Mike & Brenda Scanlan - ADoroved With Conditions:
A Conditional Use Permit Application to construct a keystone retaining wall to prevent
further erosion of the hillside. We will work with Walberg Landscape Construction, and
hope to get started this winter. The wall will be 5' tall and approximately 50’ wide. The
property Is described as Lot 8 Fair Oaks, Section 32 of Girard Township; West Battle
Lake (56-239), GD.Sandra Brownstein - Tabled to December 13. 2000:
A Conditional Use Permit Application to obtain a permit to build a driveway to proposed
building sites. This 20 acre parcel is being split into two 10 acre parcels. In order to
avoid a “land locked" situation, it is proposed to build a driveway to both parcels with an
easement from the first parcel to provide access to the second parcel. Both building sites
have been determined and the avoidance of existing natural low areas provided limited
driveway placement options. Request approval to build a driveway, which begins from a
junction of an existing driveway and continues for 975 feet. The driveway will serve both
parcels. After about 475 feet along the driveway, the plan will be to cut into the top of an
existing hill and move about 2,000 cubic yards of dirt down the hillside to create an
adequate slope for continuation of the driveway. The property is described as R GL 4,
Section 9 of Candor Township; Leek (Trowbridge) Lake (56-532), RD,
October 11. 2000 / Tabled: A motion by Estes, second by Schwartz to table (at the
Applicant’s request) to November 8, 2000 to allow the Applicant to look into an alternate
location of the road and/or provide a detailed plan showing cross sections, a road profile
and an erosion control plan.

Brad & Mary Drentel indicated they felt this is a worthwhile project and indicated he felt
that Mr. Walberg does good work.
Motion: A motion by Schwartz, second by Sha to approved provided: 1. The maximum
width is 50’. 2. The maximum height is 5’. 3. A berm must be installed (above the wall)
to prevent water from running over the wall. 4. Filter material must be installed. 5. No
disturbance of vegetation can occur. 6. The impervious surface must be calculated, and
shall not exceed 25% of the lot area.

in front of our lakehome. Three terrace levels are planned that will be planted with native
shrubs and flowers. The terracing is a combination of earth-tone landscape block and
natural rock for the terrace walls and steps. (A drawing is on file at Land & Resource
Management, Courthouse showing measurements and elevations.) The property is

Land Acquisition
Don Kleven of the U.S. Fish & Wildlife Service requested certification of a purchase agreement of
approximately 156 acres of land in Western Township. The land includes a mixture of cropland
and scattered wetlands. The property will become part of a public hunting base in Otter Tail
County and it will be maintained for optimum waterfowl usage. Mr. Kleven reviewed the revenue
situation for this purchase. The revenue available to the county and township with this purchase is
$1,346 annually. Motion by Mosher, second by Lee, to certify the land purchase by the U.S. Fish
& Wildlife as follows;

service the plat with conditions as recommended by the Planning Commission. The property is
