Excavation of the peat within the area westerly of the channel southerly of the road right-of-way,
northerly of the Type 7 Wetland, and southeasterly of the Grothe tract for the purpose of stockpiling
peat to use as topsoil borrow for the Hobart Township Scalp Trail Road Improvement Project. The
existing topsoil within the project is very thin and non-existent in some areas. In order to have
adequate topsoil to meet the MPCA requirements for turf establishment, topsoil borrow will be
required and the method proposed is the most cost effective way to procure the topsoil. Earthwork
will involve approximately 5,000 Cu.Yds. over approximately an acre of area. No backfilling is
proposed. The project will proceed this winter to allow the peat to dry out before it can be used. «

Scalp Trail, for the purpose of constructing a back slope for the Hobart Township Scalp Trail Road

PROJECT NOTIFICATION, DNP PUBLIC WATERS PERMIT REQUIREMENTS, OTTER TAIL COUNTY
The Department of Natural Resources (DNR) is in receipt of your project notification form for excavation to create a township
road by using topsoil borrow in Section 7, T137N, R40W, Hobart Township, Otter Tail County. Based on my review of the
information you sent me, I have determined the following:
13 Your project does not require a DNR Public Waters Permit as there are no protected waters involved in the
area you are proposing to do the work. Please be advised that you must obtain all required authorizations
(local, state and federal) before beginning work.
□A DNR Public Waters Permit application is required. Complete the enclosed application form and mail it to
the DNR Regional Office in Bemidji at 2115 Birchmont Beach Road NE, Bemidji, MN 56601. Be sure to
enclose the correct application fee. No permit can be processed until all application fees have been paid.
Please be advised that any work in DNR protected waters or wetlands without a permit is a misdemeanor and is punishable by
fines up to $700 and/or 90 days in jail.
