John Dinsmore, presented the most recent Human Service Cost Report (CY2003)
comparison with other counties and noted that only 7% of the county's total health and
human services public spending (federal, state and county funding) is spent on cash
assistance for low income individuals. Sixty percent (60%) of all health and human services
costs are spent on health care expenses, primarily nursing home care funded by Medicaid.
Recess & Closed to the Public
At 10:33 a.m., Chairman Block declared the meeting of the Otter Tail County Human
Services Board recessed for a short break. At 10:40 a.m., Chairman Block declared the
meeting of the Otter Tail County Human Services Board closed to the public for the purpose
of evaluating the performance of County Coordinator, Larry Krohn, pursuant to M.S. Chapter
13D.05 Subd. 3. All five seated commissioners were present for the evaluation. A summary
of performance conclusions will be provided at the next regular County Board meeting.
Adjournment
At 10:55 a.m.. Chairman Block declared the meeting of the Otter Tail County Human
Services Board adjourned until 9:30 a.m. on Tuesday, June 14, 2005.

Approval of Agenda
Motion by Lee, second by Nelson and unanimously carried to approve the County Board
agenda of May 24, 2005, with one addition as follows:

Approval of Minutes
Motion by Froemming, second by Mosher, and unanimously carried to approve the County
Board minutes of May 17, 2005, as mailed.
Approval to Pay Bills
Motion by Mosher, second by Lee, and unanimously carried to approve payment of the
County Board bills per Attachment A of the official minutes.

P.M. in the Commissioner's Room, Government Services Center, Fergus Falls, Minnesota.
Roll Call:
Members Present: Rod Boyer, Les Estes, Joe Maske, Bert Olson, Robert Schwartz, David
Trites, Rick Wilson and Leona Zimmerman.
Members Absent: None.
David Hauser (6:45) represented the County Attorney's Office and Tim Griep represented
the Land & Resource Management Office.
Minutes of May 11. 2005: A motion by Wilson, second by Maske to approve with the
correction that the next scheduled Meeting date is May 18, 2005. Voting: All Members in
favor.
Correction - Minutes of April 20, 2005: A motion by Maske, second by Boyer to correct
the April 20, 2005 Minutes to include "second by Lachowitzer” on the Mark-& Barb Lenius /
Edna Township, Little McDonald Lake (56-328) request. (The original Minutes had not
included the second.) Voting: All Members in favor.
Kenneth & Sandra Weis - Approved As Presented:
A Conditional Use Permit Application (as stated by the Applicant): To develop a 66 ft. driveway
for ingress/egress. A hill to be taken down 5-7 ft. with approx. 500 yds of dirt moved, 2-3
inches Class 5 for top of road, built to county specifications. Ditches to be black dirted and
grass seeded. Driveway end to be approx. 400 ft. from high shore land. The property is

Motion - April 13, 2005: A motion by Boyer, second by Wilson to table (per request of the
Applicant’s representative), to May 18, 2005 (provided there are 2 meetings in May, the
spot elevation information (1 original & 10 copies) must be received by Land & Resource
Management no later than April 29, 2005. Note, if there are not 2 meetings in May, the
Application will be considered June 8, 2005.
