The Otter Tail County Board of Commissioners convened Tuesday, December 16, 1997 at 1:00
p.m. at the Otter Tail County Courthouse with Commissioners Andy Lindquist, Chair; Syd Nelson,
Malcolm Lee, Bill Stone, and Virginia Portmann present.

I (we) request to operate a home-based business office out of my
(our) home as located and indicated on sketch (available for
viewing at Land & Resource Management) . The business will be of
consulting and/or CAD drafting/design in nature with most of my
clients being in and around this region and State. I do not
foresee much client visitation to my home-based business office,
with maybe a few exceptions. Tentative name of said business
(awaiting verification from State) will be RK Technical Services.
Because this business is located near a Natural Water Environment,
it is necessary to acquire such Conditional Use Permit. The
property is described as Pt of Wl/2 of SWl/4 (4.81 Ac) and Pt Wl/2
of SWl/4 (10 Ac), Section 28 of Fergus Falls Township; Unnamed Lake
(56-866), NE.
Rebecca Hall represented the Application.
A motion by Zimmerman, second by Zimmerman to approve as
presented on the Application.
Motion;
Voting: All members in favor.
J. & M. Stolle/Tavlor Inv., "Pleasant Lake Estates" - Tabled;
A Preliminary Plat of "Pleasant Lake Estates", consisting of 20
residential lots and 2 blocks; and a Conditional Use Permit
Application to construct approximately 1 mile of roadway with two
cul-de-sacs to County and Sverdrup Township specifications to
service the proposed plat. The property is described as Gov. Lot
10, 11 & 12 in Section 5 of Sverdrup Township; Pleasant Lake (56-
449), RD & Unnamed (Little Pleasant) Lake (56-1127), RD.
Terry Lee Anderson (Surveyor) represented the Application/Plat and
indicated that the Applicant requests their Application/Plat be
tabled until the Bureau of Indian Affairs address the possibility
of burial mounds being onsite.
Phyllis Bergem indicated that the Bureau of Indian Affairs wants to
reinvestigate an area next spring for the possibility of burial
mounds and expressed concerns regarding crowding, bluffs and the
Township's denial of the Applicant's request to vacate the existing
road.Bruce Leitch expressed concerns regarding crowding (there
are 6 undeveloped/platted lots) ; approximately l/lO'^*’ of Little
Pleasant and I/S’"* of Pleasant are unusable, the remainder of these
lakes can not handle increase in traffic and the soil in the area
is very fine & subject to erosion. David Wass expressed reasons to
deny, approval of this plat hinges on moving/vacating the existing
road, it is wrong to move this road; this is a very environmentally
sensitive area and there is existing development and the increase
would make it too developed, it can not handle lots every 150'.
