Article I Name
People of a Sacred Place, Inc.

Article II Purpose
To provide an historic and sacred site to which all people may come and honor
their spiritual and physical heritage. It is to benefit all who appreciate the
universe and are dedicated to preserving it. This site is to be a peaceful place to
be left unscarred for the future.
Article III Directors
Section 3.1 The principal representative body of this corporation shall be the
Incorporators or their successors, which shall be constituted as follows:
Section 3.2 Composition
One director shall be an enrolled member of the Anishinabe nation, one director
shall be an enrolled member of the Sioux Nation.. The other director shall be a
member of the Ottertail County Historical Society
Section 3.3 Qualifications and eligibility
Each director shall:
a. Be a creative person and share that creativity
b. Have an understanding of those (s)he represents
c. Have the respect of those (s)he represents
d. Support the stated purpose of the organization
e. Provide the Ottertail County Historical Society with current address and phone
f. Not be an elected tribal official
g. Be a pipe carrier
Section 3.4 Vacancies
Each member shall nominate his/her successor. Failure to maintain qualification
and eligibility could result in removal from directorship.
Section 3.6 Honorary life director
At the annual meeting each director may submit one person for consideration.
Election must be unanimous.
Article IV Schedule and notices of meetings
Section 4.1 Annual Meeting
An annual meeting of the directors shall be held in the weekend nearest the full
moon in September. Every effort shall be made by the directors to attend. The
meeting shall be on the site or at an acceptable alternate location.
Section 4.2 Special meetings
Special meetings may be called by mutual agreement amongst the three directors
Section 4.3 Voting
All decisions must be unanimous
Section 4.4 Minutes
Minutes shall be maintained by the director representing OTCHS
Article V Committees
Section V.1 The directors shall appoint a keeper of the lodge to maintain the locl^e
and site.
Section V.2 Other committees may be appointed to perform specific functions
Article VI Amendments
These by-lawsmay be amended by a unanimous vote of the three directors. An
amendment may be proposed by any member. Amendments must be submitted in
writing and signed by the directors to be in effect.
Article VII Role of Ottertail County Historical Society
a. Hold and preserve all archival material
b. Notify directors of annual and special meetings
c. Support efforts for local, state and historic designations
d. Assist in obtaining funds or materials for specific purposes
Article VIII Ownership of Property
Ownership of Section B Addition to Stony Point on West Battle Lake has been
accepted subject to the right of the State of Minnesota to negotiate or commence
an eminent domain proceeding to acquire property to erect necessary water
control structures.
Article IX Use of Site
a. For worship and temporary structures of worship
b. For education and temporary structures for education
c. For peace and rest, sunrise to sunset
d. For historic purposes
e. For conservation
Article X Restrictions
a. No cameras or picture taking of the sacred site
b. No picnicing or overnight camping
c. No use of a controlled substance or alcohol

Meeting of the Otter Tail County Planning Commission was held on February
10, 1993 at 7:00 P.M. in the Commissioner's Room, Court House, Fergus Falls,
Minnesota 56537.
Members Present: Mike Ackley, Les Estes, Fred Marker, Carl Johnson, Frank
Lachowitzer, Bert Olson, Victor Petterson, Jr., Diane
Prischmann, Robert Schwartz and David Trites.
Members Absent: None.
Bill Kalar and TimWally Senyk represented the County Attorney's Office.
Griep represented the Land & Resource Management Office.
A motion by Trites, second by Ackley to approve the December 2,
1992 minutes as mailed.
Approved;
Voting: All members in favor.
Approved;A motion by Petterson, second by Trites to approve the
Conditional Use Application of Folden Township. Unnamed Lake
(56-102), NE, SEl/4, Sec. 19, NEl/4 Sec. 30, NWl/4 Sec. 29, SW
1/4 Sec. 20, Folden Township as presented, provided all
Roger Froemming, Chairman,necessary permits are obtained,
represented the Application, Jim Reineke, Supervisor, spoke in
favor of this reconstruction.

Chris Schuelke, Eitecutive Director of the 0. T. C. Historical
Society, accompanied the Applicant. Barb Donahoe (Director of
the Corporation) indicated that this will be strictly a
historical site. Gene Porter had a question regarding the
outlet and the control of the water level of the lake.

Motion by Portmann, seconded Lindquist and unanimously carried to uphold the
recommendation of the Planning Commission and approve the conditional use
application of John Donelan (People of a Sacred Place, Inc.)/ West Battle Lake, subject
to the following additional conditions:
That the State of Minnesota, should it deem necessary to erect a water control
structure, be allowed to acquire the necessary property from People of a Sacred
Place, Inc.; and
That a permanent sanitary facility, meeting Shoreland regulations, be installed on
site; and
That the by-laws of the People of a Sacred Place, Inc. designate an individual or
caretaker to respond to possible complaints/nuisances as they may occur at the site.

At 2:21 p.m. Chairman Lee declared the meeting adjourned and closed to the public for
the purpose of evaluating the performance of individuals subject to its authority
pursuant to M.S. 471.705, Subd. Id.(d). The performances being evaluated were those of
Bill Kalar, Land & Resource Director and Mike Hanan, Solid Waste Director. A summary
report of conclusions regarding the evaluations will be provided at the next regular
Board meeting. The next scheduled meeting for the Otter Tail County Board of
Commissioners is 1:00 p.m. on Wednesday, February 24, 1993.
