Motion:A motion by Sha, second by Schwartz to approve provided; 1. The Applicant
adheres to his request. 2. The hours may be expanded to 8;00 P.M. (request was
5;00 P.M.). 3. Nothing is stored within the right-of-way of any road. 4. The sign must
not exceed 4’ x 8’ in size. 5. A maximum of 2 yard lights may be allowed onsite. 6. A

Meeting of the Otter Tail County Planning Commission was held on September 10, 2003
at 6:30 P.M. in the Commissioner's Room, Courthouse, Fergus Falls, Minnesota.
Roll Call:
Members Present: Linda Bergerud, Rod Boyer, Les Estes, Joe Maske, Bert Olson,
Robert Schwartz, Richard Sha, David Trites and Leona Zimmerman.
Member Absent: Frank Lachowitzer.
Nicole Hansen represented the County Attorney's Office and Bill Kalar represented the
Land & Resource Management Office.
Minutes of August 20, 2003 - Approved As Presented: A motion by Sha, second by
Maske to approve as presented. Voting: All Members in favor.
Allen Chase - Approved With Conditions:
A Conditional Use Permit Application stating: Equipment Sales, Trailer Sales & Parts
(Monday - Saturday 9:00 A.M. - 5:00 P.M.). Only a portion of the property is within 1000
ft. The property is described as Pt SW1/4 SW1/4 & Pt GL 5 com SW cor of Sec 4 N
1185.63’ ...(5.01 AC), Section 4 of Girard Township; Ethel Lake (56-193), RD.
Allen Chase represented the Application.
Connie Cook indicated that she is wakened in the middle of the night with the trailers
being unloaded and expressed concerns regarding their view (many trailers - not being
screened in any way).
Motion: A motion by Sha, second by Schwartz to approve provided: 1. The Applicant
adheres to his request. 2. The hours may be expanded to 8:00 P.M. (request was 5:00
P.M.). 3. Nothing is stored within the right-of-way of any road. 4. The sign does not

Permit for sites number 5, 8, 9 & 10. Requesting permission to allow the replacement of
10 mobile homes. The property is described as Pt of GL 1 (3.50 AC), Section 20 and Pt
of GL 3 & 4 (13.40 AC), Section 21 of Rush Lake Township; Head Lake (56-213), NE.
July 9, 2003 - Motion: A motion by Trites, second by Schwartz to table (at the Applicant’s
request) to the September 10, 2003 meeting, to allow the Applicant time to: 1. Prepare a
detailed site map showing all of the units, including specific placemen^ the proposed structures. 2. Develop an extended plan to bring existing mobil^^'Ji^^dllierito

CONDITIONAL USE PERMIT FOR EQUIPMENT SALES, TRAILER SALES AND
PARTS.
WE WISH TO ADDRESS SOME CONCERNS WE RAVE AS TO THIS REQUEST
FOR A CONDITIONAL USE PERMIT . WE OWN TFE PROPERTY TO THE SOUTH
AND BORDERING THE TRAILER SALES PROPERTY.
THE APPLICATION STATES THAT THE EQUIPMENT SALES, TRAILER SALES
AND PARTS BUSINESS WOULD BE OPERATIONAL MONDAY THROUGH SAT.
FROM 9:00 TO 5:00. SINCE THIS BUSINESS HAS BEEN IN OPERATION THERE
HAVE NEVER BEEN ANY REGARDS AS TO OPERATION TIMES. TRAILERS
HAVE BEEN DELIVERED AND HAULED AWAY AT ALL HOURS OF THE DAY
AND NIGHT. TRAILERS AND EQUIPMENT IS MOVED AROUND ON THIS
PROPERTY AT ALL TIMES OF THE DAY AND NIGHT. SINCE THE LETTER OF
NOTICE OF PUBLIC HEARING ARRIVED AT OUR HOME ON THURSDAY,
AUGUST WF, HAVE, TAKEN NOTE THAT ON THAT VERY DAY AUGUST
28™ AT 8:20 IN THE EVENING THERE WAS STILL ACTIVITY WITH THE
TRAILERS. ON SAT. THE 30™ AT 6:20 IN THE EVENING, ON SEPT 2, AT 6:15
P.M. , SEPT 3 TRAILERS W.RE BEING HAITI ED OUT AT 7 00 A M , AND
TODAY AUGUST 4'^” THEP^ WERE TRAILERS BEING HAULED AT 7:30 A.M.
AND THIS EVENING WORK WAS GOING ON THERE AT 7:45. I THINK YOU
GET THE IDEA AS TO HOW THIS GOES. ONE ENTIRE LOAD OF TRAILERS
BEING DELIVERED ABOUT A MONTH AGO TURNED IN ON WHAT WAS
EVIDENTLY THOUGHT TO BE THE APPROACH TO THE TRAILER SALES,
WHEN INDEED IT WAS OUR NORTH DRIVE WAY, THE DRIVE WAY WAS
MISSED AND THEN WHOLE SEMI WENT IN THE DITCH ON OUR PROPERTY,
BREAKING UP A SECTION OF THE PAVEMENT ON HIGHWAY 5, AND LARGE
TRUCK RUTS WERE LEFT IN OUR YARD, —STILL THERE!!
WE ARE WONDERING IF MR. CHASE HAS ABIDED BY ALL THE OTHER
PARTS OF HIS APPLICATIONS PREVIOUSLY??? WE QUESTION THAT HE WILL
NOW ABIDE BY ANY CONDITIONS OF THIS PERMIT AND HOW WILL THIS BE
MONITORED SHOULD HE NOT?? WHAT RECOURSE WILL THERE BE?? THIS
IS A RESIDENTIAL , LAKE FRONT AND FARM SETTING AND MR. CHASE IS
OPERATING A COMMERCIAL BUSINESS OPERATION IN THE MIDDLE OF A
RESIDENTIAL AREA. IS ANY PART OF THE PROPERTY SOUTH OF ETHEL
LAKE ROAD ZONED FOR COMMERCIAL???
THE OTHER AREA OF CONCERN IS THAT MR. CHASE HAS PLACED
MACHINERY, BUILDINGS, BOATS, TRAILERS, AND OTHER INCIDENTAL
PIECES OF EQUIPMENT ALONG WITH A LARGE SIGN JUST OVER THE LINE
FENCE BETWEEN US. WHEN WE LOOK OUT OUR HOUSE WE SEE ALL THIS
LINE UP OF UNSIGHTLY “STUFF”! I HAVE ENCLOSED PICTURES OF THIS
SCANNED
VEW. I KNOW OF NO ONE WHO WOULD WANT THEIR HOME TO HAVE THIS
VIEW. WE ARE REQUESTING THAT A 50 FOOT BUFFER ZONE BE ADHEARED
TO BETWEEN THE TRAILER SALES PROPERTY AND OUR LINE FENCE AND
THAT AN ACCEPTABLE 15 FT. HIGH PRIVACY FENCE BE ERRECTED BY MR.,
CHASE AND AT HIS EXPENSE .
THERE ARE TRAFFIC SAFETY ISSUES HERE ALSO, WITH THE CURVE NORTH
OF US AND JUST TO THE NORTH OF ETHEL BEACH AND THEN THE
RESTAURANT AND THE NEW LAKE ETHEL ROAD AND THEN THE
ENTRANCE TO THE TRAILER SALES ALL SO CLOSE TOGETHER. THIS ROAD
CARRIES A LOT OF TRAFFIC FROM MAY TO SEPT. AND THERE ARE SOME
SAFETY ISSUES.
