DALLAS FLYNN, RICE LAKE, OTTER TAIL COUNTY Mr. Dallas Flynn has requested that I address a letter to you regarding his pro­ perty and cabin on Rice Lake. Mr. Flynn is presently in the process of donating a portion of his property on Rice Lake to the State of Minnesota. This donated property is to be used to provide a public water access to Rice Lake. This access site is located approx­ imately 1000 feet northerly of the previous building site on Mr. Flynn's property. He is also donating approximately 750 cubic yards of earthen fill to be used in the construction of this access facility. While inspecting this grade and fill project, the Otter Tail County Land and Re­ source office found that Mr. Flynn had not obtained a building permit for the construction of his cabin. In addition, his cabin did not meet the required shoreline setback distance from Rice Lake. However, the cabin is built at the same location as the previous buildings.
