It should be noted that the existing dwelling will be raised approximately 18” to accommodate a walkout basement. Northern Lakes Co, Walker, MN, requested a variance of 75’ from the required ordinary high water level setback of 200’ for the construction of a dwelling 125’ from the ordinary high water level. The property is described as Lot 1, Block 1, Rolling Hills, Elbow Lake in Everts Township. Letters from John and Jacque Bower, Mike and Janet Bulter, Jay Echtenjamp, Erick Ekiund and from John Zacher, Northern Lakes Co, in support of the variance as requested were read for the record. A letter from Richard and Marjorie Falen opposing the granting of the variance as requested was read for the record. A roof is required to provide protection from the weather for observers using binoculars, spotting scopes, and photographic equipment. This platform is identified in the Glendalough State Park Interpretive Plan and was reviewed and approved by the Glendalough Citizens Advisory Board. The property is described as Government Lots 1, 2, 3, and 7, Section 18 of Girard Township by Lake Emma. The audience was polled with no one speaking for or against the request. Ruth and Jeffery Gallagher, Montevideo, MN, requested a variance of 53’ from the required ordinary high water level setback of 75’ for an addition to an existing dwelling 22’ from the ordinary high water level. The property is described as part of Government Lot 4, Section 15 of Eagle Lake Township by Eagle Lake. The applicant’s contractor appeared along with the applicants at the public hearing. The contractor explained how the septic system would be installed. A letter from Terry Lejcher, Area Hydrologist with the Minnesota Department of Natural Resources, noting that the applicants’ request is a significant expansion of a non-conforming condition, the condition necessary for hardship does not appear to exist, and requesting the Board to carefully consider the requirements for a demonstrated hardship was read for the record. After consideration, motion was made by David Holmgren, second by Robert Schwartz and unanimously carried, to approve a variance of 53’ from the required ordinary high water level setback of 75’ for an addition to an existing dwelling 22’ from the ordinary high water level with the condition that the proposed addition can be no closer to the ordinary high water level than the existing structure. It was noted that the applicants’ proposed project will eliminate the existing cabin to the south, would make a substantial improvement to the applicants’ property and will provide the applicants with a reasonable use of their property. WILDLIFE SANCTUARY: Lake Emma is the most productive and significant wetland in the park and may be closed to all uses and access (including by foot or boat) during certain times of the year to protect nesting and migrating waterfowl, marsh birds and eagles. If you hike in the area, watch for signs posting the area as restricted. HIKING TRAILS: For an excellent walk to see wildflowers, birds and view a beaver dam, go north and west of the Glendalough Camp to hike along a loop trail with views of Lake Blanche and the stream connecting Annie Battle Lake and Lake Blanche. This 1.4 mile long trail has been developed into a self-guided nature trail. At the trail head, take an interpretive trail guide to help you enjoy this trail. Items in the guide correspond to num­ bered posts along the trail informing you about the park's wildlife, plant life, and some of the history of Glendalough. You can walk the road around the perimeter of the old camp, straight east to overlooks on Lake Emma and Lake Blanche. Watch for deer along the way. The corridor between Lake Emma and Lake Blanche is a good waterfowl viewing area. About 1-1/2 miles round trip. For the adventurer, hike a trail that will completely encircle Annie Battle Lake. Plan on 1-1/2 to 2 hours. FISHERIES MANAGEMENT: Annie Battle Lake was entirely within the private Glendalough game farm and corporate retreat for over 50 years. As a result, fish populations in Annie Battle Lake were only lightly exploited. This fact presents a unique opportunity to manage Annie Battle Lake as a "heritage fisheries" with a primitive fishing theme. The objective is to build up a natural population of larger, older fish. Annie Battle Lake was closed to fishing for several years to allow fish populations to recover from years of increased fishing pressure. Experimental regulations will allow an exciting and challenging fishing experience, more reminiscent of years gone by, while still maintaining a healthy, almost natural- size structure to the fish population. The fish population will be used as a "benchmark" for comparisons with other lakes in the area, and will aid fisheries managers in research projects designed to improve fishing opportunities. Experimental regulations include a "primitive" fishing techniques theme. No motors (including electric), fish locators or other electronic equipment will be allowed. Experimental regulations for Armie Battle Lake are posted at the park. GLENDALOUGH CAMP HISTORY: The Glendalough site was first developed in 1903 by Ezra G. Valentine as a summer retreat called Valentine's Camp, In 1903 he constructed several buildings including a cottage, stables, boat house and bath houses. When E.G. Valentine died in 1905, the property was left to his son, John Alden, and daughter. Miss Blanche, who later sold it to Fred A. Everts. The camp was referred to as "Minnechoka Camp" on a 1912 plat map. FA. Everts sold the property to F.E. Murphy, who owned and operated the Minneapolis Tribune. In 1927, Mr. Murphy renamed the property Glendal­ ough, after a monastery in Ireland. As surrounding farms came up for sale during the Depression, Murphy expanded Glendalough's acreage and started a turkey and game farm. In 1941, Glendalough was purchased, along with the Minneapolis Tribune, by the John Cowles family. The game farm and himting preserve host­ ed several dignitaries, including President Dwight Eisenhower, President Richard Nixon, and Vice- President Walter Mondale. The Cowles family donated the property to the Nature Conservancy in 1990. Glendalough was transferred to the state for use as a state park in 1992, following 1991 legislation. The camp buildings are currently closed for eval­ uation. The park philosophy is to remove the presence of a "resort" on the lake, yet still preserve the recent history of the property. The lodge may be used for limited interpretive and environmental education uses, when funding is available, and be evaluated further for its long term usefulness. Please respect this property. The 1991 enabling legislation man­ dates that management of wildlife be emphasized and interpreted to the public. Glendalough pro­ vides impressive wildlife viewing with a large resident Canada goose population, a major water- fowl staging area during spring and fall migration and a wintering area for local white-tailed deer. The park includes six lakes with a variety of fishing opportunities and wildlife qualities. Armie Battle Lake is totally contained within the park bound­ aries. Molly Stark Lake has a public boat access and the park's swimming beach and picnic area. Lake Emma, on the northeast side of the park, is a shallow wildlife habitat lake with excellent wild­ life viewing. Sunset Lake is also used extensively by waterfowl. The park also borders on Lake Blanche to the north and West Battle Lake to the south. You can fish for sunfish, crappie, largemouth bass, northern pike and walleye. Altogether, Glen­ dalough preserves one of the last large tracts of undeveloped lakeshore in west-central Minnesota. A management plan for the park was completed in June, 1993, and recommends that Glendalough State Park be managed to offer a more "primitive" recreational experience than many other state parks. Annie Battle Lake will be the focal point of this less-developed theme.
