West Battle Lake (56-239), GD, Lots 80-86 Stony Point Addition, Reserve B Stony Point Addition, 2.82 Acres in rear of Lots 80-86 and GL 2 ex platted & ex trs. Section 25, Everts Township for Canoe Rental Business for the following reasons: 1. This fragile wetland environment maybe adversely affected by the increased traffic which is a likely result of granting this Conditional Use Application. 2. The residential nature of the area is not compatible with a commercial venture of this type. 3. The Applicants request can be accommodated more appropriately within the boundaries of the proposed park. Numerous correspondence was read which all stated reasons against the application. Two Petitions with a total of over 120 signatures against the application were received by the Planning Commission. Several people spoke in opposition. George Broadston read first petition giving reasons for the denial of this Conditional Use Application. Irene Olson spoke for the residents of Rokmar Beach concerning the use of Rokmar Road. Bob Peske addressed the concerns of bikes on the road. Hours of business and what is the intend for the future. Tom Stoebe addressed the concerns of too many watercraft on creek, number of parking spaces, too many problem canoes taken back to his residence and would there be outdoor ringing phones. What area will be commercial property? Requested a 50' buffer zone from his property on east side of creek. Residential access #3 deemed impossible. Will there be stop signs? Will there be motorized canoes, recreational camping? Suggested that business be in proposed park! Also would cause a decrease in his property value. Joann Melrose addressed several concerns. The appearance of a weathered sign *Private Drive*. Restrooms on site, noise of radios, boom boxes, etc. and how he would bring canoes to the creek. Chris Peterson, property owner next to parking area. Had concerns as to increase in traffic, people distubing his horses, noise pollution, traffic creating future expense and improvements to the gravel road. Business should be in proposed State Park! John Rose stated that an Environmental Aessement Worksheet should be done. It needs 25 signatures to be started. Merle DeBore (Bemidjl DNR Office) they monitor use in Park only. Advisory Board would consider meeting with Mr. Donelan and discussing allowing his Canoe business inside the proposed park. Bob Lee stated that * How would you like to have this business at your back door*? George Broadston asked what would happen if the water level dropped in the creek. Did Hr. Donelan plan on a building of some kind in the parking area? Would his property be taxed as Commercial property? Bob Lee spoke about who is effected. Eric Marshall and Henry Hiller also spoke against the application. Lori Hyman spoke in favor of canoeing. Warren Berscher and Jim Donelan spoke in favor of the application. Denied: John P. Date Processing Data Processing Department Head Tim Brand requested approval of the Board regarding on-site classroom training (Blacksmith) with Stauffer for the Data Processing staff with emphasis on performance considerations and to include an analysis of our current computer system with recommendations on improved efficiency. Approximate cost for this project is $7,000. Motion by Lee, seconded Stone and unanimously carried to approve the on-site training and computer analysis by Stauffer with the understanding that $7,000 is in the 1991 Data Processing budget. Brand was asked to report to the Board on completion of this project.
