The boulder wall appears to follow the recommendations set forth by the planning commission and by Wes Drake, District Engineer. While recently onsite, you indicated instead of creating a large driveway and turn around area on the north side of the house, you would rather fill in a small,,pdrtion of the cut area to create a better/more manageable yard area, while trying to better manage water runoff. Turning this area backInto yard/green space is a better environmental option. If you choose to, you may add some class 5 material next to the existing driyeway to create a small parking area. Our Office has no problem with you finishing this project as soon as possible. You must top dress, seed and mulch/stabilize disturbed areas. Thank you. Eric discussed the history of the site regarding the Land & Resource ^ Management involvement. if' /The excavated bank has been exposed for approximately 2 Vi years or more and appears to have minimal erosion. The soils do not have excess pore water and surface runoff is not concentrated over the bank which 1 feel has kept the soil fairly stable. Although the bank has minimal signs of Vff erosion and instability, it cannot be left in this condition. This site requires stabilization of the exposed bank and other disturbed areas with sparse vegetation. 1 reviewed the file documentation received from Land & Resource Management (attached). It '' ^ appears the landowner plans to use rock to stabilize the bank with some additional requirements recommended from the Planning Commission. The following is a summary of those plans:£5 • Geotextile fabric will be placed behind the rock • Maximum height of rock not to exceed 8’ • Maximum slope of rock wall 3:1 (H:V) • Bottom row of boulders 4' diameter or larger • All disturbed areas will be seeded I have the following recommendations to those plans: • Geotextile fabric shall be non-woven, Propex Geotex 801 or equivalent • Use angular rock rather than round • A berm shall not be constructed at the top of the wall • If any backfill is placed behind the rock wall it shall meet the following gradation Sieve Size % Passing;• 1 '/2”100 No. 60 = 30 No. 200 = 5 • Install silt fence or other perimeter control between all construction activity and the river • Seed all disturbed areas immediately It is not to be implied that I am providing engineered plans, these are only recommendations. On November 10, 2015 the County Board of Commissioners passed a motion to approve the request as recommended by the Planning Commission. As you can see, there are conditions placed on this approval. Add retaining wall between riprap on shoreline and the patio. Patio size will remain the same at 12 ft. x 24 ft. The proposed retaining wall will be in two sections: Section #1 will be 18 ft. long, 1 ft. deep and 2>2 ft. high. Section #2 will be 50 ft. long, 1 ft. deep and XA ft. high. Shaping of the landscape behind the retaining wall will be minimal to allow for reseeding of grass damaged from the ice in condition in Dec. 2014. Propose to complete project by 6/1/2016. Eric discussed the history of the site regarding the Land & Resource ^ ^ Management involvement. V' ^ The excavated bank has been exposed for approximately 2 'A years or more and appears to have minimal erosion. The soils do not have excess pore water and surface runoff is not concentrated over the bank which I feel has kept the soil fairly stable. Although the bank has minimal signs of \j| erosion and instability, it cannot be left in this condition. This site requires stabilization of the exposed bank and other disturbed areas with sparse vegetation. I reviewed the file documentation received from Land & Resource Management (attached). It ^ appears the landowner plans to use rock to stabilize the bank with some additional requirements recommended from the Planning Commission.
