After consideration and discussion, Thomas Lee made a motion, second by Ward Uggerud and unanimously carried, to approve
the replacement of approximately 9,000 square feet of impacted wetland offsite and outside the minor watershed. The applicant’s
proposed project has been approved by the Otter Tail County Planning Commission and the appropriate wetland agencies. It was
noted that the approval of this request is consistent with prior Board of Adjustment decisions.

Dean Kellar - Variance application was approved with a condition. (7:30 p.m.)
Dean Kellar, Lot 1A Block 1 and Lot 1B Block 2, Larsen’s Minasha-Da Subdivision, Dead Lake in Dead Lake
Township, requested the following: I would like to replace my deck with a screen porch. The front of the porch will be
extended 6’ on the lakeside. The size of the screen porch addition will be 21’ by 18’. The proposed addition will be
128’ from the lake shore. Requesting a variance of 72’. Required setback is 200’. The audience was polled with no
one speaking for or against the variance as requested. After consideration and discussion, Michael Harris made a
motion, second by Thomas Lee and unanimously carried, to approve the proposed screen porch addition with the
condition that the screen porch addition can be no closer to the ordinary high water level than the existing house as
shown on the drawing submitted with the variance application.
Hilarion Woronzoff-Dashkoff Et Al - Variance application was approved as requested. (7:40 p.m.)
Hilarion Woronzoff-Dashkoff Et Al. part of Government Lot 2, Section 30 of Everts Township by North Turtle Lake,
requested the following: Replace 10,500 square feet of impacted wetland offsite and outside the minor watershed.
Project has been approved by Otter Tail County Planning Commission and the wetland agencies. Glen Howe,
Surveyor with Anderson Land Surveying represented the applicant at the public hearing. The audience was polled
with no one speaking for or against the variance as requested. After consideration and discussion, Rick Wilson made
a motion, second by Ward Uggerud and unanimously carried, to approve the replacement of 10,500 square feet of
impacted wetland offsite and outside the minor watershed. The applicant’s proposed project has been approved by
the Otter Tail County Planning Commission and the appropriate wetland agencies. It was noted that the approval of
this request is consistent with prior Board of Adjustment decisions.

Section 28 of Girard Township by West Battle Lake, requested the following: Requesting to place fill in a wetland for
the construction of a driveway. Wetland impact is approximately 9,000 square feet. Have applied for wetland
replacement plan. Replacement plan has been approved by wetland agencies. Requesting to replace wetland
impact offsite and outside of the minor watershed. John Christensen appeared at the public hearing with the
applicant. The audience was polled with no one speaking for or against the variance as requested. After
consideration and discussion, Thomas Lee made a motion, second by Ward Uggerud and unanimously carried, to
approve the replacement of approximately 9,000 square feet of impacted wetland offsite and outside the minor
watershed. The applicant’s proposed project has been approved by the Otter Tail County Planning Commission and
the appropriate wetland agencies. It was noted that the approval of this request is consistent with prior Board of
Adjustment decisions.
Joyce Perreten and Jerry Orbeck - Variance application was approved as requested. (7:45 p.m.)
Joyce Perreten and Jerry Orbeck, Lot 2 Leisure Camp, Otter Tail Lake in Otter Tail Township, requested a variance of
2' from the required bluff impact zone setback of 30’ and a variance of 6' from the required ordinary high water level
setback of 75' for the placement of a deck 28’ from the top of the bluff and 69’ from the ordinary high water level. The
audience was polled with no one speaking for or against the variance as requested. Letters from Gary and Evelyn
Wawers, Margaret Moeller and David Telschow in support of the variances as requested were read for the record.
After consideration and discussion, Thomas Lee made a motion, second by Rick Wilson and unanimously carried, to
approve a variance of 2’ from the required bluff impact zone setback of 30’ and a variance of 6’ from the required
ordinary high water level setback of 75’ for the placement of a deck as described in the variance application dated
May 22, 2013 and as depicted on the submitted drawing 28’ from the top of the bluff and 69’ from the ordinary high
water level. The proposed development will be behind the existing string/building line.

The Minnesota Department of Natural Resources, Division of Parks and Trails Area 1b
office is supportive of your efforts to construct a private access to your property.
The MN DNR owns the public water access adjacent to the Christensen property. An
easement through the Public Water Access is a possibility, but the easement process
can be very expensive and time consuming.
For this reason, as well as public water access safety concerns, site design, site
crowding, and natural resource related reasons, the MN DNR supports this endeavor to
secure a separate, private access to the Christensen property.
