Alton Anderson - Approved with conditions and modification.
Motion was made by Cecil Femling, second by Steve Schierer and unanimously carried, to approve a variance for the
placement of a septic tank and drain field within the township road right-of-way with the following conditions:
3. the system must be placed at least 20’ from the top of the bluff as there can be no excavation in the bluff impact
zone, and
4. the system must be placed at least 23’ from the center of the road or at least 11 ’ from the traveled surface of the
road as previously noted by the applicant.
It was noted that the Land and Resource Department would need to determine if there is a bluff on the applicant’s
property. Hardship is a substandard lot of record and the granting of the variance will provide the applicant with a
reasonable use of his property.

July 13, 2000
The Otter Tail County Board of Adjustment met Thursday, July 13, 2000, with the following persons in
attendance:

Call to Order - Randall Mann, Chairnrian, called the meeting of the Board of Adjustment to order at
6:30 p.m.
Minutes Approved -
Hearing no corrections or additions the minutes of the July 6, 2000 meeting was approved as mailed.
The following variance requests were heard:
Alton Anderson - Approved with conditions and modification.
Alton Anderson and Friberg Township, Erhard, MN, requested a variance to place a septic tank and
drain field on the road right-of-way. It.should be noted that the tank and the drain field will be at least
15’ away from the center of the township road and will be 50’ from the lake. The property is described
as Lots 2 and 3, Bill-Ra-AI Acres,: Heilberger Lake in Friberg Township. A letter from the township in
support of the applicant’s request was read for the record. The township letter also noted that the
township would assume no responsibility for any damages to the system that might occur during routine
maintenance or repair of the road. The applicant noted that the proposed septic tank and drain field
would be approximately 23’ from the center of the road or approximately 11’ from the traveled surface
of the road. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Cecil Femling, second by Steve Schierer and unanimously carried,
to approve a variance for the placement of a septic tank and drain field within the township road right-
of-way with the following conditions:.

On June 5, 1987, while in the Heilberger Lake area of Otter Tail County, our
office observed a garage being constructed on what appears to be your
property.
Upon reviewing our records,! found that a variance was granted for the
location of your garage, however, I could not locate a Site Permit which is
required for the actual construction.
Since this is the case, on or before June 18, 1987 please inform our office
of the Site Permit Number under which your garage is being built.

Board of Adjustment - 2 May 7, 1987
Wallace G. Behm, Morris, MN, requested permission to build an addition
to present building on Lot 1, Coney Island, West Battle Lake, Girard
Township, 42 feet fron lake. After consideration motion was made by
Craig Anderson to approve application of the "string test", allowing
building towards the lake no closer to lake then neighbors on either
side, to existing structure. The motion was seconded Marcus Wiech-
mann and carried upon the following vote:

use of property. The motion was seconded by John Everts and carried
upon the following vote:

motion was made by Marcus Wiechman to deny, no adequate hardship
shown, with other uses of prc^erty available without variances. The
notion was seconded by George Walter and carried with the following
