Printers V deceived 1 5 2003 resource August 14, 2003 Erick Babalon Ottertail County: Three years ago I called your office to see if I needed a permit to rip rap my beach. I was told that no permit was needed but to contact the D & R as to how they wanted it done. I got there flyer and rip raped accordingly. Over 30 years of water splashing on the rail road ties and then washing creosol back into the lake, the ties finally rotted. 1 decided to eliminate this pollution problem by removing the rotted out rail road ties and replacing with landscaping block. I also moved my landscaping block 2 feet farther back from the lake then ware the rail road ties were. Because this work was farther away from the water I assumed as in the case of rip raping no permit was needed. In fact I thought I would get a hug from the county of Ottertail for getting rid of the ties. Instead I’m being fined. I’m asking Ottertail County to look at the positive intention rather then negative and accept the $200.00 permit fee. And forgo the $300.00 fine. Water runoff would remain flowing to lake as is now and adjoining properties would not be affected. The walls would be approx. 48” high from grade and taper down as it goes out away from dwelling.
