of hearing. Motion by Trites to change the regular monthly March meeting to March 17, 2000 at 7:00 p.m. and have the Organizational Meeting in April. Seconded by Olson. Carried unanimously. Motion by Olson to enter into a fire standby agreement with the City of Vining. Agreement is for a period of three years at $450.00 per year. Seconded by Trites. Carried unanirhously. Motion by Olson to approve Building Permit for Randall and Carol Witt to build a 28' X 40' family dwelling on their property in Section 14. Seconded by Adamietz. Carried unanimously. ^ . It was decided not to show the video "Grassroots Democracy" at the Annual Meeting. Road Report - Carl Linderkamp 1. Roads are in fairly good shape. 2. Been cut off on sand in Battle Lake because they are running low. Carl should haul 6 or 7 loads of sand to stock pile. 3. Bought the parts and got the disk repaired. It is all ready for spring. 4. Need to address filling cracks on the tar roads. Will need to hire general laborer to assist in work. Otter Tail County has assumed responsibility for maintenance and replacement of new intersection signs. Residential signs will be placed as soon as the frost is out. Will have David Gregg fix door damaged during break-in of Town Hall. Clerk will check with County Auditor about lein on Mikkelson properties because of delayed payment of special assessments. New snowplow truck should be DOT checked. The next regular monthly meeting of the Girard Town Board will be held March 17, 2000 at 7:00 p.m. at the Girard Town Hall.
