Bid Opening Delayed Mr. West reported that a bid opening for 2 snow plow trucks was scheduled for tomorrow; however, with proposed legislation that could save the cost of excise and/or sales tax on the purchase of snow plow trucks, Mr West recommended delaying the bid opening. Discussion followed. Motion by Lee, second by Block, and unanimously carried to postpone the snow plow truck bid opening originally scheduled for Wednesday, May 2"“, 2001, and reschedule it on Wednesday, June IS*" after the legislative decision has been made. Mr. West will notify the bid opening vendors. Approval of Contract - Institution Community Work Crew House Building Program Motion by Nelson, second by Lee, and unanimously carried to authorize the Chair’s signature to execute a Joint Powers Agreement between the State of Minnesota and the County of Otter Tail for the period of July 1, 2001, to June 30, 2003, for the ICWC House Building Program that provides the County $50 per day per inmate for a maximum of 12 people per day. Approval to Pay Bills Motion by Nelson, second by Lee, and unanimously carried to approve the payment of bills per Attachment A of these minutes. Recess & Reconvene At 10:49 a.m., Chair Froemming declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break. The Chairman reconvened the meeting at 11:01 a.m. Planning Commission Recommendations Conditional Use Permit - Max D. Boyle: Motion by Froemming, second by Lee, and unanimously carried to approve a Conditional Use Permit to approve operation of a Bakery with conditions as recommended by the Planning Commission. The property is described as GL 16, Section 35 of Maine Township; Mud Lake (56-445). Conditional Use Permit - Sverre & Tamala Rostad/Erwin Eugene Emery: Motion by Lee, second by Mosher, and unanimously carried to approve a Conditional Use Permit to build an easement road and perform some topographical work to prepare for a dwelling with conditions as recommended by the Planning Commission. The property is described as the W 256.24’ of the SLY 900’of GL 13 (said 256.24’ is measured perpendicular to the West line of said Sec. 3), containing 5 Ac. more or less. Conditional Use Permit - Viking Resort/William & Janet Schicker: Motion by Froemming, second by Nelson, and unanimously carried to approve a Conditional Use Permit to build owner’s home, add a cottage, and remodel cottages with conditions as Planning Commission April 25, 2001 Page 3 Sverre & Tamala Rostad / Erwin Eugene Emery - Approved With Conditions: A Conditional Use Permit Application to build 935.78’ of 66’ wide easement road and approx. 130’ of 18’ top driveway, plus to level approx. 3,500 sq. ft. area for dwelling. Proposed 24’ top on main road to be built to County & Township specs. Jacobson Construction, Underwood, MN to do the construction. Approx, cut and fill of 3200 cubic yards done onsite. The property is described as the W 256.24’ of the SLY 900’ of GL 13 (said 256.24’ is measured perpendicular to the West line of said Sec. 3), containing 5 AC more or less. Viking Resort / William & Janet Schicker - Approved With Conditions: A Conditional Use Permit Application to add a 2"'^ story to cottages (1) one, (2) two, (7) seven & (8) eight, adding no bedrooms, only living space, 1®‘ floor to be kitchen, living area, upstairs to be bedrooms. To build owner’s home on Walker side, 200 feet from lake. Will be on own sewer, not Otter Tail System. Five and Six will be made into one 3 bedroom cottage. Add one cottage in back field, two bed, for bedrooms taken from cottage 6 & cottage 10. Will reduce cottages to 13. Have add sublot from next door. Will put easement road on the site the way it is on the survey map (on file at Land & Resource, Courthouse, Fergus Falls). All cottages will be the same footprint. All cottages will get sliding new windows, & roofs, new doors etc. All cottages will be white with black trim / and be like new. RV site & Tent Sites can be give up. Repair rip rap on Otter Tail Lake. Bring in 4 to 6 inches of top soil to plant grass on Otter Tail. 150 to 170 cu yds of fill to repair cottages 3 & 4, basement already approved by Land & Resource Office per Bill. 300 cu yds for walker owner’s home which will be a walk-out with drive way, 60 x 40 home. 700 cu yds to repair & put easement road in to how it is on survey. 200 cu yds to build new cottage 23 x 24 in backfield. Work to be done by (road & dirt work & rip rap) John Christensen, building & remodel work - Woessner Const. (Darold Woessner), surveying by Anderson Land Surveying Inc - David Anderson. House cut 60 X 40, road top 16’ wide, and the walkout will be a natural walkout.
