This letter is in reference to the septic system at 38974 Co Hwy #1 Richville Mn 56576
P/N02500990291000 Guzzlers Bar & Grill. The septic system was installed in 1984 & enlarged in 1996 to
existing codes at the time. Any increase in the seating capacity from 230, will require enlarging the on site
septic system. The owner has been appraised of this. The system is functioning properly at this time.

BLM LLP:
On April 11, 2012 the Planning Commission passed a motion to recommend approval of your
request. Their motion is as follows:
A motion by Trites, second by Boyer to approve as presented, provided: 1. The impervious
surface is reviewed for compliance. 2. The sidewalk utilizes the existing crosswalk. 3. The
sewage system is adequate for the proposed seating. 4. Hours of operation approved are from
11:00 a.m. to 1:00 a.m., 7 days a week.
On April 17, 2012 the County Board of Commissioners passed a motion to approve the request as
recommended by the Planning Commission.
As you can see, there are conditions placed on this approval. Once these conditions are met, our
Office will process your Conditional Use Permit.

Otter Tail County Resolution No. 2012 - 24
Commissioner Froemming offered the following and moved its adoption:
WHEREAS, Otter Tail County has sponsored Grant-In-Aid Systems in the past; and
WHEREAS, acceptance of the Grant-In-Aid Systems proposed extensions are subject to the review and
approval of the County Attorney.
THEREFORE, BE IT RESOLVED that Otter Tail County shall continue to sponsor Grant-In-Aid Trail
Systems as they exist for the Henning Sno Cruisers Trail Association Snowmobile Club for the 2012-2013
snowmobile season and proposed extensions of Grant-In-Aid Trails with the aforementioned condition.
Commissioner Lindquist seconded the motion and, upon being put to vote, the resolution was unanimously
adopted.

construct an approach, a driveway 16’ x approx. 600’ and a building site for a 100’ x 45’
storage building. We further request to be able to excavate for and to build two additions to
the existing house - one being a garage and one being a bedroom. Total excavation and
fill will be 2258 cu. yds. as shown on drawing. Borrow area will be on site as shown on
drawing. (Drawing on file at Land & Resource Mgt.) The proposal is located at Lots 4 & 5 &
pt of Lot 6 ... (93.5 AC), Section 15 of Sverdrup Township: Crooked Lake (56-458), NE .
Steve and Barb Nelson represented the Application.
Motion: A motion Schwartz, second by Gill to approve as presented, provided the
requirements of the Wetland Conservation Act are met. Voting: All members in favor.

A Conditional Use Permit Application (as stated by the Applicant on the Application): Place concrete
patios and sidewalk around building and out to lake. Put in yard light toward lake. Fill east
side with black dirt 2” deep and plant grass. Put up fence around east end and south side.
Construct portable outdoor bar 8’ x 10’. Parking for 74 vehicles; 6’ x 43’ sidewalk on
lakeside of Hwy. Seating inside: North Arcade - 32, East Bar/Dining - 72, South
Graystone Room - 56. Seating outside: West of Graystone Room - 18. East of Graystone
Room - 72. (Previously Prante’s/Graystone - previously seated 190 inside, 40 outside -
total of 230, proposing total 250. The proposal is located at Bonita Bch Rearr Res 1-2-3; 2-
3 Lot A BIk 2, Bonita Bch Rearr Res 1-2-3; 2-3 Lot A & B BIk 3; Bonita Bch Lots 14 BIk 4 ex

Former Graystone site to reopen as Guzzler’s

The former site of Otter Tail Lake restaurants Graystone and Prante’s on the Lake will
soon be home to another restaurant: Guzzler’s, operated in part by lake resident Tim
Braun.
“It’s just going to be a bar/restaurant with some breasted chicken, burgers (and) a
simpler menu,” Braun said.
Guzzler’s will be a family restaurant, with an arcade area for kids. The theme of the
restaurant is the big old cars of yesteryear, the “gas guzzlers” that many remember with
nostalgia.
That theme will be reflected in the decor, with pictures of old cars and signs from old-
fashioned service stations.
Braun, who used to run a bar in Breckengridge, is teaming up with Laurie and Ted
Peterson of Kent to set up shop. He’s been thinking about opening a restaurant for a
couple of years, and he said the location on the southwest side of Otter Tail Lake is a
good one, both for potential customers and for him (it’s minutes away from his home).
“We’ve had a lot of good response,” he said. “A lot of people want it open.”
The building is currently being remodeled, with a projected opening sometime in May.
Right now, said Braun, the plan is to operate the business in the warmer months, from
May 1 to Nov. 1.
'We’ll have to see how it goes after that,” he said.

