Proposed Variance, Merlyn and Janice Mindeman, Big Narrows Loop, Sverdrup
Township, East Lost Lake
From:
Sent:
To:
Subject:
To Ottertail County Planning Commission:
The proposed division of land by variance contains a number of environmental impacts that need to be addressed:
Impact of subdivision on wet land.
Impact of subdivision on Bluff
What is the intent and purpose of the subdivision?
How will subdivision impact Big Narrows Loop property owners? Positively?
The proposed lots are not surveyed or even staked. Will the lots accommodate two driveways?
How much excavation will be required to make 2 acre lot usable.
Can the wetlands be filled.
Dividing the lots by subdivision rather than variance would better deterhiine the environmental impact on the lots and
the surrounding property.
We are opposed to this subdivision by variance

Merlyiv and Janice Mindeman - Variance application approved as requested with a condition. (6:40 p.m.)
Mei lyn and Janice Mindeman, part of Lot 1 Block 2 Tradewell’s Woodlands Second Addition, East Lost Lake in Sverdrup
Township, requested the following: proposing to split approximately 2 acres off a 7,94 acre parcel to create a non-residential
backlot. The remaining parcel will be over 5 acres in size. Upon approval a survey will be completed. The audience was polled
with Jay Pepple expressing concerns with the variance as requested and questioning what the hardship/practical difficulty is that
would allow for the granting of the variance as requested. An email from Jan and Monica Haiison in opposition to the variance as
requested was read for the record. After discussion arid consideration, Thomas Lee made a motion, seconded by Darren Newville
and carried with Jack Rosenthal voting no, to approve the subdivision of an approximately 2 acre parcel from an existing 7.94
acre parcel to create a non-residential backlot with the condition that a registered surveyor’s drawing must be provided at the time
of conveyance. It was'noted that the approval of this application is consistent with' past Board of Adjustment decisions. The
variance as approved does not directly or indirectly grant any other variances for future development.
Susan Poolman - Variance application approved as requested with a condition. (6:55 p.m.)
Susan Poolman, Lots 2 and 3 Block 2 Clearview and Lots 2 and 3 Block 5 King’s Addition to Clearview, Pelican Lake in
Scambler Township, requested the following: Requesting to split substandard contiguous lots in the same ownership and reassign
to have front lots permanently attached to back lots creating two lots for single family residential use. Lot 2 Block 2 of Clearview
permanently attached to Lot 2 Block 5 of King’s Addition to Clearview and Lot 3 Block 2 of Clearview to be peimanently
attached to Lot 3 Block 5 of King’s Addition to Clearview. Also requesting to exceed the impervious surface on back lots when
split Lot 2 will be at 28.6% it will exceed the required building impervious by 8.6% and total by 3.6%. Lot 3 when split will be at
21.9% exceeding the building impervious by 1.9%, hardship is that traveled surface is not where originally platted. Appearing
with the applicant was Robert Poolman (Husband) and their daughter. The audience was polled with no one speaking for or
against the variance as requested. An email from Todd Sparrow in support of the applicant’s request and addressing access was
read for the record. After discussion and consideration, Steve Schierer made a motion, seconded by Jack Rosenthal and
unanimously carried, to approve the variance as requested in the variance application dated September 14, 2016 and as depicted
on tlie drawing submitted with the variance application with the condition that Lot 3 Block 2, Clearview and Lot 3 Block 5 of
King’s Addition to Clearview are to be considered non-buildable for residential purposes unless these lots are combined at some
point in the future with Lot 2 Block 2, Clearview and Lot 2 Block 5 of King’s Addition to Clearview . The variances as approved
do not directly or indirectly grant any other variances for current or future development.
Diane Peycke - Variance application approved as requested. (7:20 p.m.)
Diane Peycke, part of Government Lot 4, Section 17 of Leak Lake Township by West Leaf Lake, requested the following:
adding a deck to the east side of the cabin. The proposed 16’ by 24’ deck will be approximately 35’ fi'om shoreline. Requesting a
65’ variance, the required setback is 100’. All cabins by my cabin have decks most closer to the shoreline than what 1 am
requesting. The audience was polled with no one speaking for or against the variance as requested. After discussion and
consideration, Paul Larson made a motion, seconded by Jack Rosenthal and unanimously canied, to approve a variance of 65’
from the required ordinary high water level setback of 100’ for the placement of a 16’ by 24’ deck 35’ fi'om the ordinary high
water level. It was noted that the, proposed project will not obstruct the view from the adjacent properties. The variance as
approved will provide the applicant with the ability to enjoy the safne right and privileges as others in this immediate area. The
variance as approved does not directly or indirectly grant any other variances for the proposed development or for any future
development.
Linda Bailey - Variance application ajiproved as requested. (7:22 p.m.)
Linda Bailey, Lot E Block 3 Bonita Beach Rearrangement Reserve 1-2-3 and Lot 11 Block 4 Bonita Beach, Otter Tail Lake in
Everts Township, requested the following: proposing to replace the existing rubber roof with a pitch roof being approximately
2.65’ from the lot line at the closets point. Required setback to lot line is 10’. Appearing with the applicant was her husband.
The audience was polled with no one speaking for or against the variance as requested. After discussion and consideration, Paul

at the closets point as depicted on the drawing submitted with the variance application. It was noted that the proposed
development is maintenance to an existing structure. The variance as approved does not directly or indirectly grant any other
variances for the proposed development or for any future development.
