Call To Order
The Otter Tail County Board of Commissioners convened Wednesday, July 8, 1992, at
1:00 p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist,
Chairman; Harley Windels, Bill Stone, Malcolm Lee and Virginia Portmann present.
Minutes Approved

Henning Transfer Station Road
The matter of the Henning Transfer Station Road was tabled until the July 22, 1992,
Board meeting. Rick West, Highway Engineer, indicated a meeting with the City of
Henning and Henning Township officials to be held on July 20, 1992. He reported that a
recent traffic study on the affected road(s) indicated County use to be at approximately
40%.
Phelps Mill Dam Project
Further discussion and determination of the timeframe for the Phelps Mill Dam Project
was tabled until the July 22, 1992, Board meeting.

On June 10, 1992, Mr. Benson's Conditional Use Permit Application vas once
again reviewed by the County Commissioners. As you will recall, this is the
Conditional Use Application you initially approved by a split vote and then
denied (twice).

Lake Shore Association - Silver Lake
Motion by Lee, seconded Portmann and unanimously carried to approve the request of the
Silver Lake Lake Shore Association to be placed on the sewer system priority list for
abatement of non-conforming sewage systems.
Request to Lower Liouor License Fee
Virgil Kilde, Amor Villa, requested the Board to reduce the rate of a seasonal liquor
license fee which is $1,600 to a lower rate. Motion by Portmann, seconded Windels and
unanimously carried to table the request for further study.
Food Service Contract Renewal
Motion by Portmann, seconded Stone and unanimously carried to renew the food service
contract with Best, Inc. effective July 1, 1992. Adjusted actual savings cited were
$17,000 during the contract period of July 1, 1991 to June 30, 1992.

Conditional Use Application of Charles F. Ernston, Wall Lake, until the Land & Resource
Management Office has information as to clarification of wetland.

Abatement
JoAnne Pier, together with Auditor, Wayne Stein, was present to discuss parcels
74-000-99-0325-801 and 74-000-99-0325-003. Parcel 325-801 325-801 represents Tract B on
the map provided and parcel 325-003 represents Tract C & D on the map. The value of the
building that is on Tract B is assessed and taxed along with the balance of the building
on Tract C, parcel 32 5-003. JoAnne Pier has sold Tracts B and C. Since Tract C is a
part of parcel 325-003 it has been requested that the 1992 Property taxes be paid in
full before the deed transferring title to Tract C can be recorded. Payment of the
current taxes on property being divided is required to be paid according to the
Minnesota Statute 272.121.
