After discussion and consideration, Thomas Lee made a motion, second by Michael Harris and carried with Steve Schierer and
Randall Mann voting no, to approve a variance of 11’ from the required ordinary high water level setback of 100’ for the
replacement of an existing mobile with deck with a modular home with deck 89’ from the ordinary high water level as depicted on
the drawing submitted with the variance application. The proposed structure will be in line with other similar properties in this
immediate area. Those voting against the variance as requested noted that the applicant can obtain a reasonable use of the
property without the granting of the variance as requested.

Thursday, November 1, 2012
The Otter Tail County Board of Adjustment met Thursday, November 1, 2012, with the following persons in
attendance;

Called to Order - Randall Mann, Chair called the meeting of the Board of Adjustment to order at 6:30 p.m.
Minutes Approved - The Board of Adjustment approved the minutes of the October 4, 2012 meeting as mailed.
The Board of Adjustment considered the following applications for variance:
James M. Zeis - Application approved with modifications. (6:32 p.m.)
James M. Zeis, Lot 3 and East Half of Lot 4 Shady Acres, McDonald Lake in Edna Township, requested a variance of
35’ 6” from the required side lot line setback of 65' for the placement of a water oriented accessory structure 29’ 6”
from the east lot line. Appearing with the applicant was his son and daughter-in-law (Melissa A. Zeis). The audience
was polled with no one speaking for or against the variance as requested. After discussion and consideration,
Randall Mann made a motion, second by Michael Harris and carried with Steve Schierer and Thomas Lee voting no,
to approve the placement of a 12’ by 18' flat roof structure, having a maximum height of 9’ centered on the applicant’s
property, which based on the drawing submitted with the variance application will place the proposed structure
approximately 56’ 9' from each side lot line. The proposed structure cannot be placed in the toe of the bluff.
Hardship/practical difficulty is the terrain, slope and distance from the dwelling to the lake. The location and structure
size as approved should not obstruct the view from the adjacent properties.

Linda R. Steiner Tst, Lot 2 Bay View First Addition, South Turtle Lake in Sverdrup Township, requested a variance of
11' from the required ordinary high water level setback of 100’ for the replacement of an existing mobile home with
deck with a modular home with deck 89’ from the ordinary high water level. The applicant was represented by her
husband. The audience was polled with no one speaking for or against the variance as requested. After discussion
and consideration, Thomas Lee made a motion, second by Michael Harris and carried with Steve Schierer and
Randall Mann voting no, to approve a variance of IT from the required ordinary high water level setback of 100’ for
the replacement of an existing mobile with deck with a modular home with deck 89' from the ordinary high water level
as depicted on the drawing submitted with the variance application. The proposed structure will be in line with other
similar properties in this immediate area. Those voting against the variance as requested noted that the applicant can
obtain a reasonable use of the property without the granting of the variance as requested.
Donald and Lori Beck - Application approved as requested with a condition. (7:02 p.m.)
Donald and Lori Beck, part of Government Lot 7 and part of the Southeast Quarter of the Southeast Quarter, Section
11 of Pelican Township by Prairie Lake, requested a variance to subdivide a 2.7 acre parcel into 6 individual lots
approximately 100’ by 150’ in size, intended for storage buildings only (non-residential), restrictive covenants will
apply. The applicants were represented by Mark Johnson. The audience was polled with John Evenson, Steve
Zimmerman and Jeff Norlin addressing the variance as requested. After consideration and discussion, Steve Schierer
made a motion, second by Thomas Lee and unanimously carried, to approve a variance to subdivide a 2.7 acre
parcel into 6 individual lots approximately 100’ by 150’ in size as depicted on the drawing submitted with the variance
application with the following conditions: 1.) only non-residential structures can be placed on the proposed lots. 2.) no
well or septic systems can be placed on the proposed lots, 3.) only metal storage buildings can be placed on the
proposed lots, 4.) the structures placed on these lots cannot exceed 2,000 square feet, 5.) the structures place on
these lots cannot exceed 20’ in height and 6.) no outside storage of any personal property is allowed.3»*r*
