the required ordinary high water level setback of 100’ for the construction of a 16’ by 18’ addition and for the construction
of a 24’ by 28’ addition to an existing dwelling 50’ from the ordinary high water level. It was noted that the proposed
additions would be no closer to the ordinary high water level than the existing structure.

granting of the variance request and no adequate hardship was shown.
Duane J. Trout - Approved
Duane J. Trout, Fargo, ND, requested a variance of 5’ from the required building setback of 10’
and a variance of 7’ from the required north property lot line setback of 10’ for the placement of
a holding tank 5’ from an existing garage and 3’ from the lot line. The property is described as
part of Lot 8, Block 2, Crystal Lida Beach, Lake Lida in Lida Township. The audience was
polled with no one speaking for or against the request. After consideration, motion was made
by Randall Mann, seconded by Robert Schwartz and unanimously carried, to approve a
variance of approximately 5’ from the required building setback of 10’ and a variance of 7’ from
the required north property lot line setback of 10’ for the placement of a holding tank 5’ from an
existing garage and 3’ from the lot line. Hardship is a substandard lot of record. It should be
noted that the applicant’s proposed holding tank location has been recommended and approved
by Jeff Grugel of the Minnesota Department of Public Health.
Donald E. Halverson - Denied/Tabled
Donald E. Halverson, Battle Lake, MN, requested a variance of 9’ from the 18’ maximum height
of a non-dwelling structure for the construction of a 30’ by 40’ barn having a maximum height of
27’ and a variance of 32’ from the 18’ maximum height of a non-dwelling structure for the
placement of windmill having a height of no more than 50’. It should be noted that the windmill
would be placed near the barn site, which is approximately 550’ from the ordinary high water
level. The property is described as part of Government Lot 5 and the Northeast Quarter of the
Southeast Quarter, Section 21 of Everts Township by Silver Lake. The audience was not polled
at the public hearing, as the applicant was not in attendance. After consideration, motion was
made by John Everts, seconded by Craig Anderson and unanimously carried to deny the
variance as requested unless a letter is received from the applicant requesting the tabling of his
variance request until the next scheduled meeting.
James T. Blaine - Approved
James T. Blaine, Frazee, MN, requested a variance of 50’ from the required ordinary high water
level setback of 100’ for the construction of a 16’ by 18’ addition and for the construction of a 24’
by 28’ addition to an existing dwelling 50’ from the ordinary high water level. The property is
described as Lots 5 and 6, Birchdale Resort, Wimer Lake in Hobart Township. The audience
was polled with no one speaking for or against the request. After consideration, motion was
made by John Everts, seconded by Cecil Femling and unanimously carried, to approve a
variance of 50’ from the required ordinary high water level setback of 100’ for the construction of
a 16’ by 18’ addition and for the construction of a 24’ by 28’ addition to an existing dwelling 50’
from the ordinary high water level. It was noted that the proposed additions would be no closer
to the ordinary high water level than the existing structure.
H. Roald and Janet O. Lund - Denied
H. Roald and Janet O. Lund, Pelican Rapids, MN, requested a variance to subdivide a 6,000
square foot parcel from Lot 1, Block 2 of Haugen’s Point, without a registered surveyor’s
drawing, and a variance of 8’ from the required side lot line setback of 10’ for the location of an
existing 72’ by 30’ structure 2’ from the side lot line which will be created by the proposed
subdivision. It should be noted that Lot 1, Block 2 contains approximately 150,000 square feet
of area, that there are presently two garages located on this parcel, that the 6,000 square foot

The Otter Tail County Board of Adjustment met Thursday, April 10, 1997, with the following persons in
attendance:

Call to Order - The meeting was called to order at 6:00 p.m. by Chairman George Walter.
Chairperson -1997
The first order of business for the 1997 year was the selection of a Chairman. Motion was made by Craig
Anderson, seconded by Roberts Schwartz and carried to nominate George Walter. Hearing no other
nominations, a motion was made by Cecil Femling, seconded by John Everts and carried with George
Walter voting no, to direct the Secretary to cast a unanimous ballot selecting George Walter as Chairman
for the 1997 year.
Vice Chairperson -1997
Chairman Walter then called for nominations for Vice Chairperson. John Everts nominated Craig
Anderson. Hearing no other nominations, a motion was made by Cecil Femling and unanimously carried,
to direct the Secretary to cast a unanimous ballot selecting Craig Anderson as Vice Chairman for 1997.
Minutes Approved -
Hearing no corrections or additions the minutes of the December 5, 1996, meeting was approved as
mailed.
The following variance requests were heard:
Hugo C. Hillman - Denied
Hugo C. Hillman, Canby, MN, requested (Applicant’s First Choice) a variance of 5’ from the
required side lot line setback of 10’ for the construction of a 12’ by 16’ three season porch to the
south side of an existing dwelling 5’ from the side lot line or (Applicant’s Second Choice) a
variance of 3’ from the required side lot line setback of 10’ for the construction of a 10’ by 16’
three season porch to the south side of an existing dwelling 7’ from the side lot line. The
property is described as Lot 14, Oakwood Beach, Silver Lake in Everts Township. The
audience was polled with no one speaking for or against the request. A letter from Betty
Scheuffle opposing the applicant’s request and a letter from Ronald and Francie Morton in favor
of the applicant’s request was read for the record. After consideration, motion was made by
Randall Mann, seconded by Craig Anderson and unanimously carried, to deny the variance as
requested as other reasonable alternatives exist, the granting of the variance would establish a
precedence in this area, the applicant can have a reasonable use of his property without the
