Governor Dayton signed the State Buffer law in June of 2015. Discussion took place regarding notices that have been provided to property owners, funding available to obtain compliance, and the State requirement to monitor the Buffer plan over a three-year period and report back to the County Board. If a complaint is received, the SWCD will be responsible to validate the complaint. County offices; i.e. Land & Resource and County Attorney, cannot proceed unless the SWCD has issued a corrective action. Generally, as long as property owners are working with the SWCD to become compliant, they will be considered compliant under the law. Noxious Weed/Aq Program SWCD Managers Brad Mergens and Darren Newville briefed the Board on the Noxious Weed program. They reported that the Minnesota Pollution Control Agency (PCA) plans to do thirty (30) inspections of smaller sized feedlots in Otter Tail County this year. Recess & Reconvene At 11:05 a.m.. Chair Johnson declared the meeting of the Otter Tail County Board of Commissioners recessed for a short break.
