Mr. Welle:
Sandman Structural Engineers (SSE) was retained by Wayne Welle of Wayne Welle Construction to provide
structural engineering services for proposed new house at 17909 Swan Lake Rd E in Fergus Falls, MN. Our
services would be for the structural design and detailing of a concrete retaining wall system and
corresponding basements walls below the garage.
The cast-in-place concrete retaining walls will be located on the north and south sides of the proposed
elevated driveway which will connect Swan Lake Rd E and the new garage. These walls are anticipated to be
12" thick supported by a strip footing system constructed at frost depth. These above grade walls will
maintain the lO'-O" setback requirement from the property line.
The garage floor framing will consist of a 2nd level floor system that aligns with the garage driveway elevation.
The floor of the garage will be 8" precast plank with a cast-in-place concrete topping. SSE design services will
carry over for the wall and footing design of the north, south, and east concrete walls of the garage.
All other wood framing will be completed by the builder to comply with the local Residential Building Codes.
This letter is to state our structural design scope. Once approved, SSE will provide full engineering and
detailed drawings to complete the scope stated above. These drawings will be stamped and signed by a
Professional Engineer in the State of Minnesota.

WHEREAS: The City is applying for a “Transportation Alternatives” project identified as Glacial Edge Trail,
and
WHEREAS: The project identified in the Transportation Alternatives application will help fund phase IB of
the Glacial Edge Trail Master Plan in southeastern Fergus Falls, providing an important non-motorized
connection between the Glacial Edge Trail and downtown Fergus Falls.
NOW THEREFORE BE IT RESOLVED THAT: Otter Tail County, by this resolution, supports the
Transportation Alternatives application by the City of Fergus Falls for the Glacial Edge Trail.
The motion for the adoption of the foregoing resolution was introduced by Commissioner Rogness, duly
seconded by Commissioner Froemming and, after discussion thereof and upon vote being taken thereon,
the following voted in favor:

Public Infoi ion Officer
Communications Director Nick Leonard infomjed the Board that Sharii^ Terry has been promoted to the
new County Public Information Officer (PIO) position., He indicated that this will be a transition from
Ms. Terry’s current position while solid waste projects in process need to be finalized. Mr. Leonard briefed
the Board on work being completed by H2M to convey the County’s broader communications plan on how
to improve communications with the public. ,
^ TaX‘Forfeited ProDerties
Wayne Stein, Auditor-Treasurer, and Housing & Redevelopment Authority (HRA) Officials, provided
preliminary plans on how the HRA could rehab several tax forfeited properties in addition to purchase several
properties on Lenore Way in Fergus Fails to provide affordable housing. A recent public sale was not
successful in selling the four County properties, one in Ottertail City and three in New York Mills.
Commissioners agreed with the concept of the HRA plans for these properties. Jeff Gaffaney, HRA Director,
indicated that they would likely build or rehab one property and sell the property before moving towards the
next project. Commissioners suggested that all contractors should be given an opportunity on these public
projects and requested that the HRA broaden their advertising for these jobs. The Auditor-Treasurer will
return to the Board with formal resolutions to finalize the details for the sale of these properties.

"Nesi Park" / Bob & Tetri Reutter - Approved With Conditions:
A Prelimina^ Plat titled “Nesi Park”, consisting of 5 Single Family Residential Lots (4 Riparian
and 1 Non-riparian), 2 Blocks and a Conditional Use Permit Application (as stated by the Applicant
on the Applicationj: In the proposed plat of Nesi Park, we are proposing to construct
approximately 2,450 feet of road per Otter Tail County minimum road standards per Appendix
III of the Otter Tail County Subdivision Ordinance. The total projected volumes associated
with the proposed roads and cul-de-sacs are 2,500 cubic yards of cut and 2,600 cubic yards
of fill. The proposal is located in N1/2 of the SE1/4 of the NW1/4 and GLs 2, 3 & 4, Section

heights of the garage, driveway and any other topographical alterations. 3. A Licensed
Engineer's response addressing the viability of the proposed retaining walls. 4. A drainage
plan that documents the proposed drainage towards the lake and neighboring properties. 5.
A letter from a Licensed Sewage System Pumper that the proposed holding tank can be
properly maintained in its proposed location. 6. A plan that will address potential safety

Yards. The fill calculations are up to the Road which includes fill being placed in the Road; Right of
Way. The Driveway will be constructed with Permeable Pavers following the Otter Tail County
Permeable Paver Policy. The fill in the RROW vyill have proper sloping as required by the Township.
4. Proposing to Construct 2 Retaining Walls/alohg the. Proposed Driveway up to the RROW.The
Retaining Walls will not be located in the RROW per Township request. A. Approx. 20’ Length by 9’

and manufactured homes. Specifically, allow Recreational Camping Units (RCUs), with or
