Meeting of the Otter Tail County Planning Commission was heid on September 13, 2006 at
6:30 P.M. in the Commissioner's Room, Government Services Center, Fergus Falls,
Minnesota.
Roll Call:
Members Present: Jim Amo, Rod Boyer, Ken Erickson, Les Estes, Joe Maske, Bert Olson,
Robert Schwartz, Rick Wilson and Leona Zimmerman.
Members Absent: David Trites.
David Hauser represented the County Attorney's Office and Bill Kalar represented the Land
& Resource Management Office.
Minutes of August 16, 2006: A motion by Schwartz , second by Estes to approve as
mailed. Voting: All Members in favor.
Terrence & Linda Nelson et al - Approved With A Condition:
A Conditional Use Permit Application (as stated by the Applicant): Cut down top of hill and level
over low area. Area to cut: 70 ft length, 90 ft width, maximum depth 1’6". Area to be filled:
55 ft length, 90 ft width, maximum depth 2’. Black dirt, sand and gravel - 944 cu yards.
Area will be stabilized. Requesting to do work Fall 2006. The property is described as Pt
GL 6 (7.55 AC), Section 10 of Friberg Township; Unnamed Lake (56-696), NE.
Terry Nelson represented the Application.
Motion: A motion by Erickson, second by Wilson to approve as presented, provided the
project is not started until April 15, 2007. Voting: All Members in favor.
“Spring Lake Oaks”/ Sam Montgomery - Approved As Presented:
A Preliminary Plat of “Spring Lake Oaks” consisting of 4 Single Family Residential Lots, 1
Block. The property is described as GL 3 N of Twp Rd, Section 33 of Aurdal Township;
Spring Lake (56-682), NE.
Travis Stadtmann and Curt Skarphol (Houston Engineering) represented the Application.
Motion - July 19. 2006: A motion by Wilson, second by Maske, to table at the Applicant’s
request, to September 13, 2006 to allow the DNR to establish the Ordinary High Water
Level for Spring Lake.
Motion: A motion by Wilson, second by Boyer to approve as presented with the new data
received (by Land & Resource Management September 13, 2006) from the DNR regarding
the Ordinary High Water Level of Spring Lake. Voting: All Members in favor, except
Zimmerman.

Application for Cleaning County Road Ditch
Motion by Mosher, second by Nelson, and unanimously carried to approve the Application for
Cleaning County Road Ditch on CH No. 88 in Sections 28 & 27 of Oscar Township submitted
by Property Owner, Mike Haarstad.
Construction Update & Committee Approval
Mr. West briefed the County Board on two highway construction projects currently in process
on CSAH 86 and 67.
Motion by Lee, second by Block, and unanimously carried to authorize the Highway Engineer
to accept a six-year appointment to the Local Road Research Boards (LRRB) Research
Implementation Committee. This committee is through the Mn/DOT Office of State Aid.
Recess & Reconvene
At 11:08 a.m.. Chairman Froemming declared the meeting of the Otter Tail County Board of
Commissioners recessed for a short break. The meeting was reconvened at 11:13 a.m.
Planning Commission Recommendations
Conditional Use Permit - Terrence & Linda Nelson et al:
Motion by Lee, second by Mosher, and unanimously carried to approve a Conditional Use
Permit to do some earthmoving with a condition as recommended by the Planning
Commission. The property is described as Pt GL 6 (7.55 AC) Section 10 of Friberg
Township: Unnamed Lake (56-696).
Preliminary Plat - “Soring Lake OaksVSam Montgomery:
Motion by Lee, second by Block, and unanimously carried to approve the Preliminary Plat
known as “Spring Lake Oaks" consisting of 4 single family residential lots as presented with
the new data received by the Land & Resource Management Office from the DNR regarding
the Ordinary High Water Level of Spring Lake. The property is described as GL 3 N of Twp
Rd, Section 33 of Aurdal Township; Spring Lake (56-682).
Conditional Use Permit- Dane Prairie Two., c/o OTC Hvyy Dept:
Motion by Nelson, second by Lee, and unanimously carried to approve a Conditional Use
Permit to replace a deficient bridge over the Otter Tail River with a condition as
recommended by the Planning Commission. The project is located at the crossing of

Dear Mr. Nelson:
I am returning your Grade & Fill Permit Application along with your check for
$100.00 (Ck# 10468) and yqur scaled drawing as we are unable to process it at
this time.
Tim Griep was onsite on October 24, 2005 to view your project but as you had
not staked the areas he wasiunable-to determine the exact location of your
project. Also, being it is so late in the growing season it would be difficult to
stabilize the area therefore he would prefer that the project would be done next
year.
Please resubmit the application in the spring, stake the area and Tim will
review the project again.
If you have any questions regarding this matter, please contact our office.
