Planning Commission Recommendations
Conditional Use Permit - Bernard A. & //a K. Larson:
Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to install a new driveway with a condition as recommended by the Planning
Commission. The property is described as Lot 2 BIk 1 Tri-Lakes Addition, Section 9 of
Lida Township: Lake Lida (56-747).
Conditional Use Permit - Todd Broyles C/0 A! Broyles:
Motion by Mosher, second by Nelson, and unanimously carried to approve a Conditional Use
Permit for a riprap and reshaping project as presented. The property is described as
Canterbury Sands Lot 11 BIk 1, Section 28 of Everts Township; Silver Lake (56-302).
Conditional Use Permit - James W. & Marion Miller:
Motion by Mosher, second by Lee, and carried, with Froemming opposed, to approve a
Conditional Use Permit to approve fill for construction of a new home with conditions as
recommended by the Planning Commission. The property is described as Lot 2 Walkers
North Shore Addition, Section 5 of Otter Tail Township; Otter Tail Lake (56-242).
Conditional Use Permit - Tollefson Trust:
Motion by Lee, second by Mosher, and unanimously carried approve a Conditional Use

and care, with a condition as recommended by the Planning Commission. The property is

(56-192).
Conditional Use Permit - Larry Hilton:
Motion by Froemming, second by Mosher, and unanimously carried to deny a Conditional
Use Permit to fill low areas and remove fallen trees and stumps for the reasons stated by the
Planning Commission in their June 15, 2005 minutes. The property is described as Parcels
19 & 20 in GL 4 (5 AC), Section 36 of Girard Township; East Battle Lake (56-138).
Conditional Use Permit - Darrell & Margaret Nuloh:
Motion by Mosher, second by Nelson, and unanimously carried to deny a Conditional Use
Permit to create a sand area along the shore for the reasons stated by the Planning
Commission in their June 15, 2005 minutes. The property is described as Lot 23 Crystal
Beach, Section 24 of Clitherall Township: Clitherall Lake (56-238).
Conditional Use Permit - Warren & Marlene Keefe:
Motion by Nelson, second by Froemming, and unanimously carried to approve a Conditional
Use Permit to construct a driveway and level a site for building with conditions as
recommended by the Planning Commission. The property is described as W 440’ of GL 6

Application.
Motion: Motion by Schwartz, second by Maske to approve as presented. Voting: All
Members in favor.
James W. & Marion Miller - Approved With Conditions:
A Conditional Use Permit Application (as stated by the Applicant): Like to request a Fill Permit -
Conditional Use Permit: 2,027 cu yds plus compaction required (plans on file with Land &
Resource Mgt. Office). Work to be done for construction of new home. Property is
described as Lot 2 Walkers North Shore Addition, Section 5 of Otter Tail Township: Otter
Tail Lake (56-242), GD.
James & Marion Miller represented the Application.
Ron Cizek & Ken Fluck (adjacent property owners East & West) expressed concerns
regarding drainage & runoff onto their properties. Jeanette Olson expressed concern over
potential damage to the Township Road (Riviera Drive) due to heavy truck traffic.
Motion: Motion by Wilson, second by Schwartz to approve as presented with the following
conditions; 1. Surface water run-off is contained on the Applicant’s property. 2. The
Applicant must insure that Township Road (Riviera Drive) is in the same condition at the
end of the project as when the project begins. It was noted that the lot is large enough to
accommodate the project. Voting: Al! members in favor except Trites & Zimmerman.
Tollefson Trust - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): Area 1 - Request to build 80
lineal feet of 2’ high retaining wall 5’ in front of foundation 65’ from the lake and backfill
same using approx. 25 yds of fill. Area 2 - Request to place from 0" to 16” of fill in front of
retaining wall and home 40’ from the lake, using approx. 50 yds of fill. Area 3 - Request to
place from 0” to 12" of fill in area 60’ x 100’ between home and existing garage using
approx. 134 yds. Area 4 - Request to cut and fill 4” to 6” around existing garage in an
area of 10’ x 84’ moving approx. 7 yds. Total cubic yards from 215 to 230 yds. Fill material
will be sand gravel mix with 6” topsoil and seeded. Property is described as Lots 11 & 12
BIk 2 & vac rd adj and Lots 4 & 5 BIk 2 & vac rd adj, Pelican Beach, Section 2 of Scambler
Township: Pelican Lake (56-786), GD.
Dennis & Patricia Tollefson & Jim Anderson (Contractor) represented the Application. Jim
Anderson distributed copies of a proposed plan to control surface water run-off onto the
westerly neighbor’s property. The plan was approved by the neighbor, Gary Lawrence, and
copies of his letter of support were distributed and the letter was read by Chairman Olson.
Motion: Motion by Arno, second by Wilson to approve as presented. Voting: All Members
in favor.
Break: At 7:50 P.M., the Commission took a 10 minute break.
Jeffrey Klimp - Approved With A Condition:
A Conditional Use Permit Application (as stated by the Applicant): To utilize this property as a
