(7:30 p.m.) Dean Keilar, Lot 1A Block 1 and Lot 1B Block 2, Larsen's Minasha-Da Subdivision, Dead Lake in Dead Lake Township, requested the following: I would like to replace my deck with a screen porch. The front of the porch will be extended 6’ on the lakeside. The size of the screen porch addition will be 21’ by 18’. The proposed addition will be 128’ from the lake shore. Requesting a variance of 72’. Required setback is 200’. The audience was polled with no one speaking for or against the variance as requested. After consideration and discussion, Michael Harris made a motion, second by Thomas Lee and unanimously carried, to approve the proposed screen porch addition with the condition that the screen porch addition can be no closer to the ordinary high water level than the existing house as shown on the drawing submitted with the variance application. After consideration and discussion, Rick Wilson made a motion, second by Ward Uggerud and unanimously carried, to approve the replacement of 10,500 square feet of impacted wetland offsite and outside the minor watershed. The audience was polled with no one speaking for or against the variance as requested. After consideration and discussion, Thomas Lee made a motion, second by Ward Uggerud and unanimously carried, to approve the replacement of approximately 9,000 square feet of impacted wetland offsite and outside the minor watershed. The applicant’s proposed project has been approved by the Otter Tail County Planning Commission and the appropriate wetland agencies. It was noted that the approval of this request is consistent with prior Board of Adjustment decisions. Joyce Perreten and Jerry Orbeck - Variance application was approved as requested. (7:45 p.m.) Joyce Perreten and Jerry Orbeck, Lot 2 Leisure Camp, Otter Tail Lake in Otter Tail Township, requested a variance of 2’ from the required bluff impact zone setback of 30’ and a variance of 6’ from the required ordinary high water level setback of 75’ for the placement of a deck 28’ from the top of the bluff and 69’ from the ordinary high water level. The audience was polled with no one speaking for or against the variance as requested. Letters from Gary and Evelyn Wawers, Margaret Moeller and David Telschow in support of the variances as requested were read for the record. After consideration and discussion, Thomas Lee made a motion, second by Rick Wilson and unanimously carried, to approve a variance of 2’ from the required bluff impact zone setback of 30’ and a variance of 6’ from the required ordinary high water level setback of 75’ for the placement of a deck as described in the variance application dated May 22, 2013 and as depicted on the submitted drawing 28’ from the top of the bluff and 69’ from the ordinary high water level. The proposed development will be behind the existing string/building line.
