(6:45 p.m.) After consideration and discussion, Paul Larson made a motion, second by Steve Schierer and unanimously carried, to approve a variance of 20’ from the required ordinary high water level setback of 75’ for the placement of a dwelling up to 28’ by 62.5’ in size 55’ from the ordinary high water level with the following conditions: 1.) the proposed dwelling must be at least 10’ from the holding tank and 2.) no more than 25% of the total lot area can be covered with impervious surfaces. The Board noted that the proposed development will be an improvement over the existing development. Lundeen 324855 MINUTES OF THE MEETING OF THE OTTER TAIL COUNTY BOARD OF ADJUSTMENT Thursday, September 7, 2006 The Otter Tail County Board of Adjustment met Thursday, September 7, 2006, with the following persons in attendance; Cecil Femling Paul Larson Steve Schierer Pat Eckert, Land and Resource Management Kurt Mortenson, Assistant County Attorney Michael Harris Randall Mann Called to Order - Randall Mann, Chair called the meeting of the Board of Adjustment to order at 6:30 p.m. Minutes Approved - The Board of Adjustment approved the minutes of the August 3, 2006 meeting as mailed. The Board of Adjustment considered the following applications for variance: Judy Peterson - Approved the variance request as modified. (6:31 p.m.) Judy Peterson, part of Government Lot 2, Section 14 of Edna Township by Paul Lake, requested a variance of 25’ from the required ordinary high water level setback of 100' for the placement of a 24’ by 24’ garage 75’ from the ordinary high water level and at least 20’ from the road right-of-way or a variance of 20’ from the required road right- of-way setback of 20’ for the placement of a 24’ by 24’ garage 0’ from the road right-of-way and at least 100’ from the ordinary high water level. A letter from Louie Sazama, Chair of the Edna Township Board, addressing the location of the township road and supporting the applicant's request was read for the record. The audience was polled with no one speaking for or against the variance as requested. After consideration and discussion, Steve Schierer made a motion, second by Paul Larson and unanimously carried, to approve the placement of a 24’ by 24’ garage in a location which is at least 10' from the road right-of-way and behind the existing dwelling (roadside). The variance as granted will provide the applicant with a reasonable use of her property. GA Gloege Tst - Approved the variance as requested with conditions. (6:40 p.m.) GA Gloege Tst, Lot 4 Block 1 Oksness Addition, Otter Tail Lake in Otter Tail Township, requested a variance to have a substandard back lot declared buildable for non dwelling(s). The audience was polled with Warren Busch speaking for the variance as requested. After consideration and discussion, Steve Schierer made a motion, second by Michael Harris and unanimously carried, to declare Lot 4, Block 1 Oksness Addition a buildable lot for one storage structure, which cannot exceed 30’ by 40' in size, with the following conditions: 1.) Lot 4 Block 1 Oksness Addition must be permanently attached to Lot 6 Blue Heron Beach Addition and 2.) the area contained within Lot 4 Block 1 Oksness Addition cannot be used when calculating impervious surface coverage for front (lake) lot development. The variance as granted is consistent with past Board decisions and will provide the applicant with a reasonable use of the property. The Board noted that the applicant’s planned use is similar to the use of other property in this immediate area. Stephen FJoslien - Approved the variance as requested with conditions. (6:45 p.m.) Stephen Fjoslien, east half of Lot 14, Elysium Park, Star Lake in Star Lake Township, requested a variance of 20’ from the required ordinary high water level setback of 75' for the placement of 28’ by 62.5’ dwelling 55’ from the ordinary high water level. The audience was polled with no one speaking for or against the variance as requested.
