carried, to approve a variance of 45’ from the required ordinary high water level setback of 100’ and a variance of 6’
from the 20’ maximum height of a non-dwelling structure for the construction of a 36’ by 70’ structure 55’ from the
ordinary high water level at the closest point and having an overall height of 26’. The Board noted that this is an old
farm site and that the applicant is replacing an older structure that had a height in excess of 26’. The Board also
noted that the proposed structure would not obstruct the view from the adjacent properties.

John A. Johnston, Lot 24 Broadwater Beach, Pelican Lake in Dunn Township, requested a variance of 4’
from the required side lot line setback of 10’ and a variance of 6' from the required road right-of-way
setback of 20' for the placement of a storage building/carport 6’ from the side lot line and 14’ from the road
right-of-way. Doris Clyne represented the applicant at the public hearing. The variance from the road
right-of-way was change from 6’ to 15’ at the public hearing. Randall Mann, Chair, polled the audience with
no one speaking for or against the variance as requested. An email from Bill Folendorg seeking
clarification regarding the requested variance is in the applicants file. A letter from Patrick and Donna
Schwan in support of the variance as requested was read for the record. After consideration and
discussion, Paul Larson made a motion, seconded by Steve Schiererand unanimously carried, to approve
a variance of 4’ from the required side lot line setback of 10’ and a variance of 15’ from the required road
right-of-way setback of 20’ for the placement of a storage building/carport 6’ from the side lot line and 5’
from the road right-of-way. Hardship is a substandard lot of record.
Neil and Kathryn Lerfald - Approved as requested with conditions. (6:58 p.m.)
Neil and Kathryn Lerfald, Lot 11 Block 4, Lida Shores and part of Government Lot 2, Section 15 of Lida
Township by Lake Lida, requested a variance to subdivide a portion of the applicants’ existing back lot for
the purpose of permanently attaching the tract to Lot 11 Block 4, Lida Shores. After the proposed
subdivision, the metes and bounds back lot will still meet the minimum size requirements for a platted back
lot. Randall Mann, Chair, polled the audience with no one speaking for or against the variance as
requested. After consideration and discussion, Steve Schierer made a motion, seconded by Paul Larson
and unanimously carried, to approve a variance to subdivide a portion of the applicants’ existing back lot as
identified on the registered surveyor’s drawing dated June 30, 2004 as Parcel A with the following
conditions: 1.) Parcel A must be permanently attached to Lot 11 Block 4, Lida Shores, 2.) the area within
Parcel A cannot be used when calculating imperious surface coverage for Lot 11 Block 4 of Lida Shores,
3.) neither Parcel A or Lot 11 Block 4, Lida Shores can have more than 25% impervious surface coverage
and 4.) Parcel A cannot be used for residential dwelling structures. Hardship is a substandard lake lot.
The Board noted that the back lot would enhance public safety by providing the applicants with off road
parking.

unnamed riyer. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Cecil Femling, seconded by Frank Lachowitzer and unanimously
carried, to approve a variance of 60’ from the required ordinary high water level setback of 100’ for the
replacement of a 14’ by 14’ portion of an existing dwelling with a 16’ by 24’ addition 40’ from the

Howard Hovland, Dalton, MN, requested a variance “to be 5.5’ from 2 different non-dwellings with a
sewer trench’’. The property is described as Lot 10, Sandy Haven Development, Stalker Lake in
Tordenskjold Township. The audience was polled with no one speaking for or against the request.
After consideration, motion was made by John Everts,.seconded by Randall Mann and unanimously
carried, to approve the variance as requested noting that adequate room does exist for the installation
and maintenance of the system. It was also noted that the variance granted is from two non-dwelling
units.
Paul Peterson - Approved
Paul Peterson, Ottertail, MN, requested a variance of 108’ from the required ordinary high water level
setback of 150’ for the rebuilding of a 22’- by 26’ area 42’ from the ordinary high water level. This area
was previously destroyed by fire. The applicant will be using the existing foundation for the new
construction. The property is described as Lots 2 and 3, River View Beach, Ottertail River in Rush
Lake Township. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by John Everts, seconded by David Holmgren and carried with Cecil
Femling voting no, to approve a variance of 108’ from the required ordinary high water level setback of
150’ for the rebuilding of a 22’ by 26’ area 42’ from the ordinary high water level. It was noted that the
rebuilt area will be no closer than the existing structure to the ordinary high water level, there will be no
excavation as an existing foundation will be used, no precedence will be established by the granting of
this variance and there will be no visual impact to the adjacent properties from the proposed project.
Robert and Sue Hinsperger - Approved
Robert and Sue Hinsperger, Fargo, ND, requested a variance from the required road right-of-way
setback of 20’ for the placement of an existing shed 10’ from the road and 10’ from the aquatic
vegetation of a slough. The property is described as Lot 6, Beauty Bay, Pelican Lake in Dunn
Township. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Randall Mann, seconded by Frank Lachovyitzer and unanimously
carried, to approve a variance from the required road right-of-way setback of 20’ for the placement of
an existing shed 10’ from the road and 10’ from the aquatic vegetation of a slough. It was noted that
the shed will not have vehicle use, that an after the fact permit will need to be applied for, and that
safety for the general public is not an issue with this particular variance application. Hardship is a
substandard lot of record.
