The Planning Commission recommends to the County Board of Commissioners the following:
Approve provided only the basement is done this fall and the fill material (spoils from
the basement exc.) for the lower level are stockpiled on the upper level, 'must use erosion
control methods (silt fence/bale checks around the stockpiTles)j/next spring

A Conditional Use Application to straighten the lake shore. Would like to
use 2, 6" courses of block for a mow strip. Pill 1/8" washed sand only when
soil is removed. Would like to have this completed this fall, if not, do it
in the spring. This proposal is located in Pt. Government Lot 1 & Pt.
Government Lot 1 of Section 2 of Everts Township; Otter Tail Lake (56-242),
GD.

A motion by Trites, second by Zimmerman to approve as presented.

Milton Lee and Georaine Hendrickson - Approved With Conditions;
A Conditional Use Application to put in a retaining wall,
this first of all to prevent the erosion currently taking place and secondly
to have our shoreline blend with our neighbors - who put up a wall in 1994.

will be 12".The wall will be constructed of interlocking block,
like this project to be done this year, to prevent further erosion,

A Conditional Use Application; The lot is a multi-level lot with a driveway
to the lake; (a lower shelf by the lake). My requests are the following;
1. Authorize the sloping of the south edge of the driveway. This would
require the removal of approximately 85 cubic yards of earth. Benefits; Add
to the house plan with a walk-out basement. Will enhance the landscaping
possibilities, also adds to the safety of the yard area by removing the
steep slope of the access. 2. Authorize filling in the south end of the
lower shelf area. This would require 240 cubic yards of fill and would
cover an area 50' long by 65' along the lakeshore by approx. 2' deep. This
fill would be sloped to within a few feet of the present lakeshore. Fill
for this project would come from the fill removal from the basement.
Benefit; Creates a level lawn recreation area, covering very uneven ground
with a number of large rocks. We would like to do the work this fall -
basement and shell so we can work inside during the winter. This proposal
is located in N 23' of S 714' of G.L. 10 (4 Acres) of Section 10, Friberg
Township; Heilberger Lake (56-695), RD.
Lawrence Deal represented the Application.

SEWAGE DISPOSAL SYSTEM CLEANER'S LICENSE APPLICATION
Motion by Lee, seconded Portmann and unanimously carried to approve the following Sewage
Disposal System Cleaner's License application:

FINAL PLAT EXTENSION REQUEST
seconded Portmann and unanimously carried to refer, back to the PlanningMotion by Lee
Commission, the request of Sharon & Leo Axdahl for an extension to file for a final plat
for a subdivision located on Round Lake.The last extension requested was effective
until November, 1994.
BEST PRACTICES SURVEY
Assessor, Bob Moe, updated board members regarding a Legislative Auditor/Best Practices
survey. The goal of the survey is to identify successful methods of conducting
business. Survey areas include township snowplowing, property assessments, and '94
County Board of Equalization. Motion by Portmann, seconded Stone and unanimously
carried, with Windels opposed, that Commissioner Windels, the '94 Board Chair, complete
the Board of Equalization legislative survey.
REQUEST TO PURCHASE MONITORS
County Coordinator, Larry Krohn, informed the board that the IBM monitors the county has
been purchasing have been discontinued. Motion by Portmann, seconded Lee and
unanimously carried to authorize the Management Information Systems Director to purchase
twenty (20) Sony monitors because of good quality, availability, and reduced cost.
PERFORMANCE EVALUATION SUMMARY - PUBLIC HEALTH DIRECTOR
Motion by Portmann, seconded Lee and unanimously carried to approve a positive
performance review summary for Public Health Director, Diane Thorson.
RESOLUTION DECLARING REIMBURSEMENT INTENT RELATING TO RECYCLING CENTER
OTTER TAIL COUNTY RESOLUTION NO. 95-54
Upon a motion by Windels, seconded Portmann and unanimously carried, the following
resolution was adopted:
BE IT RESOLVED by the Board of Commissioners of Otter Tail County as follows:
1. The County is in the process of constructing an expansion of its recycling center
(the "Project"). The County expects that all costs of the Project will be financed
in the future through the issuance of bonds in the principal amount of up to
$1,000,000 (the "Bonds").
