Meeting of the Otter Tail County Planning Commission was held on September 6,
1989 at 7:00 P.M. in the Commissioners Room, Court House, Fergus Falls,
Minnesota 56537. •
Members Present: Mike Ackley, Leslie Estes, Cecil Femling, Noble Hatling,
Frank Lachowitzer, Reba Lee, Bert Olson, Victor Petterson,
Jr., Robert Schwartz, David Trites. Wally Senyk, County
Attorney's Office and Bill Kalar, Land & Resource Management
Office were also present.
Members Absent; None.
A motion by Trites, second by Ackley to approve the minutes of
August 2, 1989 as mailed.
Approved;
A motion by Lachowitzer, second by Lee to approve the Preliminary
Plat, Belle Acres, 2nd Addition, Rush Lake (56-141), GD, Reserve
Lot A, Belle Acres, Section 31 of Otto Township as presented with
the following stipulation - the 2 cabins on Lot 4 shall become 1
structure.

regarding this request.

Covenants issue is cleared-up was withdrawn.

A motion by Petterson, second by Hatling to approve the
Conditional Use Application of Lester Lanaren.~'"West Red River,
(56-711), NE, Lot 3, Block l.jRiver Hills, Sections 27,28 & 29,
Friberg Township, to allow a maximum of 2'8" of fill; may blend
into the neighbor's lot (Nelson's) - subject to the Nelson's
providing Land & Resource with a drawing; the area in the hill
where the fill is taken is to be blended into the surrounding
area and immediately stabilized. Donald Nelson spoke to the
Commission in favor.

Voting; All members in favor.
A motion by Trites, second by Lee to adjourn the meeting at 9:15 P.M. and set
November 1, 1989 as the date for the next Commission meeting.

under S.A.P. 56-651-10, proceeded to open bids which were to be

made by Bert Hovland, seconded by Hub Nordgren and unanimously

Rapids, MN, in the amount of $119,549.80, being the lowest bid.
Upon motion made by Mel 0. Olson, seconded by Andy Lindquist and
unanimously carried, the following applications for conditional
use permit were approved, subject to conditional requirements:
