The purpose of our visit was to view a slide area on the lake side of the property. During our visit we found that a small portion of the bluff near the crest had failed and literally flowed down the face of the embankment. This resulted in a near vertical section setback from the face of the bluff developing to a depth of approximately 14 feet. Without the benefit of soil boring information, we cannot be certain of the soil profile at the site. However, typically of the area, the bluffs consist of a reworked glacial till including frequent pockets of outwash sand or gravel. It is typical to find the bluffs with a high factor of safety for overall stability. However, their surface is usually quite irregular and marred by numerous face type failures due to erosion and temporary or perched ground water conditions. The failure at this site very likely was caused by a perched ground water condition probably related to usage at the site. This could include anything from sprinkler system drain fields or poor drainage and roof water that could charge a localized condition. We understand stabilization and repair is proposed by using 6 inch timbers to create a retaining wall with an approximate 1 inch set back per each 6 inch timber. With a system of this nature, it is customary to use timber setbacks for ties and stability. However, we recommend a reinforced earth concept be used. This can be accomplished by attaching geogrid fabric to the timbers and then burying in a compacted granular soil. The geogrid and compacted reinforced earth should extend behind the wall a minimum of 1/2 of the height of the proposed wall. Mr. Stan Hoglund August 9, 1995 We understand the extent of terracing that will be done on the bluff has not be determined. There is no limitation to the amount of terracing that may be done if the reinforced earth concept is used and the terracing is stepped back into the hill. Also a drain tile system must be provided for collection of seepage behind each wall section. This may be handled with seeps through the wall or by draintile to the edge. In any event a system must be designed that will not create erosion and this can be accomplished, if higher volumes are anticipated, by rock filled drains and rip rapping. 2 ; i Should the system be limited to repair at the top of the bluff, the face of the timber wall should have a minimum of a 2 foot free face for bearing at the front of the wall and again with the reinforced earth and geogrid extending back a minimum of 1/2 of the height of the first tier. For performance, it is absolutely necessary that the reinforced earth and the base of the timber wall obtain bearing on natural undisturbed soil into the hillside. Should there be any doubt that bearing is not being obtained on firm natural undisturbed soil, we recommend a soils engineer be consulted during construction. At this time we understand the plan for terracing is quite vague and as a plan develops we recommend a survey for positioning of the terraces and a structural engineer be consulted to properly design the reinforced earth sections. The plan indicates the terrace foce will be six inch by six inch cedar timben set back one inch per six inch level with debacles of a geogrid fabric and dmber retainers and vertical stabilizers used. This in itself will provide a very stabiliied retaining wall. The sideview indicates excavating into the hillside to give the face bearing on natural undisturbed soils and the excavated material used to construct the reinforced earth wall at lower level. This concept will provide stability at the face of the slope and not create any increase of soil loading for the overall stability of the hillside. The riprap at the base will prevent lakeshore erosion from undermining the system and causing a problem at the toe of the terraced slope. We note draintile is being incorporated into the retainage wall system. We arc aware that it is not possible to esdmate flows that may be collected. The Commission indicated that the buildable area would be on the Lake lots (not the River lots) as shown on the Preliminary Plat drawing.
