Andrew Isaacson - Approved as requested
Andrew Isaacson, Underwood, MN, requested a variance of 36’ from the required ordinary high water
level setback of 100' for a 12’ by 25’ addition to the applicant’s existing basement being 64’ from the
ordinary high water level. The basement addition will be under the existing main floor of the present
structure, i ne propeny is described as part of Government Lots 1 and 6, Section 6 of Sverdrup
Township by an Unnamed Lake. The audience was polled with no one speaking for or against the
request. After consideration, motion was made by David Holmgren, second by Cecil Femling and
unanimously carried, to approve the variance as requested noting that repairs to the existing structure
are necessary to protect the structure and the applicant’s proposal will not increase the overall footprint
of the existing home.
Bruce Vlstad - Approved with condition.
Bruce Vistad, Fergus Falls, MN, requested a variance from the septic system setback to allow drain
field to be as much as 5’ into the township road right-of-way. The property is described as Lot 14,
Nelson’s Oakwood Park Beach First Addition, Jewett Lake in Elizabeth Township. The audience was
polled with Allen Stadum, installer, speaking in favor of the request and noting that they were unaware
that they were in the township road right-of-way. After consideration, motion was made by Cecil
Femling, second by David Holmgren and unanimously carried, to approve the variance as requested
with the condition that no more than 25% of the applicant’s total lot area can be covered with
impervious surfaces. It was noted that Elizabeth Township has approved of the applicant’s request.
Hardship is a substandard lot of record and there is no other available space for the system.
Mary Harley - Approved
Mary Harley, Indiana, PA, requested a variance of 40’ from the required ordinary high water level
setback of 100’ for the purpose of replacing a flat roof with a peaked roof on an existing dwelling 60’
from the ordinary high water level. The property is described as Lots 3, 4, and 5, Tonseth Heights,
Tonseth Lake in Friberg Township. Mark Rud, Contractor, represented the applicant at the public
hearing. The audience was polled with no one speaking for or against the request. After consideration,
motion was made by Steve Schierer, second by Cecil Femling and unanimously carried, to approve a
variance of 40’ from the required ordinary high water level setback of 100’ for the replacement of a flat
roof with a peaked roof on an existing dwelling 60’ from the ordinary high water level. It was noted that
the proposed project is not expanding the existing footprint of the applicant’s structure, but will change
the design of the roof. Hardship is a previously granted variance that placed the existing structure in its
present location.
Rick Stock - Denied
Rick Stock, Fergus Falls, MN, requested a variance to subdivide, by metes and bounds description, a
4.49-acre tract into two parcels. The parcel with lake frontage on Long Lake would contain
approximately 53,060 square feet of area and the parcel with lake frontage on Otter Tail Lake would
contain approximately 104,473 square feet of area. Each parcel would meet the minimum standards
for platted lots on their respective lakes. The minimum size of a metes and bounds parcel within the
shoreland area is 5 acres. The property is described as a 4.49-acre tract in Government Lot 2, Section
8 of Otter Tail Township by Long and Otter Tail Lakes. The audience was polled with no one speaking
for or against the request. After consideration, motion was made by Les Estes, second by Mark Steuart
and unanimously carried, to deny the variance as requested noting that no adequate hardship had
been shown that would be sufficient for granting a variance from the platting requirements.
