Pheasants Forever Land Acquisition
The Board discussed a letter that was received from Pheasants Forever in early May informing Commissioners that
they will soon be acquiring land in Otter Tail County from the Minnesota Outdoor Heritage Fund. Pheasants
Forever plans to donate the acquired land to the U.S. Fish & Wildlife Service for management as a Federal
Waterfowl Production Areas and no action is required from the Board at this time. County Attorney Eldien was
asked to determine whether the purchase needs to be approved by the Conservation Committee.

P.M.; the hearing was held via Go To Meeting due to the health pandemic and declared
emergency in accordance with Minn. Stat. Sec. 13D.021.

Stormwater (retention) and Stabilization Plan
I’ve reviewed the plans submitted for the above referenced project with excavating
and landscaping contractor Don Schmidt. Don did the excavating and landscaping a
few years ago for the construction of the home abutting this property on the west.
There is an existing low infiltration retention area towards the west side of the lot
between the existing 8’ X 10’ shed and the lake. This area will be preserved and may
serve the same purpose during construction and stabilization. Sediment control logs
or silt fence will be installed between the infiltration area and the lake.
All finished grades including fill slopes and walkway along west side of structure shall
be stabilized as soon as practicable with topsoil, seed and erosion control blanket.

regarding road authority.
Rand Bertoch had questions regarding the maintenance of the proposed road,
grading/drainage and the location of the road.

The cut for the walking path will be 26' long and 6' wide. The cut itself ends
when it reaches the slope of the existing hillside. The walkway's ending point
is where it joins the 10 feet of flat area near patio on lakeside of cabin. The
cuts maximum depth is 4 feet and is reached gradually. The cabin wall will be
on one side of walkway, on the other side where the height at the upper most
point is 4 feet plan to slope dirt upwards and away from walkway with mulch

3. Fill on lakeside of Cabin, 272 cubic yards:
Flatten slope towards lake behind walkout basement to include 10 feet of flat
space directly behind cabin for patio placement. The 10 feet of flat space will
extend past west side of cabin to enjoin the walking path on the west side of
cabin.
The 10 feet of flat space is not planned to run entire width of cabin.
On the east side it will end approximately 2' from edge of patio, 28 feet
from property line, and will slope away, mulch and seed/sod covered as
needed. Silt fencing to be used during construction.
On the west side it will end at edge of walking path 9' from property line
and slope away, mulch and seed/sod covered for stabilization as needed.
■ On the north side {lake side) the 10 feet flat area is held in place by the fill
that is placed to allow walkable slope towards lake, this 25 foot long fill
area starts at the end 10 foot flat area/patio and runs 25 feet in length
towards lake at approximately 3.5/12 pitch (7ft rise over 25ft run). Mulch
and seed/sod covered as needed for stabilization. Silt fencing to be used
during construction.
■ On the west and east sides of the 10 feet flat area, as well as for the 25 foot
in length of fill, the sides will slope away and be mulch and seed/sod
covered as needed. The 10 feet flat area and the 25 feet In length of fill for
walkable slop is planned to be 47 feet wide, used 60 feet in calculations
section to allow for sloping of the fill on the sides. Mulch and seed/sod
covered as needed for stabilization. Silt fencing to be used during
construction.
(Please note on the cross-section view shows the fill for the lakeside flat
area/patio is partially onto hillside and the rest of the fill slopes, calculations
below reflect that with average depth of 3.5 feet)

5. Fill man made cut in the rip rapped shoreline. 7 cubic yards.

needed. I was told the original 75' setback stakes Land and Resource had
placed was measured from the cut in the rip rap. Land and Resource also
said that the patio wouldn't count as being in 75' set back as it is flat space.
If this Is the case won't fill and will leave as is.
