McDevitt 7008 17*’’ Avenue South Richfield, MN 55423 612-861-7930 msLand ''fS 2 7 2006January 13, 2006 Department of Land & Resource Management County of Otter Tail Government Services Center 540 West Fir Fergus Falls, MN 56537 To Whom It May Concern: Enclosed please find my Application For Site Permit to replace the existing dwelling on my property on Dead Lake (parcel # 14-000-99-0403-000, 35302 Northern Lights Drive, Richville, MN 56576, Lot 3 Deshane Beach, Deadlake Township). I am seeking approval for a variance of the structure setback. The building line (string line) between my neighbor’s structure to the west and my neighbor’s structure to the east implies a setback requirement of 118 feet at the west end of my proposed structure and 114 feet at the east end of my proposed structure. I am requesting a variance of 18 feet on the west end and 14 feet on the east end of my proposed structure. I would like approval for this variance because: • It will result in the new structme being built with minimal impact on the existing topography (i.e. minimal impact to the existing hill on which my current structure is built). • It will reduce the amoimt of fill required to be brought to the property and in turn reduce the environmental impact of the project. • It will maximize the distance between the proposed structure and the septic tank. • It will allow the proposed structure (with a walk out basement to the rear of the structure - i.e. away fi:om the lake) to be built and result in the first level of the structure (the level above the walk out) having a view of the lake versus looking directly into the backside of the existing hilL .■ ® As an alternative to this proposed variance, r would also be willing to build the new structure consistent with the building line (string line) if approval was granted to move a portion of the top of the existing hill. This would result in a first floor view of the lake and less fill required to be brought to the property. I have discussed this variance and structure plans with my two nearest neighbors to the west and they are in support of both. The property located to iny immediate east is currently up for sale. I have discussed this variance with Kyle Westergard, Inspector for the Department of Land and Resource Management and he understands the relevance of my request.
