(Everts Township), Otter Tail County, Minnesota, property is located on the east side of First Silver Lake. The DESIGN CRITERIA: The Natural Resources Conservation Service (NRCS) practice standards in the Field Office Technical Guide (FOTG) were used for design criteria. The primary practice is Streambank and Shoreline Protection (580). Supporting practices are Critical Area Planting (342) and Mulching (484). The NRCS National Engineering Field Handbook, Chapter 16, Streambank and Shoreline Protection, and Slope Protection for Dams and Lakeshores, Minnesota Technical Release 2 (TR2), October 1997, were used for design criteria. SOILS: The site is mapped in the Soil Survey of Otter Tail County as Arvilla-Sandberg complex, 6 to 12 percent slopes (711C). The landform is pitted outwash plains. This complex is exoessively drained, very deep, with a water table depth greater than 6 feet. The permeability is 6-20 inches per hour. The dominant parent material is glacial outwash. The soil is typically sandy loam, loamy sand and coarse sand material. The Unified Soil Classification is SP or SM material with no plasticity. SITE DESCRIPTION: The bank slope above the beach is approximately 40% with a bank height of less than 20 feet. The lakebed slope is approximately 8 (horizontal) to 1 (vertical). The water surface at the timeSILVER LAKE WATER SURFACE ELEVATIONS: of the survey (11-19-02) was approximate elevation 1332.5 MSL. The recorded water levels from years 1961 to 2002 indicate a maximum high water level of elevation 1332.95 in 2002 and a minimum low water level of elevation 1329.9 in 1961. The ordinary high water (OHW) was determined by the Department of Natural Resources to be at elevation 1331.9. The blanket shall Staples The staples shall be U shaped, 11 gauge or heavier steel wire having a span width of 1 inch and a length of 6 inches or more from top to bottom after bending. B-4 Stabilizing The blanket shall be laid parallel to the direction of water flow with the netting on top. The blanket shall be spread evenly without stretching so the fibers are in direct contact with the soil. Adjacent strip edges shall be overlapped a minimum of 2 inches. Dumping of rock riprap at the top of the slope and rolling of rock down the slope wull not be permitted. Rock riprap shall not be pushed or rolled over the geotextile. Equipment will not be permitted to operate on top of the rock riprap once the rock is placed. Construction equipment shall not operate directly on top of the geotextile. The rock for riprap shall be delivered and placed in a manner' that will ensure that the riprap in-place shall be reasonably homogeneous with the larger rocks uniformly distributed and firmly in contact one to another with the smaller rocks filling the voids between the larger rocks. Some hand placing may be required to provide a neat and uniform surface. HAND-PLACED ROCK RIPRAP5 . Sufficient rock riprap shall be placed by hand to insure a neat uniform surface. It shall be securely bedded with the larger rocks firmly in contact one to another without bridging. Spaces between the larger rocks shall be filled with smaller rocks. Nonwoven geotextile meeting the requirements of Minnesota Department of Transportation Specification 3733, Geotextiles, Type III Geotextile is acceptable. STORAGE3 . Prior to use, the geotextile shall be stored in a clean dry location, out of direct sunlight, not subject to extremes of either hot or cold temperatures, and with the manufacturer's protective cover undisturbed. Receiving, storage, and handling at the job site shall be in accordance with the requirements listed in ASTM D 4873. SURFACE PREPARATION4 . The surface on which the geotextile is to be placed shall be the neat lines and grades as shown on the drawings. The surface shall be reasonably smooth and free of loose rock and clods, holes, depressions and projections. The geotextile may be placed underwater. PLACEMENT5 . Prior to placement of the geotextile, the soils surface will be reviewed for quality assurance of the design and construction. Method 1 The geotextile shall be joined by machine sewing using thread material meeting the chemical requirements for the geotextile fibers or yarn. The sewn overlap shall be six (6) inches and the sewing shall consist of two (2) parallel stitched rows at a spacing of approximately one (1) inch and shall not cross (except, for any required re-stitching). The stitching shall be a lock-type stitch. Each row of stitching shall be located a minimum of two (2) inches from the geotextile edge. The seam type and sewing machine to be used shall produce a seam strength, in the specified geotextile, that provides a minimum of 90% of the tensile strength in the weakest principal direction of the geotextile being used, when tested in accordance with ASTM D 4884. The seams may be factory or field sewn. Steel washers shall be provided on all but the "U" shaped pins. The upstream or up- slope geotextile shall overlap the abutting down-slope geotextile. At vertical laps, securing pins shall be inserted through the bottom layers along a line through approximately the mid-point of the overlap. At horizontal laps and across slope laps, securing pins shall be inserted through the bottom layer only. They shall be formed into a stable network of filaments or yarns retaining dimensional stability relative to each other. The geotextile shall be free of defects and conform to the physical requirements contained in Table 1. The geotextile shall be free of any chemical treatment or coating that significantly reduces its porosity. End Sections. At each end of the stabilized shoreline, the finished slope of the riprap shall be varied in a fashion to produce a smooth transition with the natural shoreline. 6. Sediment control during construction. If granular material is used as a filter blanket, an inwater sediment barrier shall be installed around the area of excavation/sand placement during the project to limit turbidity to the affected area. This barrier may involve use of a floatation sediment curtain or a filter fabric material attached to stakes or a snow fence anchored to the lake bed. The barrier shall be removed upon completion of the work after sediment is settled. 7. Spoil disposal on upland. All material excavated shall be spread on upland (non-wetland) areas and above the Ordinary High Water Mark and seeded or sodded to protect from erosion. 8.
