A determination that a practical difficulty exists is based upon consideration of the following criteria: The applicant identified the following practical difficulty: The wetland portion of the property was determined by Julie Aadland that his is part of the lake. I received permits to do construction on my property. Kyle revoked the permits until the issue was addressed. Otter Tail County Board of Adjustment - Variance Question Findings 1.
