Tradition Ventures LLC - Approved With Conditions:
A Conditional Use Permit Application to request to build a driveway approx. 22’ wide %
mile long, start on the far NE side of tax parcel #54000250168001 which is 40 acres,
proceed west through that 40 acres to the building site #54000250172001. The owner
wishes to use approximately 2000 yds of dirt on the building site to prepare for the
building. Also, use that dirt to fill low areas for driveway! Both parcels are owned by the
same owner as are all adjoining tax parcels. The property is described as NE1/4 SE1/4
(the notice incorrectly stated SE1/4 of the NE1/4) - 40 AC & NW1/4 SE1/4 - 40 AC,
Section 25 of St. Olaf Township; Unnamed Lake (56-410) NE.
Rich Nodland and Richard Rosengrin represented the Application.
Motion: A motion by Boyer, second by Maske to approve with the following conditions:
1. The Applicant uses the existing approach. 2. A maximum cut of 2’ (a reduction in the
2000 cubic yards requested) in the building site area. 3. The culverts must be installed
to preserve the natural hydraulic characteristics of the drainage basin.
Voting: All members in favor.
Brian & Cindy Fox-Approved With A Condition:
A Conditional Use Permit Application to improve my driveway for snow and drainage
control. To do this, a portion of a hill needs to be cut back/sloped and that used for filling
low spots to build up the road. I am seeking permission to have a 14’ driveway with a T
ditch, 10’ bottom and sloping grade on either side for drainage. Delzer Construction will
do the work and Wayne Evavold assisted in design and sloping. Land Mgt. Has pre
screened site with me. Crushed asphalt will be used to stabilize the driveway and
immediate grass seeding on all sloping elevations. Delzer’s estimate shows 800 yds of
dirt to be moved and graded with asphalt covering. The property is described as Lot 7
BIk 1, Bridgeview, Section 27 of Friberg Township: West Red River Lake (56-711) NE.
Brian Fox and Wayne Evavold represented the Application.
Motion: A motion by Estes, second by Sha to approve as presented provided an erosion
control plan is approved by Land & Resource Management.
Voting: All members in favor.
Richard & Jennifer Smestad - Approved As Presented:-
A Conditional Use Permit Application to Home Driveway: Install crushed asphalt and pad
40’ X 40’ by driveway garage. Also fill by house to redirect water flow from hill. Barn
Driveway: Cut and fill and regrade badly damaged road. Install crushed asphalt
(currently gravel). The property is described as Pt NE1/4 NW1/4 & Pt SE1/4 NW1/4 & Pt
GL 1 & GL 2, Section 29, Dane Prairie Township: Swan Lake (56-781), RD.
Richard & Jennifer Smestad represented the Application.
Motion: A motion by Bergerud, second by Zimmerman to approve the request as
presented.

Permit to approve a revised plan to install a french drain system with conditions as recommended
by the Planning Commission. The property is described as Lot 6, Sunlight Hills; W 30’ of Lot 5,
Murphy’s 1** Addition to Sunlight Hills and Pt. Gov. Lot 4, Section 3 of Dunn Township: Pelican
Lake (56-786).
Recommendation for Culvert Review - Plat of "Sunlight Beach”:
Motion by Lee, second by Block, and unanimously carried to approve that the existing road
(servicing Sunlight Beach) being on the adjacent property, be reviewed by the County Engineer to
determine the appropriate level of the existing culvert as recommended by the Planning
Commission.

Motion by Mosher, second by Nelson, and unanimously carried to approve a Conditional Use
Permit to build a driveway with conditions as recommended by the Planning Commission. The
property is described as NE% SE% - 40 AC & NW% SE% - 40 AC, Section 25 of St. Olaf
Township: Unnamed Lake (56-410).
Conditional Use Permit - Brian & Cindy Fox:
Motion by Lee, second by Froemming, and unanimously carried to approve a Conditional Use
Permit to improve a driveway for snow and drainage control with conditions as recommended by
the Planning Commission. The property is described as Lot 7 BIk 1, Bridgeview, Section 27 of
Friberg Township; West Red River Lake (56-711).
Conditional Use Permit - Richard & Jennifer Smestad:
Motion by Mosher, second by Block, and carried with Lee opposed, to improve driveways as
presented. The property is described as Pt NE% NW% & Pt SEVi NW% & Pt Gov. Lot 1 & Gov.
Lot 2, Section 29, Dane Prairie Township: Swan Lake (56-781).
Conditional Use Permit - MN North Dist Lutheran Church / Lutheran Island Camp:
Motion by Froemming, second by Nelson, and unanimously carried to approve a Conditional Use
Permit to make 6 level spots to park campers as presented. The property is described as Lots 3 &
4, Section 25 and Lot 5, Section 26, Girard Township: East Battle Lake (56-138).
Preliminary Plat - “Juniper Shores"/Gerald & Deborah Moltzan:
Motion by Lee, second by Mosher, and unanimously carried to approve the Preliminary Plat of
“Juniper Shores” consisting of 3 single family residential lots with conditions as recommended by
the Planning Commission. The property is described as R. SEVi SWVi; Pts. of Gov. Lots 8 & 10,
Section 21 of Candor Township: Hook Lake (56-547).
Conditional Use Permit - Gerald & Deborah Moltzan:
Motion by Lee, second by Froemming, and unanimously carried to deny a Conditional Use Permit
to construct an 18’ wide driveway to service Tracts A-E as recommended by the Planning
Commission. The property is described as Pt. SEVi SWVi; Rs. of Gov. Lots 8 & 10, Section 21 of
Candor Township: Hook Lake (56-547).
