break. The Board of Commissioners meeting,was reconvened at 9:36 a.m.
^COVID-19 Grant Administration Service Agreement
Motion by Mortenson, second by-.Bucholz and unanimously carried to approve the contract for services between Otter
Tail County and the Otter Tail County Community Deyelbpment Agency for the 2021 State of Minnesota Funded COVID-, JrMsri'.v- %■?'19 relief program.

Public Health and Countvwide Emergency Operations Center (EOC) Update
Public Health Director Jody Lien reported that^Minnesota has 455,783 lab confirmed cases and 6,098 lab confirmed
deaths. Otter Tail County has 4,654 lab confirmed cases of COVID-19, of which 4,565 are no longer contagious, and 68
COVID-19 related deaths. For more detailed information regarding Otter Tail County COVID-19 data, visit
httDs://ottertailcountvmh.us/content-page/covid-19-health-information/. Emergency Management Director Patrick
Waletzko briefed the Board regarding operations of the Countywide Emergency Operations Center (EOC) and reported
on the state sponsored pilot clinic that was held in Fergus Falls on January 22nd and 23rd. He informed the Board of a
COVID-19 vaccine information hotline that has been established to provide updates to the public regarding vaccine
availability and will be updated each Monday. The hotline is an information line only and can be reached at 218-998-
8378 or toll free at 833-445-1578. Upcoming conversations are planned regarding well-being and mental health and
the EOC continues to monitor impacts of COVID-19 and act accordingly. Public Health is focused on the completion of
phase la priority group and 3,333 people have received the first dose of the vaccine thus far in Otter Tail County
accounting for 5.7% of the county's population. Ms. Lien reviewed how vaccines are planned to be allocated along with
two (2) additional priority groups that have been identified to receive the vaccine. Another state sponsored pilot
program is scheduled for January 29'^ and 30'^ in Fergus Falls and approximately 1,000 doses are planned to be available.
Concerns were expressed regarding those who do not have technology to learn about and register to receive the vaccine
and Ms. Lien responded that communication is being distributed in multiple ways to reach various groups in the

6:30 P.M.; the hearing was held via Go To Meeting due to the health pandemic and declared
emergency in accordance with Minn. Stat. Sec. 13D.021.
Roll Call:
Members Present: Rod Boyer, Judd Fischer, Brent E. Frazier, Richard Gabe, Bruce Stone,
David Trites, David Wass and Rick Wilson.
Members Absent: Jack Rosenthal.
Michelle Eldien represented the County Attorney's Office and Chris LeClair represented the
Land & Resource Management Office.
Minutes of October 14, 2020: A motion by Frazier, second by Wass to approve the October
14, 2020 Minutes as presented. Voting By Roll Call: All members in favor.
“Lucky’s Land” / Dianne & Steve Molten - Approved As With A Condition:
Preliminary Plat of “Lucky’s Land” consisting of 4 Single Family Residential Non-Riparian Lots,
1 Block. The proposal is located on Lot 1 BIk 2 of St. Clair Shores, Section 34, Tumuli
Township; Ten Mile (56-613), RD.
Dianne Molten and David Anderson (Anderson Land Surveying) represented the Application.
All correspondence has been fonwarded to the Planning Commission for their review.
Mike Wilson had questions on the size of the parcel and the required size for backlots.
Motion: A motion by Gabe, second by Fischer to approve as presented, provided the septic

building design, lighting & signage. 2. A proposed grading and filling plan. 3. A detailed
drainage plan. Applicant should work with Land & Resource Management and submit the
materials to Land & Resource Management by 12 (noon) on October 30, 2020.

expressed concerns on having a commercial use in this area and traffic. David Todd
expressed concerns on having a commercial use in this area, drainage & erosion. Aden &
Sandra Hanson reinforced the concerns expressed by Glen Mills and David Todd.
Motion: A motion by Trites, second by Wass to table, at the Applicant’s request, to January
13, 2021, providing the opportunity for the Applicant to submit a detailed drainage plan and
details on the proposed excavation (proposed grading & filling); material must be received by
Land & Resource by December 23, 2020. Voting By Roll Call: All Members in favor.
William & Jasmine McFarlane - Withdrawn:
A Conditional Use Permit Application (as stated by the Applicant on the Application): Request to
excavate in area within 30’ oHop of bluff, adding earth retention as necessary. 30’x30’x10’
tall = 167 cu yd. Request to create cart path access from top yard to bottom yard, keeping
as many trees as possible and earth retention as necessary. The proposal is located next to
23558 Lida Dr. in Section 20 of Lida Township; Lake Lida (56-747), GD.
Motion - October 14, 2020: A motion by Stone, second by Frazier to table, at the Applicants’
request, to November 18, 2020 allowing the Applicant to provide an engineered plan
confirming minimization of impact to the bluff. Material is to be submitted to Land & Resource
Management by 12 (noon) on October 30, 2020.
An email from William & Jasmine McFarlane, dated October 30, 2020, was received by Land
& Resource Management, requesting to withdraw their Conditional Use Permit Application.
All correspondence has been forwarded to the Planning Commission for their review.
Motion: A motion by Frazier, second by Gabe to accept the Applicants’ October 30, 2020
request to withdraw their Application. Voting By Roll Call: All Members in favor.

