to table, with the applicant’s verbal permission, this variance hearing until the July 6, 2006 meeting of the Board of
Adjustment to provide the applicants with an opportunity to reconsider the location of the proposed garage. The

Thursday, July 6, 2006
The Otter Tail County Board of Adjustment met Thursday, July 6, 2006, with the following persons in
attendance:

Called to Order - Randall Mann, Chair called the meeting of the Board of Adjustment to order at
6:30 p.m.
Minutes Approved -
The Board of Adjustment approved the minutes of the June 1, 2006 meeting as mailed.
The Board of Adjustment considered the following applications for variance:
Sterling and Patricia Tucker - Approved the variance as requested. (6:30 p.m.)
Sterling and Patricia Tucker, Lot 15 Silver View Park, Silver Lake in Everts Township, requested a variance
of 30’ from the required ordinary high water level setback of 100’ for the placement of a 12’ by 26’ garage
70’ from the ordinary high water level. Hilary Barry appeared at the public hearing with Patricia Tucker.
June 1,2006 Meeting - The audience was polled with no one speaking for or against the variance as
requested. After discussion and consideration, Randall Mann made a motion, second by Steve Schierer
and unanimously carried, to table, with the applicant’s verbal permission, this variance hearing until the
July 6, 2006 meeting of the Board of Adjustment to provide the applicants with an opportunity to reconsider
the location of the proposed garage. The Board noted that the proposed location is less than 10’ from the
side lot line. July 6, 2006 Meeting - After discussion and consideration, Steve Schierer made a motion,

James Michael Caliandro - Approved the variance as requested. (6:36 p.m.)
James Michael Caliandro, part of Government Lot 9, Section 25 and part of Government Lot 5, Section 26,
Sverdrup Township by North Turtle Lake, requested a variance to subdivide three existing metes and
bounds parcels totaling 5.18 acres into two tracts. One tract would contain approximately 250’ of frontage
and two acres of area and the other tract would contain approximately 550’ of frontage and 3 acres of area.
The minimum size required for metes and bounds parcels within the shoreland area is 5 acres and the
minimum size required for platted lots within the shoreland area is 200’ of frontage and 80,000 square feet
of area. June 1, 2006 Meeting - The audience was polled with Jourdan Sullivan speaking in opposition to
the variance as requested and expressing concern with the amount of development on natural environment
lakes within Otter Tail County. After discussion and consideration, Steve Schierer made a motion, second
by Michael Harris and unanimously carried, to table, with the verbal permission of the applicant, this
variance hearing until the July 6, 2006 Board of Adjustment meeting to provide the applicant an opportunity
to consider the possibility of platting the property. July 6, 2006 Meeting - After discussion and
consideration, Randall Mann made a motion, second by Steve Schierer and carried with Rod Boyer
abstaining, to approve the variance as requested and as depicted on the drawing submitted with the
variance application. Hardship is the inability to meet the dedicated pubic road re
plat.

located at 500-600 Fir Ave. W., Fergus Falls, MN.
Your variance request, which was tabled at the June 1, 2006 Board of Adjustment meeting, has been
rescheduled for consideration at the July 6, 2006 meeting. I have enclosed a copy of the July 6, 2006, agenda
for your reference.
If the date and time of this meeting is not convenient for you, please notify the County Auditor’s office in writing
prior to the July 6, 2006, meeting and I will have your request rescheduled for the next available meeting of the

6:30 p.m.
Minutes Approved -
The Board of Adjustment approved the minutes of the May 4, 2006 meeting as mailed.
The Board of Adjustment considered the following applications for variance;
Joseph R. Morgan - Approved the variance application as requested with a condition. (6:32 p.m.)
Joseph R Morgan, part of Government Lot 2 and all of Government Lot 3, Section 1 of Sverdrup Township
by East Lost Lake, requested a variance to subdivide a 4.18 acre parcel from an existing 43.3 acre parcel.
The minimum size required for a metes and bounds parcel in the shoreland area is 5 acres. The audience
was polled with no one speaking for or against the variance as requested. After discussion and
consideration, Paul Larson made a motion, second by Steve Schierer and unanimously carried, to approve
a variance to subdivide a 4.18 acre tract from an existing 43.3 acre parcel with the condition that a
registered surveyor’s drawing must be provided at the time of conveyance. The Board noted that the tract
is separated from the balance of the applicant’s parcel because the location of County Highway Number 1
separates the proposed 4.18 acre tract from the balance of the applicant’s parcel. Hardship is the terrain
and the location of the road.

James and Rose Limmer - Approved the variance application as requested. (6:45 p.m.)
James and Rose Limmer, Lot 13 Block 1 Little Pine Estates, Little Pine Lake in Perham Township,
requested the following: This lot was created by plat on May 4, 1977. Due to a rule change in the
Shoreland Management Ordinance on February 5, 1992, this lot is substandard in size. I wish to have this
lot declared a buildable back lot for residential use. The audience was polled with no one speaking for or
against the variance as requested. After discussion and consideration, Steve Schierer made a motion,
second by Cecil Femling and unanimously carried, to declare Lot 13 Block 1 Little Pine Estates a buildable
back lot for residential development purposes. The Board noted that the variance as requested and
approved is consistent with past actions of the Board of Adjustment in this development.
