August 11. 1999
Meeting of the Otter Tail County Planning Commission was held on August 11, 1999 at
7:00 P.M. in the Commissioner's Room, Courthouse, Fergus Falls, Minnesota.
Roll Call:
Members Present: Linda Bergerud, Rod Boyer, Les Estes, Frank Lachowitzer, Joe
Maske, Bert Olson, Robert Schwartz, Richard Sha and David Trites.
Member Absent: Leona Zimmerman.
Barb Hanson (7:15 P.M.) represented the County Attorney's Office and Tim Griep
represented the Land & Resource Management Office.
Minutes of July 21. 1999:
A motion by Lachowitzer, second by Bergerud to approve with a change on the motion
for Cynthia Skalsy, Silver Lake (56-302), provision #1 should read: 1. The riprap area
must be higher than the retaining wall filled area behind it. preventing run-off into the
lake. Voting: All members in favor.
David B. Arnoldv - Denied/Approved With Conditions:
A Conditional Use Permit Application to fill a portion of the wetland area that extends the
full 100’ width of our lake lot and is approximately 175' deep into the lot. What we would
like to do is make an access path through the wetland. By putting just an access path we
will be able to leave the majority of the wetland undisturbed. The access path would be
12’ wide by 175’ long giving us access to the lake. At the base of the hill there is a
lowland area that extends almost the entire width of the lot. What we would like to do is
fill the lowest area which is approximately 40’ wide and 45’ long. This will grant us some
accessibility to the lake. The property is described as Lot 4, BIk 1 Almar Acres, Section
30 of Otto Township: Rush Lake (56-141), GD.
David Arnoldy represented the Application.
Motion: A motion by Schwartz, second by Estes to deny the fill request for a walkway,
allowing a 4’ wide wooden walkway and to approve a maximum of 12” of fill
(approximately 33 cubic yards) in the requested 40’ x 45’ area.

Conditional Use Permit - Harold & Virginia Earlev/Carlson & Harrington, Inc:
Motion by Lee, second by Lindquist, and unanimously carried to approve a CUP to construct a
tower and building on Hand Lake (Sec. 6, Twp. 137, R. 41, Candor Township, Lake #527) with
conditions as recommended by the Planning Commission.
Preliminary Plat - “Shady Nook Resort”-Glenn & Yvonne Roaness:
Motion by Portmann, second by Lee, and unanimously carried to amend the Preliminary Plat of
“Shady Nook Resort” on Pickerel Lake (56-475) that instead of combining lots 5 & 6 into one (1) lot
as previously approved, lots 4, 5, & 6 are combined into two (2) lots and the resulting preliminary
plat will contain one (1) backlot and four (4) lake lots as recommended by the Planning
Commission.
Conditional Use Permit - Cynthia Skalskv:
Motion by Lindquist, second by Portmann, and unanimously carried to approve a CUP to riprap the
shoreline of property to reduce erosion on Silver Lake (Sec. 28, Twp 123, R. 40, Everts Township,
Lake 56-302) with conditions as recommended by the Planning Commission.
Conditional Use Permit - Rush Lake Township:
Motion by Froemming, second by Lee, and unanimously carried to approve a CUP to regrade a
portion of a township road near Boedigheimer Lake (Sec. 10. Twp. 135N, R. 39W, Rush Lake
Township, Lake #212) as presented.
Discussion - “Sunlight Beach”
Land & Resource Director, Bill Kalar, reviewed the background of the preliminary plat of “Sunlight
Beach” on Pelican Lake. Lengthy discussion followed. Commissioners requested further review of
the Board of Adjustment minutes relative to a variance request to construct a road to service this
plat.
Veterans Service Transportation Van Parking
Motion by Lee, second by Portmann, and unanimously carried to direct the Physical Plant Manager
to designate a handicap parking spot for the VA transportation van.
Adjournment
At 12:15 p.m.. Chairman Nelson declared the meeting of the Otter Tail County Board of
Commissioners adjourned until 9:30 a.m. on Tuesday, August 3, 1999.

“Shady Nook Resort”
Glenn & Yvonne Roqness - Amended The November 4.1998 Motion of Approval:
A preliminary Plat located on Pickerel Lake (56-475), RD was approved at the November
4, 1998 Planning Commission Meeting, with a condition that “Lots 5 & 6 are combined
into one (1) lot”. It was requested by the developer, the motion state “Lots 4, 5 & 6 are
combined into two (2) lots”. Motion: A motion by Estes, second by Lachowitzer to
amend the minutes as requested, stating: To approve as presented, provided Lots 4, 5 &
6 are combined into two (2) lots.
Voting: All members in favor.
Break: At 7:55 P.M., the Commission took a 5 minute break.
Cynthia Skalskv - Approved With Conditions:
A Conditional Use Permit Application to riprap the shoreline of property to reduce
erosion. Then smooth out hill on the north side of hill to meet the level of riprap. Next to
construct a 4’ retaining wall on the south side of steps. It will be approximately 18’ back
from the water line and 24’ back on far south edge of property. Approximately 8 yds of
earth will be moved from the lakeside of the retaining wall to backside of wall and level
with yard. Finally to sod lakeside of retaining wall out to riprap. The property is
described as Lot 8 Oakwood Beach, Section 28 of Everts Township: Silver Lake (56-
302), RD.

Fair.Hilts - Tabled to August 11. 1999:
A Conditional Use Permit Application for a 3 year project. In 1999, we wish to build a 3
unit place for key employees, we presently rent space for them Vz mile away. In 2000, we
would like to build 4 golf villas - villas will be rented. In 2001, we would like to build 4
more golf villas - villas will be rented. The property is located in NWVi of Section 4, Dunn
Township; Pelican Lake (56-786), GD.
Dave Kaldahl, Steve Kaldahl, David Bird & Peter Bortnum represented the Application.
Ellen Reihl expressed concerns regarding density, safety & health; the use of the road by
resorters & the proposed placement of structures on a right-of-way that has not been
vacated. Erica Tigges expressed concerns regarding density, pollution & over-population
of the lake; the golf -villas renters having access to the lake. Bill Hallardo expressed
concerns regarding vacating roads and the 911 having accurate information. Marilyn
Gilsdorf indicated the guest house is not be use used as commercial property.
