Dump Trucks - Final Payment
Motion by Windels, seconded Lee and unanimously carried to approve the final payment to
Alexandria Diesel, Inc. in the amount of $105,700 for two heavy duty tandem axle
snowplowing dump trucks as awarded by June 26, 1991, bid.
Evensop Dodge Report
Solid Waste Director Mike Hanan discussed with the Board plans to have a subcommittee
from the Solid Waste Advisory Committee made up of Bert Olson, Lyle Rosenow, George
Palmer, Howard Goese and Jim Osterfeld review the Evenson Dodge report.
Director will distribute the Evenson Dodge report to the Board members as it becomes
available and will begin work with the committee as well.

Recycling Redemption Center - Checking Account
Motion by Lee, seconded Portmann and unanimously carried to authorize the Treasurer to
open a petty cash account for the Recycling Redemption Center.
Conditional Use Permit
Motion by Windels, seconded Lee and unanimously carried to approve the conditional use
permit of Dennis D. Tuel, Un-named Lake, as recommended by the Planning Commission but
with the added conditions that there be no sand or gravel in the dugout and in so doing
the natural shoreline vegetation would represent a wildlife cover,
condition, there is to be no commercial use of this land.

Personnel Administration System
Chairman Lindquist requested each Board member make their recommendations at the
December 4, 1991, meeting for final consideration on a three member Board of Appeals as
outlined by statute with regard to the adoption of the Personnel Administration System.
AMC Annual Meeting Reports
Commissioners Stone, Portmann and Windels reported to the Board their overview of the
Association of Minnesota Counties annual meeting of which they attended.

for the purpose of discussing labor negotiation strategies for the county's collective

The U.S. Fish and;Wildlife Service.hacLbeen contacted by Mr. Dennis Tuel for
technical assistance on his lands on the south end of Swan Lake.
Mr. Tuel hadMr. Jim Piehl visited with Mr. Tuel and. viewed his lands
proposed several developments on his property.
Regarding the dugout/donut proposal to be constructed near his barn, we have

RE; Project Description
To Whom It May Concern:
My project consists of digging a round wildlife dugout in a type
III wetland area, with a 50 ft. wide island. The shape may be
somewhat oblong to fit the contour of the wetland area. Depth will
be 4 ft., bottom width 10 ft. The side slope oh island will be 3:1.
Side slope on outside will be 5:1. Total cross section width will
be 155' 6". Soil will be placed around the edge of the constructed
dugout outside the wetland area and leveled to a height of 2 ft. or
less except on the island.
The island will be 3 ft. above the high water mark. Gravel will be
placed on the bottom and outside slope. A berm; of 15 ft. around the
outside edge of the dugout will be seeded to a grass cover. The
area is presently a wetland according to USDA wetland
determination. Construction of the dugout will change the USDA
wetland designation to a converted wetland.
