the amount of $30,788.31, payable to Bauerly Bros. Inc. of Sauk Rapids, MN, for aggregate base,
bituminous, level & wear courses, etc. for C.P. 98:31 B as recommended by the Highway Engineer.

recessed for a short break. The Chair reconvened the meeting at 11:17 a.m.
Planning Commission Recommendations
Conditional Use Permit - Blair Raph:
Motion by Lee, second by Mosher, and unanimously carried to approve a Conditional Use Permit to operate
a lawn care business out of his residence (Sec. 29, Twp. 134, R. 42, Friberg Township, Lake No. 56-711,
West Red River) with the following conditions:
1. The hours of operation be 8:00 a.m. to 5:00 p.m.
2. A maximum of 2-3/4 ton trucks and 1-16 ft., 6,000-lb. capacity trailer (business related) be stored
onsite.
Conditional Use Permit - Bette Bench et al:
Motion by Froemming, second by Nelson, and unanimously carried to approve a Conditional Use Permit to
build up existing road that is the only access to the property on Twin Lake (Sec. 19, Twp. 134, R. 40, Amor
Township, Lake No. 56-382) with conditions as recommended by the Planning Commission.
Conditional Use Permit - Lake Lizzie Shores:
Motion by Lee, second by Froemming, and unanimously carried to build a new house and garage on the
property of Christopher & Kimberly Guck on Lake Lizzie (Sec. 28, Twp. 137N, R. 42W, Dunn Township,
Lake No. 56-760) with conditions as recommended by the Planning Commission.

Meeting of the Otter Tail County Planning Commission was held on March 15, 2000 at
7:00 P.M. in the Commissioner's Room, Courthouse, Fergus Falls, Minnesota.
Roll Call:
Members Present: Linda Bergerud, Rod Boyer, Les Estes, Joe Maske, Bert Olson,
Richard Sha, David Trites and Leona Zimmerman.
Member Absent: Frank Lachowitzer and Robert Schwartz.
Kurt Mortenson represented the County Attorney's Office and Bill Kalar represented the
Land & Resource Management Office.
Minutes of February 9, 2000:
A motion by Sha, second by Estes to approve as mailed.
Voting: All members in favor.
Blair Raph - Approved With Conditions:
A Conditional Use Permit Application to operate business out of my home (lawn care).
Most equipment is stored in town at rented garage. No signs or lights are or will be on
the property. No customers are present. Most times all that are there is 1 truck & trailer,
all brush on premises is from the lot I bought next to me and cleared off. The property is
described as Lots 5 & 6, Block 1, River Hills, in Section 29 of Friberg Township: West
Red River Lake (56-711), NE.
Blair Raph represented the Application.
David Weiss objected to onsite noise and burning, indicating there are covenants filed
with the Plat stating that the property shall not be used for any commercial purpose.
Regina Weiss expressed support of her husband’s objections.
Motion: A motion by Sha, second by Estes to approve as presented, provided: 1. The
hours of operation be 8:00 A.M. to 5:00 P.M.. 2. A maximum of 2 trucks and 2 trailers
(business related) be stored onsite.
