Motion by Lindquist, second by Portmann, and unanimously carried to award the^^bid for radio,
electronic systems, and furniture (Moducom : Console Equipment, Watson Furniture Systems,
Eventide Digital. Logging Recorder) for the Enhanced 911 system to the low bidder. Modular
Communication System of California, in the amount of $184,824.00, subject to the approval of the
County Attorney and appropriate county officials.
Motion by Portmann, second by Lee, and unanimously: carried to award the bid for CML 911
Premise Equipment for the Enhanced 911 system to the low bidder. Independent Emergency
Services LLC of Hutchinson, in the amount of $76,473.05, as recommended by the Chief Deputy.
Extension of Final Plat - Maet-Boh Development
Land & Resource Director, Bill Kalar, .provided a handout regarding the preliminary plat of Maet-
Boh development. Attorney Bruce Gerhardson spoke for develojDer, Kurt Maethner. He explained
that the reason for another requested extension for filing for the final plat on this development was
the need to commence a quiet title action in order to clear title.
Motion by Lindquist, second by Lee, and unanimously carried to approve an extension until
July 30, 1999 for filing the final plat of Maet-Boh Development.
, Planning Commission Recommendations
Conditional Use Permit #5669 - Bradley & Renee Botner:
Motion by Lindquist, second by Froemming, and unanimously carried to approve a revision to
Conditional Use Permit #56.69 thereby relocating the proposed driveway in accordance with the
township’s letter and in a manner that reduces overall earthmoving. CUP #5669 is issued to
WNIiarh Lemke/Brad Botner, Unnamed Lake (56-1480).
Preliminary Plat & Conditional Use Permit
“Bistodeau’s First Addition to Woodland Park” - Don & Jan Bistodeau: .
Motion by Froemming, second by Lee, and unanimously carried to approve the pfelirriinary plat of
‘Bistodeau’s First Addition to Woodland Park” conslstmg of six (6) residential lots and a conditional
use permit to build a county spec road to service the proposed plat with conditions as
recommended by the Planning Commission. The property is on E. Battle Lake (56-138- Sec. 25,
Twp. 133, R. 39, Girard Township).
, Preliminary Plat - Beck Trust/ ‘‘Linwood Beach”:
Motion by Froemming, second by Lee, and unanimously carried to approve the preliminary plat of -
“Linwood Beach” on Pickerel Lake (56-475), Section 14, Maine Township with conditions as
recommended by the Planning Commission.
Preliminary Plat & Conditional Use Permit - Laird Stoll/"Krueqer Addition”:
Motion by Lee, second by Lindquist, and unanimously carried to approve the preliminary plat of
“Krueger Addition” requesting 14 residential lots and a conditional use permit to construct a .
roadway to service the plat on Star Lake (56-385) & Unnamed Tributary (56-5053),.(Sec. 13 & 14,
Twp. 135, R. 41, Star Lake "Township) with conditions as recommended by the Planning
Commission.

Motion by Portmann, second by Lee, and unanirnously carried to approve r conditional use permit
to level for a garage site on Long Lake (Sec. 2, twp. 131, R. 41, St.’ Olaf Township, 56-390) with
conditions as recommended by the Planning Commission.

Otter Tail County Planning Commission,
1 am proposing a new driveway to be constructed, which would
provide better access to the property located in section 23 of Fergus Falls
Township. An earlier driveway had been proposed and approved. Although
since that time, a new driveway access proposal has been discovered which
would better suit the needs of everyone involved.
The original proposed driveway was to run 294 feet to the west, then
534 feet back to the southeast. The new driveway proposal would begin at
the road easement north of section 23 in Fergus Falls Township. It would
then run in a straight line south approximately 510 feet along the east border
of section 23, just to the west of section 24, yet remain in section 23. This
particular driveway proposal would stay further away from the wetland area,
as the original proposal came within 250 feet of the wetland high water
mark.
The driveway proposals in question can be seen on the attached map.
The original accepted driveway is highlighted in yellow. The new driveway
proposal is highlighted in orange.

