Upon your response to these preliminary drawings, Red Horse Ranch plans to submit a formal application with required fees. The turn lanes have been drawn in response to your letter of recommendation on May 18, 2004. In the preliminary layout we provided you dated May 2004, we had proposed two new approaches. The attached Sheet No. 2 illustrates that the proposed western approach has been changed to facilitate the existing western approach. Sheet No. 3 illustrates the eastern approach. The approaches will be constructed in conformance with the Otter Tail County Minimum Standards for Approaches and Entrances. A 420 foot turn lane (12 feet wide) with a 180 foot taper is shown on Sheet No. 2 for the western approach to accommodate a 3% slope for stopping requirements. 5.T slopes were used on the back slopes of the western entrance to improve visibility. For the eastern approach, a 460 foot turn lane is shown to accommodate stopping distance requirements for a 7% slope. For the eastern approach, in slopes are shown using approximately the same slope steepness as existing. New, enlarged and/or extended culverts are shown to accommodate the wider approach. 8 inches of class 5 and 3 inches of bituminous will be used for the turning lane and shoulder. This area will not drain to either of the wet detention ponds. The total designed impermeable space drained from the project without entering the wet detention ponds is less than 1 acre. The MPCA rules allow up to three acres of new impermeable space to drain this way. As required, these areas will drain through grassy swales, smaller ponds or grit chambers. The attached drawings (Sheet No. 1 and 2) show the location of the ditch checks, inlet protection, and grassy swales that will be used for temporary and permanent erosion control for the ditches and turn lanes. Rock check dams, and small iponds are not recommended for use within the road ditches due to the hazard they may present within the recovery zone of the road. Disturbed areas will be seeded within 14 days of completion of earthwork. Within 200 feet of the Otter Tail River, Category I erosion mat will be installed within the wetted perimeter of the ditches no later than 24 hours after connection to the surface water. Mulch will be disc anchored at a rate of 2 tons per acre on the remainder of the disturbed areas. Fertilizer is not recommended, since runoff is ultimately discharged to the Otter Tail River. Energy dissipation and stabilization will be installed within 24 hours of connection to the surface water that the ditch connects to.
