Regarding the dugout/donut proposal to be constructed near his barn, we have the following comments: we generally discourage this sort of de-^elopment in smaller It consolidates water and destroys the natural littoral As a rule wetlands. wetland zones. 1. The shallow feather edges of wetlands (littoral zones) are necessary for breeding and brood rearing activities of wild waterfowl. 2. Mr. Tuel's design appears to destroy most of the existing wetlands natural values. 3. This design also appears to be a facility designed to rear game farm waterfowl. The gravel edges, islands and water depths are typical of such facilities. 4. We are not cost sharing or participating in the design of Mr. Tuel's dugout/donut proposal. Sincerely, Kevin J.