Meeting of the Otter Tail County Planning Commission was held on April 14, 1999 at 6:30
P.M. in the Commissioner's Room, Courthouse, Fergus Falls, Minnesota.
Wetland Discussion:
Bill Kalar discussed with the Commission issues involving wetlands; no formal action was
taken.
H Bradley & Renee Botner - Approved Revised Drawing:
■ JPill Kalar discussed with the Commission Conditional Use Permit #5669, issued to P^^illiam Lemke/Brad Botner, Unnamed Lake (56-1480). The Planning Commission
considered the Conditional Use Application October 14, 1998 and approved a driveway.
Mr. Kalar presented Mr. Botner’s revised request which relocated the driveway.
Motion: A motion by Lachowitzer, second by Schwartz to recommend approval with the
new design as proposed by the Applicant; the revised proposal will involve less
earthmoving and create a safer driveway.
Voting: All members in favor.
EAW Needs Determination - Larry Stoller/Duane Donley - Approval of Findings:
A motion by Bergerud, second by Boyer to approve as presented and authorize the
Chair’s signature on the Findings of Fact.
Voting: All members in favor.
Ethel Beach/Allen Chase - Denied Parking Plan:
On March 10, 1999, the Commission passed a motion to approve a Conditional Use
Permit for Ethel Beach/Allen Chase for a screened porch with seating for 24 people and
an addition to the restaurant to enclose outside walk-in freezers and coolers provided: 1.
A parking Plan is submitted to Land & Resource identifying 22 parking spaces. 2. A
variance from the lake setback is approved by the Board of Adjustment. Bill Kalar
indicated to the Commission that the variance request has been filed and then presented
two parking plans that were submitted by Allen Chase.
Motion: A motion by Trites, second by Estes to deny the two parking plans as they do
not meet approval of the Commission. The Applicant must present to Land & Resource,
for their approval, a parking plan that clearly identifies: 1. The road right-of-ways. 2. The
sizes of each individual space. This parking plan must be added to the same site plan
that was presented with the original request, so that its relative location is identified.
Voting: All members in favor.

Preliminary Plat - "Second Addition to Stenstrcm Beach”:
Mr. Kalar reported that the Planning Commission denied this preliminary plat consisting of one lot
to be attached to lot 7 of First Addition to Stenstrom Beach. He stated that there were concerns
with wetland area and access to the property. Neighboring landowner, Mike Partain, presented a
letter to the County Board. He expressed concerns regarding the proposed location of the road
over the wetland and the potential of the wetlands to back up. As a neighbor, Mr. Partain
expressed his opposition to this CUP request.
Motion by Lee, second by Portmann, and unanimously carried to uphold the denial of the Planning
Commission for the preliminary plat of “Second Addition to Stenstrom Beach”.
Conditional Use Permit - William Kina/Loon Echo Resort:
Motion by Nelson, second by Stone, and unanimously carried to approve the Conditional Use
Permit to add a 2"'' story to Unit #1 (Sec. 8, Twp. 137, R. 40, Hobart Twp., Rose Lake - 56-360)
with conditions as recommended by the Planning Commission.
Conditional Use Permit - William Lemke/Brad Botner:
Commissioner Lindquist expressed concern that the proposed road to service this plat is narrower
than county specification requirement. He expressed a concern that if this plat is developed in the
future, the road would not be sufficient for school busses, garbage trucks, etc. Discussion
followed.
Motion by Lindquist, second by Portmann, and unanimously carried to approve a Conditional Use
Permit to build a driveway (Sec. 23, Twp. 133 N, R. 43W, Fergus Falls Twp, Unnamed Lake, 56-
1480) with conditions as recommended by the Planning Commission. The motion included a
clarification that if the land is developed by way of plat, the road would need to meet county specs
and if the land is developed by metes and bounds, the township must approve the road.
Commissioner Portmann suggested that the developer(s) be informed of this in case they would
choose to widen the road at this time.
Conditional Use Permit - Swertsen Trust:
Motion by Stone, second by Nelson, and unanimously carried to uphold the denial of the Planning
Commission for a Conditional Use Permit to construct a retaining wall out of concrete (Sec. 12,
Twp. 134, R. 40, Amor Twp., Otter Tail Lake, 56-242).
Amendment to Conditional Use Permit #5568:
On behalf of Eric Canfield, the Land & Resource Director requested approval of an amendment to
CUP #5568 to not require the construction of seclusion point road on Big McDonald Lake to meet
county specifications. Discussion followed.
Motion by Nelson, second by Stone, to concur with the Planning Commission to allow an exception
to the county road specification requirement for CUP #5568 because the applicant only wants a
private driveway. Chairman Lee called for a vote. The motion failed with three NAY votes.
Proposed Golf Course - “Fox Run”
Mr. Kalar reviewed the CUP request of Mr. Chuck Will for a proposed golf course near Stalker
Lake. He reported that Mr. WII submitted a preliminary proposal on October 5, 1998. Rick West,
Highway Engineer, reviewed the proposal and submitted an estimate for the amount of the
required performance bond. Based upon the information provided, the Highway Engineer
estimated that a $10,000 performance bond should be required. The relocation of the road to

A motion by Lachowitzer, second by Maske to approve as
presented, to allow the 2"“^ story to Unit #1.

