The Board of Commissioners meeting,was reconvened at 9:36 a.m. ^COVID-19 Grant Administration Service Agreement Motion by Mortenson, second by-.Bucholz and unanimously carried to approve the contract for services between Otter Tail County and the Otter Tail County Community Deyelbpment Agency for the 2021 State of Minnesota Funded COVID-, JrMsri'.v- %■?'19 relief program. % Public Health and Countvwide Emergency Operations Center (EOC) Update Public Health Director Jody Lien reported that^Minnesota has 455,783 lab confirmed cases and 6,098 lab confirmed deaths. Otter Tail County has 4,654 lab confirmed cases of COVID-19, of which 4,565 are no longer contagious, and 68 COVID-19 related deaths. For more detailed information regarding Otter Tail County COVID-19 data, visit httDs://ottertailcountvmh.us/content-page/covid-19-health-information/. Emergency Management Director Patrick Waletzko briefed the Board regarding operations of the Countywide Emergency Operations Center (EOC) and reported on the state sponsored pilot clinic that was held in Fergus Falls on January 22nd and 23rd. He informed the Board of a COVID-19 vaccine information hotline that has been established to provide updates to the public regarding vaccine availability and will be updated each Monday. The hotline is an information line only and can be reached at 218-998- 8378 or toll free at 833-445-1578. Upcoming conversations are planned regarding well-being and mental health and the EOC continues to monitor impacts of COVID-19 and act accordingly. Public Health is focused on the completion of phase la priority group and 3,333 people have received the first dose of the vaccine thus far in Otter Tail County accounting for 5.7% of the county's population. Ms. Lien reviewed how vaccines are planned to be allocated along with two (2) additional priority groups that have been identified to receive the vaccine. Another state sponsored pilot program is scheduled for January 29'^ and 30'^ in Fergus Falls and approximately 1,000 doses are planned to be available. It appears that none of the proposed projects in the attached notices require coverage under MPCA's National Pollutant Discharge Elimination System (NPDES)/State Disposal System (SDS) Construction Stormwater permit. In general, permit coverage is needed by the owner or operator of any construction activity disturbing one acre or more of soil, or less than one acre of soil if that activity is part of a larger "common plan of development or sale" that covers more than one acre. Information on the MPCA's Construction Stormwater permitting program, including who needs to obtain the permit prior to construction, can be found on the MPCA's website at https://www.pca.state.mn.us/water/construction-stormwater. Construction stormwater management is still recommended for those projects not requiring permit coverage. Additional guidance for landowners or contractors can be found here: https://www.pca.state.mn.us/water/guidance-construction- stormwater Jewett Lake (DNR # 56-0877-00) has been added to MPCA's draft 2020 Impaired Waters List due to poor fish bioassessments scores. The Otter Tail River Watershed Stressor Identification Report for Lakes, developed by the Minnesota Department of Natural Resources (MDNR) as part of the ongoing development of the MPCA's Otter Tail River Watershed Restoration and Protection Strategies report, cites physical habitat alteration as the main candidate cause for the Jewett Lake fish bioassessments impairment. Specifically, the Lakes Stressor Identification Report discusses riparian lakeshore development, aquatic plant removal, water level management, and connectivity loss, among others. 1 The Lakes Stressor Identification Report and other WRAPS-related information can be found at this link: https://www.pca.state.mn.us/water/watersheds/otter-tail-river. From page 87 of the Lakes Stressor Identification Report: "The water level in Jewett Lake has varied by 4.0 feet between 1989-2018 and is generally unregulated (MNDNR, unpublished data), although pipe was installed in 1999 to drain water from Jewett Lake into Long Lake and the Pelican River. Aside from this artificial outlet, no significant inlets or outlets exist within the contributing watershed, therefore no dams, bridges, or culverts have been identified as potential barriers to fish passage. Although no artificial barriers have been identified, the natural lack of connectivity within the watershed could have a negative effect on species richness in Jewett Lake and therefore the FIBI score." As MPCA's watershed project manager for the Otter Tail River Watershed, I admit to not being fully familiar at this time with the Jewett Lake area and with the potential downstream Impacts of the Jewett Lake Association's proposal. I am also unaware if fish are able to naturally navigate the apparent stream or channel between Jewett Lake and Long Lake. If so, and if this proposal is pursued, it might be beneficial to evaluate the proposal as having an added benefit of improving connectivity between Jewett Lake and Long Lake. The improved connectivity might then have a positive effect on fish species richness in Jewett Lake, and therefore, future fish bioassessments scores.
