The Physical Plant Manager reported the total estimated cost for the project at $91,240.00 which includes 5% contingency and estimated soft costs for the project. Recess & Reconyene At 10:36 a.m.. Chair Huebsch declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. The meeting was reconvened at 10:43 a.m. Jit Septic System Inspection - Property Title Transfer Property Owner David Deile presented documents showing date of purchase of Parcel #06000240169001 along with Otter Tail County Sanitation Ordinance and a compliant onsite sewage system inspection report that was used at the time of purchase of the property. Current septic system inspections on this property designate the septic system as a failed system. Mr. Deile took issue with the type of inspection that was identified as compliant at the time he purchased the property. Discussion continued regarding the situation. Motion by Rogness, second by Lindquist and carried with Johnson abstaining, to refer the issue to the County Attorney and the Land & Resource Department. We too are concerned about invasive species. Most residents who live on the lake get their boats in and out once a year. Some property owners have their own private access like ours. Wymer Lake has no public access currently and I don't believe any is planned. Only boats stored on lifts currently launch on this lake. No work below the Ordinary High Water Level is anticipated. Fill from any excavation would be spread in the indicated low area, or removed. We did remove a clump of three tree from storm damage and had the stumps ground, therefore the mulch. The bricks, stones and pieces of concrete would be removed from that area. We have a new neighbor/owner and we will have to remove more trees in that low lying area to accommodate staying within our 10' property line requirement, if that's what he requests. My understanding from him is that he intends to put a road in to give him access to the lake. It would have to be in that area because of the wetland that is on his property. We do not have a property line dispute. The property was surveyed by both owners and he wanted the stakes left up so he would easily see where he could put his road. The lathe stakes are the property line and as you could see we have been mowing a small portion of his property unknowingly for 14 years. We do not dispute that it is his. The white stakes are the 10' stakes indicating how far back from the line we need to be. When I was at the office in Fergus Falls, I had asked about permeable pavers and also aluminum mesh, but grass works as well. We have a neighbor who has some gravel right down to the lake, so perhaps there is a washed gravel or crushed concrete we could use If grass is inappropriate. We had someone measure everything now, as I hadn't calculated the area covered by the fire pit or concrete steps. It appears that we will have to remove the pavers in order to be in compliance with the Ordinance. They did not work well where they are located anyway. If the pavers In area marked B are removed we will be at 257 sq. ft. of Impervious surface. Please keep in mind that the Otter Tail County Shoreland Management Oridiance only allows you to cover 260 sqft of impervious coverage in the Shore Impact Zone. (SIZ = 50 feet back from Wymer Lake) Make sure you add up your proposed project, circular concrete fire pit, steps and paver walkways to your 2 docks. Also, permiable pavers is not the type of material to use for an access due to elevations. You indicted on your application that you wanted to fill a low area on your property.
