Dear Sir,
Topographical alterations described on Conditional Use Permit 6729 have been started but
were not able to be finished prior to the fall freeze-up. The reason for not completing in 2014
was simply normal construction delays and weather challenges. “We ran out of time.”
Via this letter we are requesting an extension until 1 September 2015. This extension will
allow for extended wet periods if they occur.

1. Construct an 800 linear foot driveway with Cut volumes of 700 C.Y. and Fill volumes of 550
C.Y. from MN Hwy 228 to building site. Driveway passes within 102 ft. of a delineated wetland.
2. Grading and the construction of a Single Family Residence and Shed with Cut volumes of 1625
C.Y. and Fill volumes of 2800 C.Y. Both structures are outside of Bluff Impact Zone and meet the
required lake set-back. Fill, if needed, will be transported from owner's farm land in Section 36 Hobart
Township.
3. Restoration and stabilization of washout in Bluff Impact Zone using DuPont GroundGrid
material and aggregate over the re-grading of eroded channel. Cut volumes of 200 C.Y. and Fill volumes
of 175 C.Y.

On April 9, 2014 the Planning Commission passed a motion to recommend approval of your
request. Their motion is as follows:
A motion by Boyer, second by Gill to approve as presented, provided: 1. The Applicant provides
Land & Resource with a letter from the Natural Gas Company confirming their approval of the
project. 2. Land & Resource receives and approves, from the Applicant, a plan that addresses
the termination of the channel change.
On April 22, 2014, the County Board of Commissioners passed a motion to approve the request as
recommended by the Planning Commission.
As you can see, there are conditions placed on this approval. Once these conditions are met, our
Office will process your Conditional Use Permit.

At the 9 April 2014 Planning Commission meeting our Conditional Use Application was
approved with the following conditionsi
The Applicant provides Land & Resource with a letter from the Natural Gas
Company confirming their approval of the project.
Land & Resource receives and approves, from the Applicant, a plan that addresses
the termination of the channel change.

Enclosed is a copy of the letter we received from Great Plains Natural Gas Co. The l^ter outlines>
, various expectations for our project. T3ie expectations are reasonable. We intend to follow these
expectations and have the support of our contractors Ackling Construction and Sonnenberg
Excavating.
On the second item, we plan to install a rock field at the terminaticm of the channel. The rock
field of 3”-6” rocks will be wider than the channel termination and approximately 10 linear feet.
The resulting field will be approximately 75 Sq. Ft.
We trust that this information satisfies the conditions prescribed by the Planning Commission.

Thank you for contacting Great Plains Natural Gas Co. with your plans to build a new home in Hobart
Township on Long Lake.
As you are aware Great Plains Natural Gas Co. has an easement running through the property you
purchased. The easement is 50 feet wide, with a 8" high pressure natural gas transmission line buried at
a depth of approximately 3 feet. For your safety, your contractor's safety, and the safety of our
employees, listed below are GPNG’s expectations for this project
Gopher State One Call will be notified before any excavation is to take place
GPNG must be made aware of any work conducted within the ROW boundaries
GPNG personnel must be on-site for any work conducted within the ROW boundaries
No construction activities are to take place in or on the ROW boundaries
GPNG does not permit the placement of temporary or permanent structures of any kind to be
on or within the ROW easement
Excavation materials and or spoil piles are not to be placed on ROW anytime during and or after
construction
Absolutely no cover may be taken off within the easement ROW
No trees or shrubbery are allowed to be planted within ROW boundaries
GPNG requires a 3 foot pad of class 5 material to be placed atop the existing ROW ground
surface for any temporary crossings

Falls and that it would be beneficial to have a horseshoe arrangement of their desk.

Dear Mr. Kalar:
The Minnesota Department of Transportation (MnDOT) has received the Otter Tail
County notice of the Don & Deborah Flatau request for a Conditional Use Permit on a
parcel of land adjacent to State Highway 228. After review MnDOT offers the following
comments:
1) The proposed Single Family Residence will require a change of use permit from
MnDOT. This permit will require reconstmction of the existing field entrance, or
new construction of an entrance east of this location, to current MnDOT
residential standards.
2) Our office has been in contact with Don Flatau and will be meeting with him to
discuss an access. We will verify that he has the proper Otter Tail County Permits
before finalizing our permit.
