EROSION CONTROL PLAN : All excavation, hauling of fill, and earth moving will be completed in conjimction with the construction of the new house. We are planning to begin construction in mid April and expect to have all of the proposed work completed by September 1, 2005. Silt fences will be installed before any work begins. Silt fences will be on the East property line to prevent runoff to the neighboring property as well as on the lakeside of the house extending to the East property line (See attached drawing). Straw bales will be placed so as to slow any runoff in the most vulnerable areas. After final grading, all exposed areas will be seeded with a mixture of quality grass seed and a fast germinating annual grass/grain and mulched with straw. Sod will be used in the most vulnerable areas to establish a barrier for possible runoff. 2. No work will be done on the lake ward side of the ridge. 3. Motion by Mosher, second by Froemming, and unanimously carried to establish the Otter Tail County mileage rate at the Internal Revenue Service (IRS) rate of $0,405 per mile effective January 1, 2005. The meeting was reconvened at 10:32 a.m. Planning Commission Reappointments Motion by Froemming, second by Mosher, and unanimously carried to reappoint the following Otter Tail County Planning Commission members effective January 1, 2005, for a three year term:Facilities Discussion Physical Plant Manager, Rick Sytsma, and Solid Waste Director, Mike Hanan, briefed the County Board regarding plans to relocate the Solid Waste Administrative offices to the Recycling Center. Motion by Lee, second by Block, and unanimously carried to authorize the Physical Plant Manager to proceed with Request for Proposals (RFP) for bids to add-on to the Recycling Center on the Northwest side of the facility. Cost of the addition would be paid out of the Solid Waste Department Capital Improvement Fund and proposed construction is during the 2005 construction season. Bert Olson (District 3) Robert Schwartz (District 4) Rick Wilson (District 5) Rod Boyer (District 1) Sewer System Inspections Land & Resource Director, Bill Kalar, presented a letter from the Pelican Group of Lakes Improvement District (PGOLID) requesting sewer system inspections on the Pelican chain of lakes. Mr. Kalar reported that inspections of other lakes that have not had sewer system inspections are scheduled through the summer of 2006. The PGOLID chain of lakes will be completed again after that schedule is complete. These lakes were inspected in the mid- 1980’s. Shredded Paper Commissioner Mosher stated that he has received information from Extension Educator, Vince Crary, that there is a demand, on the market, for shredded paper (confetti type). The Solid Waste Director will research this opportunity and report back to the County Board. Purchase of Patrol Vehicles Motion by Lee, second by Block, and unanimously carried to authorize the purchase of seven (7) Ford Crown Victoria patrol vehicles, at a cost of $20,058 each, and one (1) Ford Explorer Utility vehicle, at a cost of $23,217, to be paid from the Sheriffs Department Capital Improvements Expenditure Fund. Circumstances will now prevent our being there so I am forwarding a comment. I have no coomment about the first part of the application and believe that the commission will decide what is in the best interest of everyone. I do .however, have a concern about filling in the "gully near the rock pile on the lake shore". This gully does not appear to impede their using the shore and I feel this change to the lake shore is not necessary and would be detrimental to the beauty and natural topography of the shoreline. We are across the lake and have left our lot almost exactly as we found it. We are also attempting to encourage those around us to leave the shore line in as natural a state as possible. Carrol Henderson of the DNR has an excellent book on this subject. The river has many springs which add to the beauty of the shoreline and water quality. Many of these flow to the lake through "gullies".! would hope that these folks are not attempting to make a "town lot" out of a piece of shoreline property. Thank you for allowing us to comment. Waiver of Exhibition and Shows Ordinance Marvin Heisler, owner of Heisler’s Country Store, requested a waiver of the County’s Exhibition and Shows Ordinance for a Mud Run Event scheduled for July 2, 2000. Mr. Heisler stated he was unaware that he would need a permit under the ordinance until Deputy, Mike Boen, recently advised him. Discussion followed regarding the provisions of the ordinance relative to security, adequate parking, adequate restroom facilities, etc. Motion by Lee, second by Nelson, to waive the Otter Tail County Exhibition and Shows Ordinance for a Mud Run Event scheduled on July 2, 2000, by Marvin Heisler, conditioned upon a minimum of 4 uniformed security guards, proof of appropriate insurance for the event, and that all other conditions of the ordinance are met for the event. The work will consist of leveling and moving fill from the higher areas to the lower area in the center of the lot. The amount of fill to be moved is 800 - 1000 cubic yards. I am also requesting to level the gully near the rock pile by the lake and to also establish an approach from the Township Road. I would put a silt fence near the lake if I were allowed to level the gully. 1 hope to move or plant 50 - 75 trees on the property in the next year and my plan Is to build a home on the land in 3 to 4 years. Leaf Lake Partnership - Approved With Conditions: A Conditional Use Permit Application stating: The Leaf Lake Partnership property has 7 cabins, 1 garage, 1 utility shed that once served as a bait house, and 1 utility building that houses a fish cleaning room. This property and these buildings were all formerly the Arrowhead Resort. Seven family members (6 brothers / sisters and 1 cousin) bought the property in 1987, and own it privately now. We request permission to park a 15’ travel trailer on the property, and also to place 2 bunkbeds in the utility building (marked as FH (fish house) on the map). Our children have grown, and some now have grandchildren. For those few weekends that we are lucky enough to have everyone together, we need a little more sleeping space than our cabins provide.
