MOTION AS FOLLOWS:
Motion was made by Craig Anderson, seconded by Cecil Femling and carried with John Everts abstaining, to approve
a variance of 2’ from the 30’ maximum allowable height of a dwelling for the construction of a dwelling having a
height of 32’. It was noted that the applicant’s proposal is for the construction of a standard dwelling and the variance
is needed so that the applicant can maintain the proper vertical separation between the ordinary high water level and
the lowest floor of the structure. Hardship being the high water table level.

Edward and Nola Hahn - Approved
Edward and Nola Hahn, Davenport, ND, requested a variance of approximately 61’ from the required ordinary high
water level setback of 100’ for the placement of 40’ by 27’ dwelling, with an attached 33’ by 27’ by 10’ deck,
approximately 39’ from the ordinary high water level. The property is described as part of Government Lot 2, Section
14 of Edna Township by Paul Lake. The audience was polled with no one speaking for or against the request. After
consideration, motion was made by Randall Mann, seconded by George Walter and unanimously carried, to approve
a variance of approximately 51’ from the required ordinary high water level setback of'100’ for the placement of a 40’
by 27’ dwelling approximately 49’ from the ordinary high water level. It was noted that the applicants’ dwelling will be
in line with Hellen Baumler’s dwelling.
Rick Bladow - Approved
Rick Bladow, Wahpeton, ND, requested a variance of 2’ from the 30’ maximum allowable height of a dwelling for the
construction of a dwelling having a height of 32’. The property is described as the West 30’ of Lot 20, all of Lot 21
and the East 10’ of Lot 22, Deer Lake Beach, Deer Lake in Everts Township. After consideration, motion was made
by Craig Anderson, seconded by Cecil Femling and carried with John Everts abstaining, to approve a variance of 2’
from the 30’ maximum allowable height of a dwelling for the construction of a dwelling having a height of 32’. It was
noted that the applicant’s proposal is for the construction of a standard dwelling and the variance is needed so that the
applicant can maintain the proper vertical separation between the ordinary high water level and the lowest floor of the
structure. Hardship being the high water table level.
Scott J. Ehike - No Action Taken
Scott J. Ehike, Verges, MN, requested the variances necessary for the placement of a 14’ by 16’ deck between
County Road 4 and Rose Lake. From the drawing it would appear that variances are required from the side lot line
setback of 90’, from the required ordinary high water level setback of 20’ and from the required road right-of-way
setback of 20’. The property is described as part of Government Lot 1 and part of Sub Lot A of the Northwest Quarter
Northwest Quarter, Section 17 of Hobart Township by Rose Lake. The audience was polled with no one speaking for
or against the request. A letter from Richard West, Otter Tail County Highway Engineer, opposing the granting of the
variance was read for the record. Richard West, Otter Tail County Highway Engineer, viewed the applicant’s request
as a right-of-way encroachment and recommended that the request be denied. After consideration and discussion,
motion was made by Randall Mann, seconded by Craig Anderson and unanimously carried, to take no action on the
applicant’s request as the Board of Adjustment does not have the authority to grant variances in the road right-of-way
and to authorize a full refund of application fee.
Mike Thomas - Approved
Mike Thomas, Dent, MN, requested a variance of 10’ from the required side lot line setback of 10’ and a variance of
20’ from the required road right-of-way setback of 20’ for the construction of a 24’ by 24’ structure 0’ from the side lot
line and 0’ from the road right-of-way. The property is described as Lots 1 and 2, Ted’s Beach, Star Lake in Star Lake
Township. The audience was polled with no one speaking for or against the request. After consideration, motion was
made by Randall Mann, seconded by Cecil Femling to deny the variance as request as no adequate hardship had
been shown and other sites exist for the proposed construction. After additional consideration and discussion, the
previous motion was withdrawn and a motion was made by Randall Mann, seconded by Craig Anderson and
unanimously carried to grant a 10’ variance from the required road right-of-way setback of 20’ for the construction of a
24’ by 24’ structure 10’ from the side lot line and 10’ from the road right-of-way.