Scope of Project: Remodel of an existing establishment to include a new bar service area, ice cream
bar, waitress area, new walk in beer cooler and room finishes in the existing kitchen. (License
#11539)
• A site visit was done on April 26, 2012 with the owner, Rebecca and Mark. This site visit
was to walk through the plan review application with an establishment owner.
Equipment Standards - General Requirements:1.
Food and beverage equipment shall meet the applicable standards for one of the following:
• National Sanitation Foundation (NSF).
• Edison Testing Laboratories (ETL) to NSF Standards.
• Underwriters Laboratory (UL) to NSF standards.
• Canadian Standards Association (CSA) to NSF Standards.
Equipment shall bear the NSF or equivalent sticker and manufacturer information.
2. Food Service Equipment;
Table-mounted equipment that is not easily movable shall be sealed to the table or elevated on four
(4) inch NSF legs.
All floor mounted equipment shall be elevated on six (6) inch NSF legs or casters.
Used NSF approved food and beverage equipment may not be changed or altered from its original
condition. Approval of the used equipment will be made by Rebecca Tonneson and or Mark
Anderson.
Food contact surfaces - General Requirements:3.
Primary food contact surfaces (tables and counters) shall be of stainless steel construction in
compliance with NSF Standard No. 2 or equivalent.
Plastic laminate surfaces are not acceptable for food contact and food preparation surfaces.
4. Refrigeration - General Requirements:
All refrigeration and freezers must meet NSF Standard 7 or equivalent.

All display case coolers, merchandisers and similar equipment must meet NSF Standards or
equivalent and used only for storage of food and beverage items the unit was designed for. These
coolers are not permitted in the food preparation areas.
Walk-in Cooler/Freezers - General Requirements:5.
Shelving inside walk in coolers and freezers must meet NSF International or equivalent standards
and shall be approved for use in a cold environment.
o For existing walk in units and for the proposed walk in keg cooler.
Model walk in cooler approved: Stor Flex (proposed keg cooler)
Floor & base cove: Diamond tread aluminum with stainless cove
Condensate from walk-in refrigeration equipment shall be drained to a floor drain located
outside of the unit, or the unit shall be equipped with an evaporator pan.
Ventilation System:6.
Type I hood is existing for the cook line.
Dish Machines:7.
Chemical Sanitizer:
Chemical sanitizing warewashing machines shall have space for a minimum of five racks for air
drying utensils.
A warewashing machine that uses a chemical for sanitization shall be equipped with a device that
indicates audibly or visually when additional chemical sanitizer is needed.
Food Preparation Sink:8.
A separate food preparation sink that meets NSF International or equivalent standards for washing
produce or thawing foods has been provided.
Hand Sinks:9.
« Hand sinks are existing and one will be replaced since it is damaged. The replaced
hand sink will be manufactured by Royal and will be located next to the cook line.
Storage Areas:10.
Provide approved (NSF or equivalent) shelving to maintain food items, single-service items and
equipment six (6) inches above the floor surfaces.
Designate an appropriate chemical storage space separate from food products, single-service items
and food equipment.

Walls - General Requirements:11.
• Wall surfaces are existing and consist of FRP, semi-gloss painted sheetrock and
stainless steel behind the cook line.
Floors - General Requirements:12.
Floors in kitchens, bars, other rooms where food is stored, prepared or washed, employee dressing
or locker rooms, toilet rooms and janitorial rooms shall be smooth, non-absorbent, durable and
easily cleanable.
• Flooring in the kitchen was a combination of quarry tile and vinyl composition tile.
The vinyl composition tile is worn and will be replaced with a ceramic or quarry tile
with an integral base cove.
* Flooring in the new bar service area, waitress area and ice cream bar will consist of a
quarry tile or ceramic tile with an integral base cove.
Ceilings - General Requirements:13.
Ceilings in kitchens, bars and bar service areas, other rooms where food is stored, prepared, or
washed, toilet rooms and Janitorial rooms shall be smooth, non-absorbent, durable and easy to clean.
• Ceiling surface in the new bar service area is semi-gloss painted sheetrock.
® Waitress area shall be vinyl faced celling tiles.
e Kitchen ceiling surfaces are existing and are semi-gloss painted sheetrock.
Plumbing - General Requirements:14.
A running water dipper well is required at the ice cream bar for the dipping ice cream. The water
supply line must be air gapped and the dipper well indirectly wasted to a floor drain.
All plumbing plans shall be approved by the Minnesota Department of Labor and Industry (DOLl)
or delegated agent. For information on submittal contact Department of Labor and Industry at 651-

A separate on-site inspection will be conducted by the Minnesota Department of Labor and Industry
plumbing inspector or delegated agent to determine compliance with the Minnesota Plumbing Code.
Provide a stand, 6 inch legs, or collar supplied by the manufacturer for the water heater, water
softener, CO2 bulk tank, or other floor mounted equipment located in the food preparation or
warewashing area.
Lighting - General Requirements:15.
Food preparation areas in which food or beverages are prepared, utensils are washed shall provide a
minimum of 50 foot-candles of light measured 30 inches above the floor.
Food and utensil storage rooms, toilets, locker rooms, dressing rooms shall be provided with at least
30 foot candles measured at 30 inches above the floor.

16. Employee Lockers, Restrooms and Break areas:
Lockers or other suitable facilities shall be provided for the orderly storage of employee’s clothing
and other possessions.

Minnesota Rules 7080.