John & Jill Walkup - Withdrawn;
A Conditional Use Permit Application to put in earthen structures
and tile lines to control current water and soil erosion naturally
occurring. The structures and lines to be designed by the SWCD.
The property is described as Lots 1-2-3, Section 36 of Western
Township; Upper Lightning Lake (56-957), NE.
The Commission was informed that the Applicant's hadWithdrawn;
withdrawn their Application and a Grade & Fill Permit (#2020) had
been issued to them.
Williaig Lemke/Brad Botner - Approved With Conditions;
A Conditional Use Permit Application to build a driveway into the
property to make this piece of land more accessible. The driveway
would be 2128.32' long with an 18' top. At the entry point of the
drive, 100' will need fill. The next 150' will be cut, and the
next 80' will need fill. The fill from the cut area will be used
for the 2 areas that need fill. The property is described as Pt
NW^/i E of RR Ex Tr & NE^4 Ex E]4 NE^^ NEM, Section 23 of Fergus Falls
Township; Unnamed Lake (56-1480), NE.
William Lemke, Chris Svingen (attorney) & Brad Botner represented
the Application.
Roland Braud concerns regarding the wetland in the area of the
proposed driveway and a possible water problem for Suncrest
Terrace if this project were approved. Gerald Thormondson
questioned the main purpose' of this road (driveway?) . Vic
Petterson (Fergus Falls Townboard) indicated that the Townboard
has no concerns with the project. Bud Noreson expressed concerns
regarding the possibility of a future gravel pit.
A motion by Lachowitzer, second by Trites to approve theMotion;

Block 1 of Suncrest Terrace and the Applicant work with Land &
Resource to ensure proper stabilization and erosion control

Preliminary Plat - “Second Addition to Stenstrom Beach”:
Mr. Kalar reported that the Planning Commission denied this preliminary plat consisting of one lot
to be attached to lot 7 of First Addition to Stenstrom Beach. He stated that there were concerns
with wetland area and access to the property. Neighboring landowner, Mike Partain, presented a
letter to the County Board. He expressed concerns regarding the proposed location of the road
over the wetland and the potential of the wetlands to back up. As a neighbor, Mr. Partain
expressed his opposition to this CUP request.
Motion by Lee, second by Portmann, and unanimously carried to uphold the denial of the Planning
Commission for the preliminary plat of “Second Addition to Stenstrom Beach”.
Conditional Use Permit - William KinaA.oon Echo Resort:
Motion by Nelson, second ,by Stone, and unanimously carried to approve the Conditional Use
Permit to add a 2"'^ story to Unit #1 (Sec. 8, Twp. 137, R. 40, Hobart Twp., Rose Lake - 56-360)
with conditions as recommended by the Planning Commission.
Conditional Use Permit - William Lemke/Brad Botner:
Commissioner Lindquist expressed concern that the proposed road to service this plat is narrower
than county specification requirement. He expressed a concern that if this plat is developed in the
future, the road would not be sufficient for school busses, garbage trucks, etc. Discussion
followed.
Motion by Lindquist, second by Portmann, and unanimously carried to approve a Conditional Use
Permit to build a driveway (Sec. 23, Twp. 133 N, R. 43W, Fergus Falls Twp, Unnamed Lake, 56-
1480) with conditions as recommended by the Planning Commission. The motion included a
clarification that if the land is developed by way of plat, the road would need to meet county specs
and if the land is developed by metes and bounds, the township must approve the road.
Commissioner Portmann suggested that the developer(s) be informed of this in case they would
choose to widen the road at this time.
Conditional Use Permit - Svvertsen Trust:
Motion by Stone, second by Nelson, and unanimously carried to uphold the denial of the Planning
Commission for a Conditional Use Permit to construct a retaining wall out of concrete (Sec. 12,
Twp. 134, R. 40, Amor Twp., Otter Tail Lake, 56-242).
Amendment to Conditional Use Permit #5568:
On behalf of Eric Canfield, the Land & Resource Director requested approval of an amendment to
CUP #5568 to not require the construction of seclusion point road on Big McDonald Lake to meet
county specifications. Discussion followed.
Motion by Nelson, second by Stone, to concur with the Planning Commission to allow an exception
to the county road specification requirement for CUP #5568 because the applicant only wants a
private driveway. Chairman Lee called for a vote. The motion failed with three NAY votes.
Proposed Golf Course - “Fox Run”
Mr. Kalar reviewed the CUP request of Mr. Chuck Will for a proposed golf course near Stalker
Lake. He reported that Mr. Will submitted a preliminary proposal on October 5, 1998. Rick West,
Highway Engineer, reviewed the proposal and submitted an estimate for the amount of the
required performance bond. Based upon the information provided, the Highway Engineer
estimated that a $10,000 performance bond should be required. The relocation of the road to