The above Applicant has made application to the Otter Tail County Planning Commission for a
Preliminary Plat as per the requirements of the Subdivision Controls Ordinance and the Shoreland
Management Ordinance of Otter Tail County. In response to the COVID-19 public health
emergency declared by Governor Walz, the public hearing will be held remotely via Go-To-
Meeting. Public testimony regarding this application will only be received by email, in writing, or
by participating in the remote public hearing. Information regarding access to the Go-To-Meeting
public hearing will be provided on the Land & Resource website. Written correspondence or
emails regarding this application will be received up until 12:00 p.m./noon the day prior to the
public hearing date.

We (Daniel Johnson & Neil Sletten) propose to erect a ^ ^
pole style building for the purpose of seasonal storage consisting of
mainly boats and pontoons, but also RV’s, campers, fish houses
and autos. All long term storage will be in indoors.
We plan on installing a security light above the overhead door,
throughout the building, and illuminating a sign approximately
8’xl2’ located centrally on the east end of the property near
County Hwy 83.
We will have full control of the building. The clients will only
have access to the parking lot to drop off and pick up their trailers.
The hours of use will vaiy depending on the season.

Hello Marsha and Chris,
The Minnesota Pollution Control Agency (MPCA) Detroit Lakes office received the attached notices of public hearing for
the October 14, 2020 Otter Tail County Planning Commission meeting. It appears that none of the proposed projects in
the attached notices require coverage under MPCA's National Pollutant Discharge Elimination System (NPDES)/State
Disposal System (SDS) Construction Stormwater permit. In general, permit coverage is needed by the owner or operator
of any construction activity disturbing one acre or more of soil, or less than one acre of soil if that activity is part of a
larger "common plan of development or sale" that covers more than one acre. Information on the MPCA's Construction
Stormwater permitting program, including who needs to obtain the permit prior to construction, can be found on the
MPCA's website at https://www.pca.state.mn.us/water/construction-stormwater.
Construction stormwater management is still recommended for those projects not requiring permit coverage. Additional
guidance for landowners or contractors can be found here: https://www.pca.state.mn.us/water/guidance-construction-

Jewett Lake (DNR # 56-0877-00) has been added to MPCA's draft 2020 Impaired Waters List due to poor fish
bioassessments scores. The Otter Tail River Watershed Stressor Identification Report for Lakes, developed by the
Minnesota Department of Natural Resources (MDNR) as part of the ongoing development of the MPCA's Otter Tail River
Watershed Restoration and Protection Strategies report, cites physical habitat alteration as the main candidate cause
for the Jewett Lake fish bioassessments impairment. Specifically, the Lakes Stressor Identification Report discusses
riparian lakeshore development, aquatic plant removal, water level management, and connectivity loss, among others.

From page 87 of the Lakes Stressor Identification Report:
"The water level in Jewett Lake has varied by 4.0 feet between 1989-2018 and is generally unregulated (MNDNR,
unpublished data), although pipe was installed in 1999 to drain water from Jewett Lake into Long Lake and the Pelican
River. Aside from this artificial outlet, no significant inlets or outlets exist within the contributing watershed, therefore no
dams, bridges, or culverts have been identified as potential barriers to fish passage. Although no artificial barriers have
been identified, the natural lack of connectivity within the watershed could have a negative effect on species richness in
Jewett Lake and therefore the FIBI score."
As MPCA's watershed project manager for the Otter Tail River Watershed, I admit to not being fully familiar at this time
with the Jewett Lake area and with the potential downstream Impacts of the Jewett Lake Association's proposal. I am
also unaware if fish are able to naturally navigate the apparent stream or channel between Jewett Lake and Long Lake. If
so, and if this proposal is pursued, it might be beneficial to evaluate the proposal as having an added benefit of
improving connectivity between Jewett Lake and Long Lake. The improved connectivity might then have a positive effect
on fish species richness in Jewett Lake, and therefore, future fish bioassessments scores.

P.M.: the hearing was held via Go To Meeting due to the health pandemic and declared
emergency in accordance with Minn. Stat. Sec. 13D.021.

Members reviewed the items to be taken under consideration from V.3.1. from the Shoreland
Management Ordinance found the Applicant adequately addressed these items.
Motion: A motion by Stone, second by Boyer to approve with the following conditions: 1.
The total impervious surface does not exceed 25%, 2. The building impervious surface does
not exceed 20%. 3. Lighting must be limited to dark sky lighting. 4. The sign must be located
on the building and not to exceed 6' x 8’ in size. 5. Berms must be installed to address
